Planning Commission Recommendations
Conditional Use Permit - Walt Schmidt/Beatrice Richardson:
Land & Resource Director, Bill Kalar, reported that this Conditional Use Permit request is an after-
the-fact request for a tubing business. Mr. Kalar noted that the permit request was approved by
the Planning Commission with the condition that private access to the river is obtained for the
tubers. A letter received from Delores and Larry Johnson was presented. The letter stated
concern about this business and concern regarding the fact that Johnson’s CUP allows only one
4x4 sign while Mr. Schmidt has large signs all over his property.
Motion by Portmann, second by Lee, and unanimously carried to approve the Conditional Use
Permit for Walt Schmidt/Beatrice Richardson (Section 1, Twp. 133, R. 41, Otter Tail River) with
conditions as recommended by the Planning Commission and subject to the same restrictions
regarding signage that Mr. Larry Johnson’s (neighboring tubing business) CUP allows.
Conditional Use Permit - Eric Canfield:
Motion by Nelson, second by Stone, and unanimously carried to approve the Conditional Use
Permit of Eric Canfield (Section 29 & 30, Twp. 136, R. 40, McDonald Lake) with conditions as
recommended by the Planning Commission.
Preliminary Plat - “West Otter Shores”:
Mr. Kalar presented a preliminary plat of “West Otter Shores”. Mr. Kalar recommended the
following clarification: The Preliminary Plat indicates Lot 3, Block 1, is not intended for building
purposes, however, this should read Lot 1, Block 1, since Lot 1, Block 1, does not have sufficient
size for building purposes.
Motion by Lee, second by Portmann, and unanimously carried to approve the Preliminary Plat of
“West Otter Shores” (Section 31, of Candor Township, Otter Lake) as presented with the above
clarification.
Conditional Use Permit - Gloria Bates/Russell Thompson:
Motion by Stone, second by Portmann, and unanimously carried to deny the Conditional Use
Permit of Gloria Bates/Richard Thompson (Section 33, Twp. 133, R. 40, Unnamed Lake) as
recommended by the Planning Commission. Motion by Lee, second by Portmann, and
unanimously carried to authorize the Land & Resource Director to request that the DNR review
this lake for possible reclassification of this body of water.
Conditional Use Permit - Shorma Family Trust:
Motion by Stone, second by Nelson, and unanimously carried to approve the Conditional Use
Permit of Shorma Family Trust (Section 10, Twp. 134, R. 41, Pickerel Lake) with conditions as
recommended by the Planning Commission.
Conditional Use Permit - Earl Trosvik/Dean Bentz:
Motion by Lee, second Portmann, and unanimously carried to approve the Conditional Use Permit
of Ear! Trosvik/Dean Bentz (Section 31, Twp. 137, R. 42, Lake Lizzie) as presented.
Conditional Use Permit - Robert Narveson/Woodlawn Resort:
Motion by Portmann, second by Lee, and unanimously carried to approve the Conditional Use
Permit of Robert Narveson/Woodlawn Resort (Section 6, Twp. 133, R. 39, Blanche Lake) as
presented.

Tillman Opsal -Tabled to September 10, 1997:
A Conditional Use Permit Application stated as follows: My driveway is dirt
surfaced and gets very slippery and muddy. I need to put about 3" of Class 5 on
the 200' of existing driveway nearest the cabin. There are several bad pot holes.
The property is described as Part of Government Lot 6, Section 32 of Everts
Township; Elbow Lake (56-309), NE.
A letter from the Applicant was read requesting his Application be tabled to
September 10, 1997. Darrel & Sharon Gedde expressed the following concerns -
the driveway is an easement on his land; there is not room for a sewer on Mr.
Opsal's land and the driveway is only 6’-8' from the OHWL.
Motion: A motion by Trites, second by Lachowitzer to table the Application to
September 10, 1997 as requested by the Applicant.
Voting: All members in favor.
Robert Narveson/Woodlawn Resort - Approved As Presented:
A Conditional Use Permit Application for an addition (4' x 10') to the west side of
the north wing of cottage No 4 for bathroom enlargement and passage hall. Will
also raise the building and add footings and foundation (2' high). The property is
described as SE 1/4 of Lot 5 and Inglewood Lot C, Section 6 of Girard Township;
Blanche Lake (56-240), RD.
Robert Narveson Represented the Application.
Motion: A motion by Estes, second by Lachowitzer to approve as presented.
Voting: All members in favor.
Adjourn: A motion by Olson, second by Estes to adjourn at 9:15 P.M., the next
meeting is scheduled for September 10, 1997.
