Larry C. Madson, part of Government Lots 3 and 4, Section 22 of Hobart Township by Rose Lake,
requested a variance to subdivide, by metes and bounds description, a 16,671 square foot back lot from an
existing 11.98 acre parcel for the purpose of conveying this parcel to the owner of Lot 11, Rose Lake
Beach Wylie's Addition. Corey Nyhus, potential buyer, and Allen Haugrud, Attorney, appeared along with
the applicant at the public hearing. The audience was polled with no one speaking for or against the
request. After consideration and discussion, motion was made by Steve Schierer, second by Joe Maske
and unanimously carried, to approve a variance to subdivide, by metes and bounds description, a 16,671
square foot back lot from an existing 11.98 acre parcel with the following conditions 1.) a registered
surveyor’s drawing must be provided at the time of recording, 2.) the proposed tract must be permanently
attached to Lot 11, Rose Lake Beach Wylie's Addition, 3) the proposed back lot cannot be use for the
placement of a residential dwelling, and 4.) the area contained within the proposed back lot cannot be used
when emulating the impervious surface coverage for front lot development.

Todd Colliton and Thomas W. Hanson, part of Government Lot 5, Section 2 of Perham Township by Little
Pine/Mud Lakes, requested the following: 1 would like to mount a gutted out single engine airplane (4’ high,
20’ long, and 34’ wide wing span) on the roof of our existing storage building for the purpose of advertising.
Per the applicant’s drawing it is approximately 12’ from the building to the channel and approximately 120’
from the building to Mud Lake. Bricker Ware, Manager, represented the applicant at the public hearing.
The audience was polled with no one speaking for or against the request. A letter from Richard West,
County Engineer, requesting that the 20’ road right-of-way setback be maintained was read for the record.
Barb Hanson, Assistant County Attorney, noted for the information of the board members the maximum
allowable height for an advertisement sign is 10’. After consideration and discussion, motion was made by
Randall Mann, second by Paul Larson and unanimously carried, to deny the variance as requested as no
adequate hardship had been shown and noting that the applicants do have and can also obtain a
reasonable use of their property without the granting of the variance as requested.
Robert J and Holly A Durkop - Approved as requested. (8:47 p.m.)
Robert J. and Holly A. Durkop, Lot 17, Block 2, Scalp Lake Acres, Scalp Lake in Hobart Township,
requested the following: The applicant contends that Section 4, Subsection 13, Item B., Sub Item 2.,
applies to the lot in question thereby exempting it from being combined with any contiguous lot and availing
it to be being “considered a separate parcel of land for the purposes of conveyance or development as was
intended when Block 2 of Scalp Lake Acres received County approval in 1974. Though the Land and
Resource office has stated that the lot need not be combined, they contend a variance is required for its
development since the lake frontage is only 144.T or 96% of the required 150’. The proposed construction
site would be located over 250 from the lake outside of any wetland, bluff or steep slope areas. Rod
Gorobal represented the applicant at the public hearing. The audience was polled with no one speaking for
or against the request. After consideration and discussion, motion was made by Steve Schierer, second by
Paul Larson and carried with Cecil Femling and Mark Steuart voting no, to declare Lot 17, Block 2, Scalp
Lake Acres, a buildable lot for residential purposes. It was noted that per a statement contained within the
applicant’s application this lot should not require any additional variances for development. Hardship is an
approved lake lot that was platted after October 15, 1971 with lake frontage that does not meet the
requirement of the current ordinance.
