Contract Approval - Consulting Services
Motion by Portmann, second by Lindquist, and unanimously carried to authorize the Chair’s
signature to execute an agreement between the County of Otter Tail and The Barlow Group of
Fort Collins, Colorado to assist Otter Tail County by providing a technical and economic evaluation
of the Quadrant Resource Recovery Facility. The cost of the service is $27,650 with $10,000
being paid from a potential grant from the OEA and the remainder from the Solid Waste Joint
Powers Contingency Fund.

Motion by Lee, second by Lindquist, and unanimously carried to approve a Conditional Use Permit

APPLICATION FOR CONDITIONAL USE PERMIT
Detail explanation
Item #1: The Caravel. This building will provide housing for adults who come to
Castaway to observe Young Life camping and to learn more about the organization. It
will contain 7 hotel style bedrooms, great room, small kitchen, and deck. This building
will replace our current guest house which will be used to relieve overcrowding for our
adults and families who serve in the summer. Construction is contingent upon donated
funds. Earliest projected date of construction would be September 1999.
Item #2: The Clipper. The addition onto this existing building will provide adequate
housing for adults and families who serve at Castaway during our summer camping
season. This addition is not intended to expand the number of adults at Castaway but to
relieve the current crowded conditions for family housing, providing families with two
bedrooms instead of one. The addition will include two family units of two rooms each,
measuring 36.5’ x 46’ for the total addition. Construction is contingent upon funding.
Some change in the design may occur concurrent with guidelines by Ottertail County and
the Planning Commission. Construction may occur immediately upon funding and
County approval.
Item #3: The Dory. The addition onto this existing building will provide adequate
housing for adults and families who serve at Castaway during our summer camping
season. This addition is not intended to expand the number of adults at Castaway, but to
relieve the current crowded conditions for family housing. The addition will include
three family units of two bedrooms, measuring 53’ x 44.5’ including porch and deck for
access. Some design changes may occur concurrent with guidelines of Ottertail County
and the Planning Commission. We would like to begin this project immediately upon
approval by the County.
Septic/waste water provision:
Since existing septic systems would not be adequate for the Dory and Clipper and a new
system would be necessary for the adult guest house, we propose eliminating the lower
parking lot east of the construction area and using this space for a new septic system. The
exisiting tennis court area would be converted to parking. An alternate plan is to use the
tennis court area for a new system. This would be contingent on regulations,
specifications, and authorization of the State of Minnesota and Ottertail County.
