Meeting of the Otter Tail County Planning Commission was held on September 3, 1980
at 7:30 P.M. in the Government Services Bldg., 505 South Court Street, Fergus Falls,
Minnesota 56537.
Members present were: Beck, Portmann, Trites, Estes, Lachowitzer, Ryan, Jacobson
and Martin. Wally Senyk, County Attorney also present.
A motion by Lachowitzer, second by Martin to approve the minutes
of the August 20, 1980 meeting as mailed with a correction on the
meeting date from September 17, 1980 to September 3, 1980.
Passed:
Voting: All members in favor.
Gerald Hellen held a meeting with the Planning Commission and a straw vote was taken
and Mr. Hellen was advised that a plat would be approved on Lake Ann with three lots
of 200 feet plus frontage and 72,600 plus or minus in each lot with DNR approval. He
would present official preliminary plat as per Subdivision Control Ordinance.
Passed:A motion by Portmann, second by Martin for Wilfred Estes and Charles Beck
to view property and report back to Planning Commission on alleged flood
ing problem caused by Planning Commission approval of grading and filling
for G.O. Brandvig, No. 56-760, Lots 3, 4 & 5 of Woodlake Beach in Sec. 33,
Twp. 137, Range 42, Dunn Twp. Dorothy Rekken met with the Commission.
Voting Yes;Portmann, Trites, Lachowitzer, Ryan, Jacobson, and Martin.
Voting No: Beck and Estes.
Passed:A motion by Martin, second by Estes to approve the special use application
of Paul Bauer, dated August 2, 1980 on Clitherall Lake, No. 56-238, RD,
Sec 13 of Clitherall Twp. as requested provided applicant is legally
responsible for any surface water runoff problems that may be created
in the future.
Voting: All member's in favor except Portmann.

of Rush Lake Twp. fpr project with road area to be constructed to county

Boedigheimer spoke to the Commission.

the facts herein stated as follows: (1) Said new'spaper is printed in the English language in
newspaper format and in column and sheet form equivalent in printed space to at least 900
square inches. (2) Said newspaper is a daily and is distributed at least 6 days each week. (3)
Said newspaper has 25 percent of its news columns devoted to news of local interest to the
community which it purports to serve and does not wholly duplicate any other publication
and is not made up entirely of patents, plate matter and advertisements. (4) Said
newspaper is circulated in and near the municipality which it purports to serve, has at least
500 copies regularly delivered to paying subscribers, has an average of at least 75 percent of
its total circulation currently paid or no more than three months in arrears and has entry as
second-class matter in its local post-office, (5) Said newspaper purports to serve the City of
Fergus Falls in the County of Otter Tail and it has its known office of issue in the City of
Fergus Falls in said county, established and open during its regular business hours for the
gathering of news, sale of advertisements and sale of subscriptions and maintained by the
managing officer of said newspaper or persons in its employ and subject to his direction and
control during all such regular business hours and at which said newspaper is printed. (6)
Said newspaper files a copy of each issue immediately with the State Historical Society. (7)
Said newspaper is made available at single or subscription prices to any person, cor
poration, partnership or other unincorporated association requesting the newspaper and
making the applicable payment. (8) Said newspaper has complied with all the foregoing
conditions for at least one year preceding the day or dates of publication mentioned below.
(9) Said nejwspaper has filed with the Secretary of State of Minnesota prior to January 1,
1966, and each January 1 thereafter an affidavit in the form prescribed by the Secretary of
State and signed by the managing officer of said newspaper and sworn to before a notary
public stating that the newspaper is a legal newspaper.
