The ordinary high water level of Long Lake is 1253.90 feet. The valve shall be turned off if Long Lake is at • 1253.70 feet or higher. The valve will not be turned on again until Long Lake is at 1253.50 feet or lower. If Minnesota Pollution Control Agency (PCA) and/or Department of Natural Resources (DNR) have reasonable cause to believe a contamincint or pollutant exists, either may order that the valve be closed, and the Otter Tail County Highway Department will close the valve until PCA and/or DNR allow the valve to be opened. The valve will be turned off if unnatural conditions impact the discharge from Long Lake and stay off until the condition is remedied, and the lake level of Long Lake is 1253.50 feet or lower, all as determined by the Otter Tail Coxmty Highway Department. 1. 2. 3. 4. As a board member on long lake, we are concerned that the zebra mussels will travel in the culvert to our lake. We would like the culvert shut off to keep them out of our lake. I am not aware of anything they can be used as a filter on the pipe to filter these out? In my opinion the valve should have been shut when the mussels got discovered on Jewett. That would appear to me, that with this happening, they have no problem trying to destroy our lake quality. Please shut the valve off. Terry Lejcher (DNR) spoke to the commission indicating that both parties interests should be protected and there should not be any significant adverse impact on either lake. Mike Partain read a letter (on file at Land & Resource) indicating concerns regarding the monitoring of the valve (water level of Jewett Lake), a better sight gauge & an easement for the gauge, reasonable cause would be required before shutting the valve and a safe level for Long Lake needs to be determined. This Application is essentially similar to those considered and rejected previously by the Planning Commission and/or County Board. 2. No consensus exists among the affected property owners and their engineers as to the potential affect of the proposed alteration (reference Shoreland Management Ordinance SeclV.3.B.9.) 3. The existing topography provides storm water management which is preferable to the proposed plan that requires buried pipes and constructed facilities (reference Shoreland Management Ordinance Sec.lV.8.). Minutes of October 20.1999 - Tabled For Approval: The Commission discussed the Minutes of October 20, 1999 and it was decided to table approval to allow: 1. It was requested that they verify that when the motion was made, including its reasons for denial, the references to Sec.lV.3.B.9. & Sec.lV.8. were actually stated. Brian & Suzanne Wing - Approved With Conditions: A Conditional Use Permit Application to build a driveway along the East line of the property. We would like to have the driveway done yet this fall. We plan to build a 2 story home next spring near the lake, on the northeast portion of the property (at least 100’ from the lake). The best access to the building site would be straight up the fence line. We have met with Wayne Evavold of Evavold-Delzer Const. He proposes that we move dirt from the adjacent field (currently alfalfa) - leveling that hill off to build up enough dirt to make a functional driveway. He estimates the driveway will be 18’ wide with a 9’ slope on each side. The driveway bed will be 2.5’. He estimates we will need to move 2,666 yds of dirt. After moving the dirt from the surrounding field, it will be replanted with crops. The nearby wetland will not be disturbed. The driveway will cross an existing tile. Before building next spring, we will have a description done to separate a 5 acre building site where the existing farm is located so we can meet the requirement of having only one homestead on a parcel. The driveway will be 15’ from the east fence line. It will be 400’ from the nearest building. It will be 350’ from the wetland. The driveway will be 18’ wide & 890’ long. JEWETT LAKE ASSOaATION July 4, 1999 r " '"■I ’'JUL' 8 1999TO ALL LONG LAKE OWNERS Re: Jewett Lake We are writing on behalf of the Jewett Lake Association. We want you to be aware of our plans. We know many of you, and want to be good neighbors. As you no doubt know, Jewett Lake has extremely high water. Jewett Lake does not have an outlet. As is common for landlocked lakes, there can be extreme fluctuations in the lake level. You may be aware of a proposal to construct an outlet on the north side of Jewett Lake, across private property. Department of Natural Resources (DNR) and Otter Tail County Land Management offices determined a working, ordinary high water mark of 1266.8 feet above sea level for Jewett Lake. The current water level is at approximately 1268 feet. The Minnesota The outlet will likely be near the public access. The proposal is to install a 15-inch pipe. The pipe would run underground, out of Jewett Lake and under the township road. On the north side of the township road, the water flow would fan out. On the north side of the township road, there is natural drainage to Long Lake because of the slope. It is expected there will be a concrete structure securing the pipe, without any boards or other movable controls. The pipe will be constructed so that water automatically stops running when Jewett Lake reaches 1266.8 feet above sea level. If it was contemplated that Jewett Lake would be lowered below the working, ordinary high mark, a permit would be required from the Minnesota DNR, with a public hearing. By state law, the DNR is not responsible for actions over the working, ordinary high water mark. DNR does not issue a permit for a pipe to lower the level to the ordinary high water mark. At one time, it appears there was an outlet from Jewett Lake into Long Lake, when the water level was at the current level or higher. Some recall an opening east of the public access where water may ^ it-.'ilu t 4 1 TO ALL LONG LAKE OWNERS Jewett Lake July 4, 1999 Page Two Re: have flowed. natural slope towards Long Lake, and the fact the level of Long Lake is about fifteen feet below Jewett Lake, it seems likely. We have not confirmed that.However, with the How will this affect the lake level of Long Lake? a 15-inch pipe would drain 4 cubic feet per second. It would lower Jewett Lake by about an inch a week, assuming no additional rainfall, or seepage from underground. Long Lake is slightly bigger than Jewett Lake. According to calculations from DNR, the outflow from Jewett Lake may raise Long Lake by-3/4 inch from its current level (see enclosed letter dated June 24, 1999) . If Long Lake were at the level of the dam, lower than it is now, the level of Long Lake may raise by two inches. The effect on the level of Long Lake is not significant because of the outlet. The outlet from Long Lake currently discharges 20 or more cubic feet per second. Are there harmful fish species which may be introduc@d? According to the gill net and trap net surveys of 1989 (see enclosed copies) and 1996, Jewett Lake does not have any fish species not found in Long Lake. Jewett Lake does not have carp, nor dogfish. It is highly unlikely, if not impossible, for fish to enter the pipe, and then survive the extended trip through the wetlands and marsh to Long Lake. What about water quality? Jewett Lake has tested its water since May, 1996, through the Otter Tail Coalition of Lake Associations (COLA) . comparable to most lakes in Otter Tail County. As you can see from the fish surveys from 198 9 for Jewett, and 1988 for Long, the Secchi disk reading for Jewett was 11.0 feet, and for Long Lake was 6.9 feet. The Secchi disk reading is generally considered.a good indication of water quality. The clearer the water, the farther you can see the Secchi disk. Since the outflow from Jewett Lake will not be a stream, it will not cause erosion. Wetlands lying between Jewett lake and Long Lake will act as a natural filtering system. Jewett Lake is a deep lake. The samples are The most recent reports, with the DNR and Minnesota Pollution Control Agency (MPCA) , for Jewett and-Long Lakes show water clarity of 12.30 feet for Jewett and 5.90 feet for Long. There is also information on the lakes' water quality with the MPCA, with" Jewett's percentile ranking higher than, or- ahead of. Long in the ecoregion. If Long Lake were at the level of the top of the stoplogs, the Jewett Lake discharge would eventually raise Long Lake about 2 inches. If Long Lake were at the Ordinary High Water Level (about 0.4 feet above the runout elevation), the Jewett Lake discharge would eventually raise Long Lake about 0.75 inches. JEWETT LAKE is a long time producer of nice Walleyes, both through natural reproduction and Department of Natural Resources stocking of fingerlings. Three sunken islands, two at the north end, one in the south, can be called hotspots early in the season. There are some steep banks on the west side which can also be productive. The lake bottom is mostly sand and rubble, and can be fished along (or just off) the bottom. Bounce a leech or shiner minnow along the bottom to get their attention. The lake is fairly deep in several areas, and that’s where the Walleyes head on summer days. There aren’t too many Northerns in the lake, but they are bigger than average in size. You’ll find them at the north and south end flats. LONG LAKE provides decent fishing for Walleyes, Northerns and Largemouth Bass. Early season Walleyes are around the several nice points on the lake: the long point at the northwest comer; two good ones at the northeast corner and three smaller points on the south shore. There is a lot of deep water in this lake, which is where the Walleyes head during summer days, but they’ll return to these points after sundown. Largemouth Bass are around the east end. The northeast and southeast shores are good for Panfish as well as Bass. In spite of being on Long Lake for over 60 years we were not aware that there was a water level problem at neighboring Jewett Lake until a recent article in the newspaper. Today we took a drive to Jewett Lake to see for ourselves. We randomly stopped at two lake homes in the northeast corner of the lake. The home owners graciously showed us their beach area. The problem that they were having with a high water level was evident at those locations. We are sympathetic to \what appears to be a problem at Jewett Lake. It is true that Long Lake has an outlet but this does not preclude Long Lake from having its own water level problems. As a Long Lake resident, we object to the current proposal as it stands now. Our main cpncem is that we would have not have any protection against flooding on this lake. Since we have lived here over the last 2 years, we have witnessed high water levels in the spring and have had relatively mild winters. Our shoreline could not have handled too much more and it seenied to take about a month before the outlet could relieve the high water level. After normal rains, our lake also rises for a couple days as our inlet is releasing nibre water. We assume it is during these times that Jewett Lake would also be high and releasing it’s water into Our lake. We have also been told that the previous owners have had to occasionally sandbag our walkout patio in the spring after hard winters or during high water times. We live in our home year-round and half of our living space is on our garden level. We have a level lot and our lower level directly walks out to the lakeshbre with no elevation. Our major concern is that sandbagging our home would become a regular routine, not just an occasional emergency. We have other questions regarding the water quality. We have heard conflicting information on this issue and would like to see more recent data than what was reported in your letter. Due to the limited time constraints in needing to respond by July 16, we have not been able to research any of this information. Please understand, we drove around Jewett Lake and have great empathy for what the residents are dealing with right now with the high water. We are very open to being a part of the solution forjyou as long we have some protection as well. The letter comes across as though this is underway “as is” which is very concerning for us. Our hope at this time is that this project is slowed down so all involved can be a part of the planning and there are safeguards implemented for any foreseen potential problems and any unforeseen problems. In response to the various requests, we provide the following: Water quality on both lakes. Attached hereto are true and correct copies of the two-page water quality reports for Jewett Lake and Long Lake obtained on July 2, 1999, from the MPCA records available through the internet, and the first thirteen pages, out of fifty-six pages, listing in order the ranking of the various lakes. I have also enclosed the fourteen-page Lake Water Quality Acronym Definitions that aid in reading the reports. I should point out that I spoke with Joyce Cieluch following the hearing on September 15. She was not aware of the specific water quality reports for Jewett and Long Lakes, and indicated that with the results of 81 for Jewett and 77 for Long, they are comparable. When Long Lake is at or over its ordinary high water level of 1253.9, the valve will be shut off. After the valve is shut off, the valve shall be turned on again when Long Lake is at or below 1253.7 feet. Erickson CONDITIONAL USE APPLICATION August 18, 1999 REQUEST The request is for installation of a 15-inch pipe to drain water out of Jewett Lake.i .. !REASON FOR REQUEST The working, ordinary high water mark of Jewett Lake was determined to be 1266.8 feet above sea level by Minnesota Department of Natural Resources (DNR) and the Land & Resource Management Office. inches over the working, ordinary high water mark, shoreline erosion, threatened by the high water. Jewett Lake is currently more than 12 There is Structures and septic systems are ;PROPOSED PROJECT It is proposed that the pipe be a gravity-flow system, rather than a siphon system, as discussed with Terry Lejcher and Bill Kalar. The pipe would be placed at a point below the ordinary high water mark. With the current water level, the pipe would extend 15 feet or more into the water, as shown on the drawings. There will be a control structure, with a concrete wall set at the ordinary high water mark. Once the ordinary high water mark is reached, no further water would flow out of the control station. The control structure will be located as shown on the drawings submitted with this application. A permit will be required from DNR, and will be obtained prior to beginning work (and Fish and Wildlife). A locked valve would be installed near the lake. The pipe would be installed along the boundary line between Kapitahs and Hansons. It will follow the property line out to the township road, then go across the township road, at which point it will then follow the road west along the northerly edge of the road. The pipe will be just east of the existing driveway for Kapitans and Hansons. Fill will be placed there to widen the existing driveway, but filling no more than 400 square feet, exempt activity with respect to a designated wetland. JEWETT LAKE ASSOCIATION - CONDITIONAL USE APPLICATION August 18/ 1999 Page Two A culvert will be placed underneath the Hansons' - Kapitans' driveway. It is also requested that a culvert be placed under David and Constance Lehrke's driveway, the next driveway to the west from Hansons' - Kapitans. We understand culverts are allowed by Land and Resource, if permitted by Elizabeth Township. PROTECTION OF PIPE AND LAKESHORE To protect the pipe and shoreline for the affected landowners, we propose constructing a retaining wall approximately four- feet high, at the current bank, with either paver blocks or interlocking blocks one foot in from the waters edge, the lake level goes down another foot, or more, the retaining wall should be up to fifteen feet away from the water, is noted on th'e drawings submitted with this application. Riprap will be placed on the lakeside of the retaining wall, with the rock placed at the 3 - 1 ratio if deemed necessary. Once the water level is down to 1266.8 feet, the retaining wall would be protected from any possible ice damage. When This TIME OF PROJECT Work will be done, weather permitting, as soon as possible after a permit is issued. In any event, it is requested work be allowed up to freeze up, while taking into consideration all necessary erosion control measures as per standard construction practices. LONG LAKE CONCERNS Written notice was provided all Long Lake owners of records, according to a printout received from Otter Tail County (see enclosed copy dated July 4, 1999). The notice was mailed on July 6, 1999. Six or less written responses were received, with one in favor of more water. The others had concerns which the proposed system addresses. In addition, Long Lake has recently formed a group, or association, which met, and we understand their concerns are: 1) valve on the pipe in the event problems occur; 2) shutting off the pipe when Long Lake is at or over its ordinary high water mark; 3) independent third party to monitor the ordinary high water mark of Long Lake and the valve, which we understand will be the County Highway Department. The ordinary high water level of Long Lake is 1253.90 feet. The valve shall be turned off if Long Lake is at 1253.70 feet or higher. The valve will not be turned on again until Long Lake is at 1253.50 feet or lower. If Minnesota Pollution Control Agency (PCA) and/or Department of Natural Resources (DNR) have reasonable cause to believe a contaminant or pollutant exists, either may order that the valve be closed, and the Otter Tail County Highway Department will close the valve until PCA and/or DNR allow the valve to be opened. The valve will be turned off if unnatural conditions impact the discharge from Long Lake and stay off until the condition is remedied, and the lake level of Long Lake is 1253.50 feet or lower, all as determined by the Otter Tail County Highway Department. 1. 2. 3. 4. Approximately 85 people attended to discuss the issue. After the meeting, the enclosed letter and survey were mailed out to the property owners of Long Lake to corroborate that the following questions were the general concerns raised and discussed; 1. Will a control valve be a part of this siphon? 2. Who will have authority to control discharge into Long Lake? 3. Will our outlet be able to handle the water? 4. Who will be responsible for maintenance of the pipe and of the outlet? 5. What are our options if their water quality changes? RESULTS OF THE SURVEY: 124 surveys were mailed out to the property owners or adjacent property owners of Long Lake. Out of these 124 surveys mailed out, 45% responded (n=56). Out of these 56 responses, approximately 95% (n=53) agreed with these concerns and 5% (n=3) did not have these concerns. A section was also included for additional comments. The following information is a grouping of these comments; Property Owners who agree with these issues had some of these specific concerns; • Higher Water Levels (n=7). Comments and concerns include; The flow should be shut off if Long Lake gets above its ordinary high water level. The siphon should not be open until the high spring run off has left Long Lake. The siphon v^ll only transfer the problem - homeowners on Long Lake are already experiencing high water level problems. How high will the water level on Long Lake be allowed to get? • Water Quality of Jewett Lake (n=6). Comments and concerns include; The flow should be shut off if Jewett Lake becomes contaminated in anyway. What if Jewett Lake gets Eurasian Milfoil? Jewett Lake has a larger algae piroblem in late summer and different kind of algae than Long Lake." Concerns include: If headwaters control the outlet flow more than the stoplogs (as stated by DNR in the meeting), what if headwaters get. higher for any reason, reducing outlet flow. The outlet culverts need to be investigated - in.particultu', the one that is under County Road 27; it seems to run too full. Was this culvert installed at the correct elevation? Debris in the outlet needs to be cleaned out, particularly dead trees - slowing down the flow fi'om Long Lake. Individuals are taking it upon themselves to remove stoplogs. One suggestion also included a permanent stoplogs at the dam so the water level does not get too low as well. Another issue, raised (n=l), questioned what could be done about the heavy weed infestation on Long Lake. CONCLUSION:1According to this survey, at least 42 % of the Long Lake property owners have‘:concems they hope will be investigated and addressed before this project is approved. There were many specific issues raised at the meeting that fall under these 5 main questions of the survey, but may not have yet been heard. If a Section 404 permit is indeed required then the MPCA will also need to complete a Section 401 water quality certification. Both permits would need to be granted prior to commencement of the project. The maps that we received show several wetlands that might be impacted by this project. We did not however receive information to determine if the impacts to wetlands have been addressed as well as the increased potential for phosphorous and nutrient loading into Long Lake from the additional water moving through the wetlands. The MPCA feels that it would be prudent for the County Planning Commission to postpone a decision to approve the project until sufficient information is available addressing all the permitting requirements and the water quality issues relevant to the downstream receiving waters. I arbitrarily threw out a date of at least March 1 for Mr. Haugrud.to consider with the Jewett Lake Association, but I have no specific data to know if this is a appropriate amount of time for Long Lake to prepare for Spring runoff Concern #2-: It would appear to be more appropriate to have the siphon shut off at a minimum of at least . 4 inches below Long Lake’s Ordinary High Water Level. This would allow a safety zone for Long Lake Property Owners to deal with the natural rise of the lake level due to rainfall and other factors which affect the lake. October 18, 1999 li1 ... I attempted to contact people on the eastern side of Long Lake that seem to be at some of the lower levels with their properties to get some specific information. Out of the 6 people that I was able to contact, one had no concerns and the rest voiced concerns that ranged from minimal to serious. iWhile most remain in support of the siphon, there are concerns with the siphon being open while Long Lake is dealing with it’s own high waters in the Spring. These concerns include problems with saturation and water rising on their lawns, and existing septic systems not being able to handle the higher water levels. These concerns were also raised by other property owners who attended the emergency meeting held On July 14, 1999. I was able, to obtain an informal survey conducted on our point in the Spring of 1997, by Willis Stelter, Long Lake- Property Owner. This survey included 16 of 18 property owners that live on the point referred to as Svendgaard Camp area and is now currently renamed as Long Lake Point Road. This survey was conducted, in our area apparently when they were attempting to come up with an acceptable level for the positioning of the stoplogs at the Long Lake Outlet. Throughout the months of May and June in 1997, Mr. Stelter vvent down and took unofficial readings of the gauge at the Long Lake Outlet to compare levels to the feedback. 13 of the 16 reported that on or around June 15, 1997, Long Lake was at an acceptable level with 5 owners still preferring a little lower level and/or absolutely no higher of a level. One of the 16 reported that is was still t00 ;high. One wanted it higher^and one did not care. On June 15, 1997, his unofficial reading was at 2.35, on the gauge, appearing to be at 1253.56 feet. This appears to be .34 feet below the Ordinary High Water Level. The previous week his unofficial calculation was approximately 1253.81 feet and this was too high. Some of the concerns pointed out in his findings was that if the lake is maintained at higher water levels this area could experience wet lawns and some basements flooding as in the past. Previous meetings and discussions by Long Lake residents were held to try and determine the ramifications of the project on Long Lake and it's residents. These encompass, water quality of Jewett, the impact of the increased water level on our lake and shoreline, our wells and septic systems, how much water we can accept and how quickly we can get rid of it, who would control the valve on the line. Most of the residents agree that we should help Jewett Lake by taking the water if some concerns are addressed The Otter Tail County Highway Dept control the valve and monitor the water level at Long Lake. 1. A better sight gauge system for ease of monitoring be built, along with an easement for access to the sight gauge. 2. MN CPA or MN DNA should have reasonable cause to believe a contamination has occurred before shutting the valve 3. Set a level that is safe for Long Lake, ordinary high water is 1253.90 then it is turned off at .20 ft or 1253.70 then lower the level by JO ft to 1253.Jt) before the valve is turned on again. It would be best if the out flow could be balanced to the input to maintain a reasonable constant water level for the benefit of the residents of the lake. 4. The water level being affected by rain, spring runoff and natural flows into the lake will be the hardest to regulate, but by rising present lake levels for on and off and by working with each other to maintain safe water levels for both Ix)ng and Jewett property owners, this project should be a workable solution. I will address the issues, as best I can, in the numbered order presented in your letter. 1.Based on secchi disk readings which reflect water clarity and are somewhat of an index to water quality, Jewett Lake has an average secchi disk reading of 9.5 while Long Lake has an average of 6.3. A somewhat better index is Carlson’s trophic state index. For Jewett Lake the index is 47 while Long Lake’s value is 48. Although this is consistent with historic secchi disk data, it indicates both lakes are meso-trophic or moderately enriched. If Jewett Lake continues to rise, some water quality impacts might be expected on Jewett Lake. It is my opinion no negative impacts would occur at this time to Long Lake’s water quality. The DNR surface hydrology section did some calculations to determine the impact of a 15 inch PVC outlet from Jewett Lake to Long Lake. If Long Lake were at the top of the authorized stop log setting, it would rise 0.16 ft or 2 inches. If Long Lake were at its ordinary high water mark, the impact would be much less; i.e. .06 ft or .75 inches, less then half of the lower level impact. In either case, the lake level impact is relatively minor, and it is important to recognize that as Long Lake gets higher, the impact of additional water from Jewett Lake is less. 2. Generally speaking, riprap will stand up to the forces of nature, both ice and high water, better then a retaining wall. DNR rules at or below the OHW discourage retaining walls. 3. Although I have not seen any design plans, the inlet needs to be protected from ice damage. 4. The impact of 4 cfs downstream can be viewed as follows: The downstream culvert at County Road 27 is 57.6" and a 35.5" pipe with a capacity of more than 150 cfs. About 1 14 miles further downstream a township road exists which should have a similar or even larger pipe with more capacity. The additional 4 cfs will have minimal impact downstream. 9. Lejcher Area Hydrologist Regional Hydrologist Otter Tail County Commission Chair c: i Construction Plan for Jewett Lake Oulet Project The proposal is to install a 15” pipe with a gravity flow system with the bottom of the Inlet Pipe set at 1266.8. The water level as of 8/16/99 was at 1267.84 for a difference of 1’ of water level to be lowered. Utilizing a 15” pipe it will decrease the flow calculations that are proposed for a full 15” pipe. This revised plan does not include a retaining wall, but will utilize rip rap material to insure the integrity of the pipe and provide soil erosion. On the drawings submitted with this plan note that there will be significant rip rap in fi-ont and around the inlet pipe. The rip rap will match up with the adjacent properties of both sides. The intent of the rip rap is to protect the pipe fi-om damage that could occur from ice damage, the same that has occured with sitnular projects of this mature. In conjunction with the rip rap, we plan to install a flexible rubber coupling at the base of the existing shore bank. This will insure that if any ice damage does occur, only that portion of pipe which extends into the lake would possibly have to be replaced without effecting the main piping. The flexible rubber coupling will have stainless steel clamps. Install a concrete weep collar to prevent from weeping around the 15” pipe. Most projects of this nature do not require a weep collar as long as you have compacted material around the pipe. We propose to use two weep collars and compact the backfill around the pipe. The plan also shows to install a 15” inline valve (see attachment) to shut off the flow when desired such as if milfoil or other contamination should occur in Jewett Lake. The valve is standard in the construction industry and will be rated as such. It is the intention of the contractor to maintain all BMP (Best Management Practices) in the construction industry to insure that all portions of the lake and the existing soils are protected from erosion. All of the pipe will be totally buried underground as per standard construction practices: The material on top will be compacted fill material with black dirt on top arid standard reseeding for projects of this nature Once the water flow reaches the outlet area, we plan to install a grate at the end of the pipe for safety reasons and animal control. A significant amount of rip rap material will be used. The Rip Rap will have a depression to act as a pool to stop forward flow for erosion control as per (see attachment). From that point on it will follow the natural grass waterway through the sedimentation areas leading to Long Lake. This should give significant water retention at these two wetland areas before it goes to Long Lake. Also note on the plan a septic holding tank is be removed and relocated in the year 2000 or 2001. Currently this tank meets all State and County Codes as being watertight. Long Lake's Impact on the wetlands lying between Jewett Lake and Long Lake. I imagine this is in response to the MPCA letter. It seems to me, the effect is nonexistent. The wetlands should be a natural filtering system, and would only improve the water entering Long Lake. There was also concern as to what sort of flow there is on the land, will it create a ditch? Will this affect the shoreline where the water enters Long Lake? Since the commission members did not walk the waterway down to Long Lake, they were somewhat ignorant. I will see if ASCS has any aerial photos which show the wetlands. 10. It is a six-digit code with the first two digits indicating the county and the next four the lake number. These numbers are used for storing/retrieving data in STORET. Lakes with a 01,02, etc. sufBx indicates that the lake has been divided into "bays" for data storage and assessment purposes. The subsequent area is an estimate for the bay. (Example: Lake ID=01- 0123-01 indicates: Anoka County, Cedar Lake, main basin.) m <?!^ary Hydrologic Unit Code The 8-character federal code identifying the Cataloguing Unit, the smallest of the different hydrologic units. The coding is hierarchical with a 2-character region, a 4-character subregion, a 6- character accounting unit and an 8-character cataloguing unit. Segment - the RFl segment number if on an RFl reach, a transient PCA segment number if off. RFl is EPA Reach File #1, an inventory of stream segments, on "ON" if on an RFl segment, "OFF" if not ME: Monitored or evaluated. Any lake with total phosphorus, chlorophyll-a, or Secchi transparency data collected between 1970-1995, and stored under MPCA's agency code 21MINNL in STORET is included in this assessment. Lakes were classified into one of two categories for this data assessment. "M" imphes monitored and indicates that summer (June through September) data collected between 1985 and 1995 was available for that lake. "E" imphes evaluated. ALK: Alkalinity (parts per million - ppm). Alkalinity is measured in mg/L as CaC03 . It represents a measure of a solution's ability to buffer or neutralize acids. Lakes in areas of calcareous till will have higher alkalinity than those on noncalcareous bedrock. Water with alkalinity less than about 75 mg/L could be considered soft; 76-150 moderately hard; 151-300 hard; and greater than 300 very hard. Alkalinity has also been used as a basis for estimating sensitivity to acid precipitation. For this purpose, lakes with alkalinity values less than 5 to 10 mgA-, could be considered potentially sensitive to acid precipitation based on current levels of deposition across Minnesota. Color (Platinum-cobalt Units). As measured against a platinum-cobalt standard (PCU or Pt-Co units), can give an indicated of the relative amount of dissolved organic matter in the water. High coloration, or "bog stain" as it is referred to, is usually caused by runoff from wetlands or forested lands. At high values, color may interfere with the expected phosphorus-chlorophyll-Secchi relationship of a lake. Li general, values between 0-20 are considered clear, 21-50 indicated moderate coloration, 51-100 are considered colored, and values greater than 100 can be considered highly colored; Based on data from the ecoregion reference, lakes color begins to influence the phosphorus-chlorophyll-Secchi relationships above about 50 Pt-Co units, and may strongly influence the relationship above 100 Pt-Co units. In highly colored lakes, transparency and chlorophyll values are often lower than would be expected from the phosphorus values. Ecoregions were mapped for the United States from information on soils, landform, potential natural vegetation, and land use by the U.S. Environmental Protection Agency (EPA). Additional Definitions and Information About the Data Secchi Disk. A metal disk-type instrument that is used as a visual guide for measuring lake water transparency. Ecoregion Reference Lakes: For Minnesota, within- region similarities in terms of quahty and lake morphometric characteristics have been noted. Reference lakes, deemed to be representative and minimally impacted by man (e.g., not point source wastewater discharges, no large urban areas in the watershed, etc.) 7/9/99http:/Mue.pca.state.mn.us/pca/lkwq95acro.html were sampled in each ecoregion by the MPCA from 1985 through 1988. The reference lake database consists of approximately 90 lakes distributed as follows among the four ecoregions within the majority of Minnesota's lakes: Northern Lakes and Forests - 30; Northern Central Hardwood Forest - 38; Western Com Belt Plains -12; and Northern Glaciated Plains -10. Data from the reference lakes can be used as a "yardstick" to compare other data against. Table 2 provides a range of summer mean values for each parameter and each ecoregion. These values were taken from the "inter-quartile range" (25th to 75th percentile) of the reference lakes for each region. By using these values, we have excluded the very low values (lower than 25 percent) and the very high values (upper 25 percent) and thus, have a range of values that represent the central tendency of the reference lake's water quahty. If your lake is near the transition zone of two ecoregions it is often useful to make comparisons to reference lakes from both ecoregions. lyliimesota Pollution Control Agency - Lake Water Qu^ty Project Acrony.. Page 5 of 14 Rankings. All rankings are in terms of percentile. Rankings are conducted by ecoregion. M general, as trophic state increases, moving from ohgotrophy to eutrophy (e.g.^ phosphoms and chlorophyll increase and Secchi transparency decreases), the percentile r^iking decreases. For example, a phosphorus concentration of 10 ppb (which is equivalent to a Carlson TSI of 37) corresponds to &e 90th percentile in the Northern Lakes and Forests Table 1. In other words, this concentration is lower than 90 percent of the assessed lakes in this ecoregion. In contrast, a phosphoms concentration of 50 ppb (Carlson TSI=60) would rank at the 10th percentil for the Northern Lakes and Forests which imhes that this concentration is lower than 10 percent of the assessed lakes. The percentile ranking should be evaluated relative to the number of lakes assessed in the ecoregion (Table 1). For example, in the Northern Lakes and Forest ecoregion, phosphorus concentrations are available for 619 lakes (Table IL If new TSI values are calculated for a lake (e.g., based on more recent data than this assessment), a new ranking for the lake may be estimated from Table 1. Trophic State Index - The individual trophic state indexes (TSI) are very useful for understanding the relationship of total phosphorus, chlorophyll, and transparency for a given lake fFigure IL and provide more information on the trophic condition and regional ranking than the mean TSI. If the individual TSI values for a lake do not correspond fairly closely (e.g., within 5 TSI units), then the individual values should be inspected and particular attention should be paid to the number of observations used to calculate the mean values. The following notes may be helpful in this regard: • If one index value is based on numerous measures while the other(s) is based on a single measure, then the former is probably the better indicator of trophic state. • If there is only a single measurements for each index vdue, the TSP (Carlson's trophic state index based on TP=14.42 In (TP) +4.15 should be favored as it provides an estimate of the "potential" trophic status of a lake. • TSS (Carlson's trophic state index based on SDM=60-14.41 In (SDM) or TSC (Carlson's trophic state index based on CHLA=9.81 In (CHLA) +30.6 values based on single observations should be viewed with caution. • Lakes dominated by large colonial algae, such as Aphanizomenon sp., may have high transparencies (low TSI) relative to the phosphorus concentration. • Lakes with extensive macrophyte growth may have higher transparency and lower chlorophyll-a (lower TSIs) than expected based on the phosphorus concentration. • Regional patterns (i.e., percentile rankings) may also give an indication as to which index value is a better reflection of the trophic status of a lake. • This data base may not provide an accurate estimate of the current trophic status of a given lake because of the number of observations or the age of http:/^lue.pca.state.mn.us/pca/lkwq95acro.html 7/9/99 Minnesota Pollution Control Agency - Lake Water Quality Project Acrony.. In particular, those labeled as "evaluated" should be viewed with caution since the data may be over ten years old. • If more current data is available for a lake, or if data is available for a lake that is not included in the appendix, then the appendix data and the Table (i.e., TSIs and rankings) can be used to place the condition of the lake in perspective relative to other lakes in a given ecoregion. Minnesota Lake Phosphorus Criteria Development - Because of regional diversity in lake and watershed characteristics, it was unlikely that a single total phosphorus value could be adopted as a statewide criterion for lake protection in Minnesota. Rather, a methodology was needed for developing lake water quahty criteria on a regional or lake-specific basis. The methodology for estabhshing lake water quahty criteria in Minnesota considered the following: • Phosphorus impacts on lake condition^ as measured by chlorophyll-a, bloom frequency, transparency, and hypolimnetic oxygen depletion. • Impacts on lake user, aesthetics, recreation, fisheries, water supply, etc. • Attainability, as related to watershed characteristics, regional phosphorus export values, lake morphometry, etc. Previous papers have described the range in the trophic status of lakes in Minnesota and the utility of the ecoregion framework in explaining some of this variabihty. Ecoregion maps, as developed by EPA ERL- Corvalhs, are based on land use, soils, land form and potential natural vegetation. Recognizing patterns in lake trophic status between these regions has permitted the development of some generalized lake management strategies. Minnesota is characterized by seven ecoregions (Figure 1). However, over 98 percent of Minnesota’s lakes are found in four of the state's seven ecoregions. Page 8 of 14 • H land use varies from the forests in the north to the primary cultivated land and pastures in the south. The ecoregion framework provides a regional perspective on the use of lakes in each part of the state and allows for the definition of "most sensitive uses" in each region. The MPCA has defined the "most sensitive use" of a lake as that use (or uses) that can be affected or even lost a result of an increase in the trophic status of the lake. Two examples include drinking water supphes and cold-water fisheries. In the c^e of drinking water supphes, eutrophication can increase water treatment costs, contribute to taste and odor problems and increase production of trihalomethanes during the treatment process. In a cold-water fishery, increased nutrient loading will reduce oxygen in the hypolimnion, and cold- water species may die off as these populations are driven into warmer surface waters. Table 3 presents some of the most sensitive lake uses for each ecoregion. Lakes corresponding to some of these categories have been specifically identified in Minn. R. ch. 7050,0470, subp. 1-8 (1980), and include designations for; • Domestic consumption • Fisheries and recreation (as defined in Chapter 7050.0220, subp. 3.2), whereby Class A specifically refers to waters designated for the propagation and maintenance of warm or cold- water fish, which lake trout lakes specifically identified in Chapter 7050.0420. Once uses have been defined for a lake, in a given region, appropriate management strategies may be a given use (phosphorus goal) may vary between regions and should reflect user expectations and regional variation in attainable lake trophic state. For example, drinking water supphes in the Northern Lakes and Forests ecoregion are typically characterized http:/^lue.pca.state.^m.us/pca/lkwq95acro.html 7/9/99 1 Minnesota Pollution Control Agency - Lake Water Quality Project Acrony.. Page 9 of 14 as oligotrophic to mesotrphic in nature. The cost of treating these waters to produce potable water is much less than water obtained form eutrophic lakes in central and southern Minnesota. These treatments have included extensive in-lake application of copper sulfate to reduce algal blooms and the use of potassium permanganate and activated carbon in the treatment plants to reduce taste and odor. Even with these treatments, taste and odor complaints are common among users of these water supphes. Management strategies for water supplies should focus on decreasing the frequency and intensity of algal blooms Regional patterns and user perceptions must be considered when managing lakes for primary contact recreation and aesthetics. For example, a lake in the Western Com Belt Plains ecoregion with Secchi transparency in the 1.5 to 2.0 meter range would be considered to have only "minor aesthetic problems," and would support swimming. In contrast, a lake in the Northern Lakes and Forests ecoregion with this transparency would be deemed "swimming impaired." Using this information in conjunction with regional patterns in lake trophic state, morphometry, etc. appropriate phosphorus management goals may be set. For the Nortiiem Lakes and Forests, an appropriate phosphorus goal to fully support swimmable uses would be less than 30 u^, while in the Western Com Belt Plains a phosphorus goal of 40 ug/L would be required. However, only a few lakes in the WCBP can achieve a phosphoms concentration less than 40 ug/L and, thus, a more reasonableigoal maybe "partial support" of swimmable use, which corresponds to a phosphoms concentration less than 90 ug/L. The phosphoms criteria provide a basis for goal setting and prioritization. For example, lakes currently at or below the criteria for their ecoregions will typically support the specified use. These lakes should be protected from increases in phosphorus concentration, beyond natmal variability, since even small increases can lead to increased algae blooms and decreased http://blue.pca.state.nm.us/pca/lkwq95acro.html 7/9/99 Minnesota Pollution Control Agency - Lake Water Quality Project Acrony.. Page 10 of 14 transparency. In most cases, these changes will be measurable and noticeable to long-time users of the resource. For those lakes above the criteria, the criteria can serve as goals for restoration. In fact, the recently revised Clean Water Partnership (CWP) Rule (Ch. 7076.0240 subp. 4c) notes for lakes in tibe C^\^ program, "for lakes, an in-lake phosphorus goal defined relative to the ecoregion criteria." In this case, the phosphorus criteria becomes the cornerstone for setting goals in these projects. This does not mean that the goals are simply apphed as written, but goals are developed through the Phase I process and in conjunction with local steering committees.
