Dear Mr. Hanson:
Reference is made to a consultation I had with Mr* Richard Bucholz on January 13,
1982, and to ^ins^djti<?hs‘f;%conducted on August 17, 1981 and July 2, 1980 (copies
of ^^ich are enclosed).
The July 2, 1980 inspection was conducted in response to a request from Jos
Kearnevy of Perham Realties:
hi Hot water is being maintained at 15o” P» Reduce temperature of water
at sinks and showers to a maximum of 130” F.
B. Repair or replace floor covering in men’s toilet room.
C, Repair walls in fish cleaning house to present a smooth, hard, easily
cleaned surface free of dirt retention areas. Walls must be fly and
insect proof.
P. Procedure for multi-use glass washing:
Tank #1 - Wash in hot soapy or detergent water.
Tank #2 - Rinse in clean, clear v;ater.
Tank #3 - Rinse in a chemical sanitizer and allow to air dry,
I, Door to ladies’ toilet room is to be self-closing.
J* Abandon old sand point well - to conform to minimum standards of
Minnesota water Well Code.
J. Well in use for bar - appears to be in violation of Minnesota Water
Well Code, i.e. well casing is located within 20 feet of buried sewer
line,
J. Unable to determine composition of sewer line, VJe11 should be fitted
v;ith a concrete slab if buried sewer line is case iron and at least
20 feet from well casing.
R. Remove submerged "ball cock" from plumbing system,- Cabin 06,
0, Secure vent pipes from space heaters to insure that pipes will remain
in a stationary position.
Comply with the above by August 2, 1980.
Holding tanks and cess pipls - Cess pools do not conform to Minnesota Shore-
land Management Act or to WPC40 Standards, Cess Pools are to be pumped and
repaired to convert them into holding tanks.

Additional violations and orders ware noted on August 17, 1981:
A, Secure and lock.steps (stairwell) in cabin §2 leading to attic.
Comply by August 18, 1981., Building Code violation exists^ i.e. grade
of stairwell - height and depth of risers - handrails (absent) -
overhead clearance - Comply by opening day 1982 Season.
B. Repair floors in .vicinity of men's and ladies* toilet rooms. Floors are
to be smooth, hard, easily cleaned and. non-abo'orbent. \
I, Remove rust areas from showers in cabin #2.,
L. Rrovide and use a chemical test strip which will ^curately register the
concentration of sanitizer in, third tank of three-compartment sink.
W. Remove high weed growth throughout resort.
N. Replace torn screens throughout resort,' Screens are to present an
effective barrier against flying insects.
O. Repair docks'to present a safe, sound egress from beach to, boats
(three docks). ’
P. Thoroughly clean fish bouse. Remove accumulation of fish scales,
entrails, etc. Maintain in ,a clean condition.
R. All plumbing must conform to minimum standards of Minnesota P^mbing
Code.
1. Provide an anti-siphen, hose bib back-flov preventer on hose
bibs in fish cleaning facility.
2. Remove submerged water inlets at sinks in both public toilet
rooms.3. Install an overflov; pipe on water heater in ladies' toilet room.
Pipe is to extend from pressure relief valve to within '18
inches of floor
Comply with above by Opening Day 1982 Season.
PH on page one indicates that you may be cited for license
violations if srane progress isn't made toward compliance by
opening day 1982 Season.

I noted on the August 17, 1981, "Public Health and Safety Inspection Report" dated
August 17, 9081, License Number 0086684, that "Holding tanks - Cess Pools - No
violations relative to dewage discharges. Water table violations would exist.
In my conversation with Mr. Bucholz on January 13, 1982, I outlined the. pre
requisites which will be required if the planned renovation is carried out, i.e.
1500 gallon septic tank and approimately 830 to 900 square feet of soils absorption

Soils absorption area will be determined by percolation tests and waterarea.table determinations.
During the past investigations conducted at (Babe's Resort) I did not c^serve
sewage effluent on the earth's surface. Consequently, X did not write sewage
treatment or abatenwnt orders. However, as I stated elsewhere in this letter,
there may be violations relative to cess pool and water table locations.
Cess Pools - Single tank sewage treatment facilities ’> are illegal. Ceiifi Bool
- no bottom in tank; generally possesses holes inside of tank} has an inlet;
collects and holds raw sewage and dispose# of same.

■■ ■Any sewage disposal facility, i.e. soils absorption field, leaching pit, or dry
well, must be separated from the existing water table by at least three feet
(36 inches), i.e. the bottom of said leaching pit, dry well or soils absorption
field must be at least three feet above the d«nonstrated area water table.
tniiera of the Minnesota Polution Control Agency orIf at any future date X,
members of the Otter Tail County Land Use Office observe sewage effluent dischargftst
on the earth's surface at said resort, the necessary corrective e»;tionsxwlll be
taken by the Minnesota Department of Health to abate said discharge. At that time
any illegal sewage Installations will be required to conform to the MPCA, WPC 40
Standards.
