MOTION AS FOLLOWS:
Motion was made by Cecil Fern ling, seconded by Craig Anderson and unanimously carried, to
approve a variance of 60' from the required ordinary high water level setback of 100’ and a
variance of 10' from the required shore Impact zone setback of 50' for a 6' by 6' addition to an
existing 18' by 22' structure and for the raising of the roof line to add a 6' by 8' loft.

The purpose of these additions to cottage number 3 is to make this cottage handicapped
accessible. This cottage will be in line with the other existing cottages,

Robert D. Narveson - Approved
Woodlawn Resort, Robert D. Narveson, Battle Lake, MN, requested a variance of 60' from the
required ordinary high water level setback of 100' and a variance of 1 O' from the required
shore impact zone setback of 50' for a 6' by 6' addition to an existing 18' by 22' structure and
for the raising of the roof line to add a 6' by 8' loft. The purpose of these additions to cottage
number 3 is to make this cottage handicapped accessible. This cottage will be in line with the
other existing cottages. The property is described as the SE1/4 of Government Lot 5, Section 6
of Girard Township on Blanche Lake, The audience was polled with no one speaking for or against
the request. After consideration, motion was made by Cecil Femling, seconded by Craig Anderson
and unanimously carried, to approve a variance of 60' from the required ordinary high water
level setback of 100' and a variance of 1 O' from the required shore impact zone setback of 50'
for a 6' by 6' addition to an existing 18' by 22' structure and for the raising of the roof line to
add a 6' by 8' loft.
Keith Stempfley - Denied
Keith Stempfley, San Francisco, CA, requested a variance of 50' from the required ordinary
high water level setback of 200' for a building site on a 2,65 acre parcel with at least 200' of
shoreline. The 2,65 acre parcel will be split off from an existing parcel of 62,65 acres. The
property is described as part of Sublot B, Section 30 of Maine Township on West Lost Lake, The
applicant was represented by John Stempfley at this hearing. A letter from Richard Pemberton
concerning this variance request was read for the record. The audience was polled with no one
speaking for or against the request. After consideration, motion was made by Cecil Femling,
seconded by Dan Oehler to approve a 50' variance from the required ordinary high water level
setback of 200' for a building site on a 2.65 acre parcel with the condition that this parcel of
property have access to a public road and that all other setback requirements will be met. The
granting of this motion would allow the applicant to enjoy the same rights and privileges as the
neighbor. The motion failed to carry with Bert Olson, John Everts, Craig Anderson and George
Watler voting no. No adequate hardship had been shown and other alternatives do exist.
Donald & Connie Eggen - Approved
Donald & Connie Eggen, Fergus Falls, MN, requested a variance of 40' from the required
ordinary high water level setback of 200' for the placement of a mobile home. The property is
described as Sublots D and E and Part of Sublot C in Original Lot 2, Section 1 of Aurdal Township
on Fish Lake. The applicant was represented by David Bechner. The audience was polled with no
one speaking for or against the request. After consideration, motion was made by Dan Oehler,
seconded by Craig Anderson and carried with Cecil Femling voting no, to approve a variance of
40' from the required ordinary high water level setback of 200' for the placement of a mobile
home. Hardship being the terrain and topography of the lot.
Ronald R. Richter - Approved
Ronald R, Richter, Vergas, MN, requested a variance to build a house and garage in the bluff
impact zone. The property is described as part of Government Lot 8, Sections 15 and 16 of
Candor Township on Leek Lake. The audience was polled with no one speaking for or against the
request. After consideration, motion was made by John Everts, seconded by Craig Anderson and
carried with Cecil Femling voting no, to approve the variance as requested due to the unique and
gradual slope of the bluff area and a review of this property by shoreland management staff in
which they indicate that they find no problems with the granting of this request.
