Motion by Erickson, second by Block, and unanimously carried to approve a Conditional Use Permit

SL A of GL 1 ex trs, W 2.08 AC of SL B ex W 150’, Section 3 and Beg 478.5’ N of M.C. 49, (.07 AC),

Conservation Easement - Palms of Lida First Addition
Motion by Erickson, second by Froemming, and unanimously carried to accept the Special Protection

At 11:37 a.m.. Chairman Mosher declared the meeting of the Otter Tail County Board of
Commissioners recessed for lunch break.
Reconvene - Public Hearing
At 1:22 p.m.. Chairman Mosher declared the meeting of the Otter Tail County Board of
Commissioners reconvened for purposes of conducting a Public Hearing to issue Tax Abatement
Bonds to finance solid waste disposal facilities.
Pursuant to due call and notice thereof, a meeting of the Board of Commissioners of Otter Tail
County, Minnesota, was duly held at the County Government Services Center in Fergus Falls,
Minnesota, on Tuesday, April 24, 2007 at 10:45 O’clock A.M.
The following members were present:
Roger Froemming, Bob Block, and Dennis Mosher,
and the following were absent: Commissioner Syd Nelson

Following a public hearing, the Chair announced that the meeting was open for the
purpose of considering proposals for the purchase of $5,245,000 General Obligation Tax Abatement
Bonds, Series 2007B and $765,000 Taxable General Obligation Tax Abatement Bonds, Series
2007C. Proposals were submitted for each series as shown in Exhibit A attached hereto.

Commissioner Block introduced the following written resolution and moved its adoption:
RESOLUTION AWARDING SALE OF $5,245,000 GENERAL
OBLIGATION TAX ABATEMENT BONDS, SERIES 2007B AND $765,000 TAXABLE GENERAL
OBLIGATION TAX ABATEMENT BONDS, SERIES 2007C, FIXING
THE FORM AND SPECIFICATIONS THEREOF, PROVIDING
FOR THEIR EXECUTION AND DELIVERY, AND PROVIDING
FOR THEIR PAYMENT

WHEREAS, the Board of Commissioners hereby determines and declares that it is
necessary and expedient to issue $5,245,000 aggregate principal amount General Obligation Tax

questions regarding the turn-around. Paul Benson expressed concerns regarding drainage
and/or culverts.
A motion by Estes, second by Schwartz, to approve, with the followingMotion:
conditions: 1. The Applicant obtains a Storm Water Management Plan. 2. The Applicant
complies with the provisions Wetland Conservation Act. 3. The Applicant receives a
Permit from DNR. Voting: All Members in favor.
Ray Sazama - Tabled To May 9, 2007:
A Conditional Use Permit Application (as stated by the Applicant): Build approximately 600’ of
road for use on 2 proposed parcels for building sites. Road will be built to township
specifications - 28' top. 2700 yds road construction and estimated 400 yds Class V. The
property is described as GL’s 3 & 4 ex tr & N1/2 SE1/4, NE1/4 SW1/4 & SW1/4 NW1/4,
Section 13 of Edna Township: Ceynowa Lake (56-337), GD.
Ray Sazama represented the Application.
Motion: A motion by Maske, second by Wilson to table (at the Applicant’s request) to the
May 9, 2007 Meeting, to allow the Applicant an opportunity to properly stake his project.

Young Life Castaway Club - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): 1). Replacement
construction of Schooner Girls Dorm; 88’6” x 60’10” single story with walkout lower level.
Represents a reduction in beds from 125 to 96. 2) Replacement construction of Cutter
Summer staff Dorm; 58’ x 36’ two story with walkout lower level. Beds remaining the same
as existing structure (40 beds). The property is described as Pt of SL A & B, Lot 1 of SL A
of GL 1 ex trs, W 2.08 AC of SL B ex W 150’, Section 3 and Beg 478.5’ N of M.C. 49, (.07

home; grade and fill driveway of 550’ x 12’ from easement. Total cubic yards to move
around property - 2583 cu. yds. The property is described as a 5.16 acre tr in GL 3 AKA tr
16, Section 18 of Everts Township; Silver Lake (56-302), RD.
Matthew Volkers and Jesse Hawkins represented the Application.
Motion: A motion by Wilson, second by Estes to table, (at the Applicant’s request), to May
9, 2007, to allow the Applicant an opportunity to: 1. Stake the centerline of the road. 2.
Stake the house location (including the walkout, identifying the depth of the cuts on the
lathes). 3. Identify the trees that will be removed between the house and the lake. Voting:
