Conditional Use Permit - Mark & Julie Bechtel:
Motion by Froemming, second by Erickson, and unanimously carried to approve a Conditional Use
Permit for Request No. 1 and 2 with conditions and to deny Request No. 3 as recommended by the
Planning Commission. The property is described as Lot 11 BIk 1 Oakview Shores, Section 11 of
Maine Township; Pickerel Lake (56-475), RD.
Conditional Use Permit - Biealer Family Trust:
Motion by Rogness, second by Lindquist, and unanimously carried to approve a Conditional Use
Permit to replace old decks, retaining walls and patio with conditions as recommended by the
Planning Commission. The property is described as Lot 9 & vac rd adj Oak Ridge Beach, Section 14
of Amor Township; Otter Tail Lake (56-242), GD.
Conditional Use Permit - Isle View Resort. Robert Green & Susan Cordes Green:
Motion by Erickson, second by Huebsch, and unanimously carried to approve a Conditional Use
Permit for an after-the-fact request to allow a total of 6 rental units at the resort with conditions as
recommended by the Planning Commission. The property is described as Lot 2 BIk 1 Greens Isle
View Addition, Section 9 of Maplewood Township; Lida (56-747), GD.
Conditional Use Permit - Woodlawn Resort. Robert & Phyllis Narveson:
Motion by Froemming, second by Rogness, and unanimously carried to approve a Conditional Use
Permit to expand and update an existing cabin as presented. The property is described as SEV4 of
Lot 5, Section 6 of Girard Township; Blanche Lake (56-240), RD.
Conditional Use Permit - Gary Larsen et al:
Motion by Lindquist, second by Erickson, and unanimously carried to approve a Conditional Use
Permit to construct a driveway with conditions as recommended by the Planning Commission. The
property is described as GL 5 ex tr, SEV4 SEV4 and Lots 6 & 7 ex plat ex tr (80.39 AC), Section 12 of
Tordenskjold Township; Fiske Lake (56-430),JNE.
Amended Conditional Use Permit - Joseph Lawson & Bev Honkola:
Motion by Erickson, second by Rogness, and unanimously carried to amend the Conditional Use
Permit of Joseph Lawson & Bev Honkola to install rip rap instead of the required retaining wall and to
allow the garage to be constructed first with a condition as recommended by the Planning
Commission.
Conditional Use Permit Extension Request:
Land & Resource Administrator, Bill Kalar, submitted a request from Gary Boughton regarding
property across the road from Femling Lake in Section 7 of Star Lake Township. Conditional Use
Permit #6546 was approved in July of 2009 allowing an asphalt mix plant to be set up for the
reconstruction of State Highway 108. This area is an existing gravel pit. After completion of the State
Highway 108 project, the area was to be restored by November 1, 2009. This has not been
completed and Mr. Boughton is requesting a 10 year extension to the Conditional Use Permit to allow
the sale of the stockpiled gravel. Motion by Rogness, second by Lindquist, and unanimously carried
to authorize an extension to Conditional Use Permit #6546 for 1 year subject to removal of concrete
and asphalt debris on the site by November 1,2010.

Motions: A motion by Gill, second by Kinzier to approve as presented, with the following
conditions: 1. The maximum width of the steps allowed is 4’. 2. The, work must to be
done between April 15, 2011 and October 1,2011. 3. The Applicant must provide Land &
Resource with an erosion control plan. 4. The Applicant must notify Land & Resource
prior to starting the project. Voting: All members in favor.
Isle View Resort, Robert Green & Susan Cordes Green - Approved With Conditions:
A Conditional Use Permit Application (as stated by the Applicant on the Application): To allow a
former 12’ x 28’ storage building at Isle View Resort to be transformed into a 2 person
cabin. Currently have 5 rental units; total proposed will be 6 rental units. This is an After-
the-Fact Request. The property is described as Lot 2 BIk 1 Greens Isle View Addition,
Section 9 of Maplewood Township: Lida (56-747), GD.
Bob Green and Laverne & Carol Woody represented the Application.
Patrick Connor spoke in favor to the request, stating it is an asset to the community.
Sandy Christianson Elton spoke in favor of the request.
Motion: A motion by Trites, second by Schwartz to approve a maximum of 6 rental units
as requested, provided: 1. A variance is granted by the Board of Adjustment allowing 6
units. 2. The septic system is properly sized. Reasons for approval being the proposal is
compatible with the area, there are not any identifiable hazards, the proposal is suitable in
its existing condition for the proposed use, there are not any sensitive areas involved, and
noise is not a factor. Voting: All members in favor, except Zimmerman.
Woodlawn Resort, Robert & Phyllis Narveson - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant on the Applioation): 1) Build 14 x
24 addition to north side of cabin No. 8 in order to make bedrooms and loft larger, add to
living room, and add 2^^^ bathroom. 2) Construct stairway to loft, replacing present ladder
to loft. Currently 8 units onsite - no change in number of units being proposed. The
property is described as SE1/4 of Lot 5, Section 6 of Girard Township: Blanche Lake (56-
240), RD.
Motion: Motion by Gill, second by Maske to approve as presented. Voting: All members
in favor.
Gary Larsen et al - Approved With Conditions:
A Conditional Use Permit Application (as stated by the Applicant on the Application): To construct
850 ft. of driveway to a new home site. Driveway to be 15 ft. wide and have a 2 ft.
separation from road top to ditch bottom. Approx, cubic yardage to be moved - 4000 cubic
yards. If needed, a proposed borrow area from knoll on property. Requesting for project to
be done this Fall and to be completed by October 15, 2010. All disturbed areas will be
stabilized upon completion of project. The property is described as GL 5 ex tr, SE1/4
SE1/4 and Lots 6 & 7 ex plat ex tr (80.39 AC), Section 12 of Tordenskjold Township: Fiske
Lake (56-430), NE.
Gary Larsen, Lee Larson & Katrina Wasson and John Christensen (contractor)
represented the Application.
Gene Bjorkland expressed concerns regarding safety, the existing grade for the access
and future development. John Schauff (Township Supervisor) indicated that the Township
will consider this request at their next meeting.
Motion: A motion by Gill, second by Erickson to approve as presented, provided the
Applicant receives approval from the Township for the approach and appropriate erosion
control measures are implemented. Voting: All members in favor.
