Don Gladscai, President of Otter Tail Country Tourism, appeared before the Board relative to appropriations for the year 1987. No formal action taken. CANNISTER LOCATION MOaiTORS OTTER TAIL COUNTRY TOURISM A request for funds in the amomt of $2,597.00 was received from Minnesota Heartland, Brainerd, which was denied upon motion made by Bert Piovland, seconded by Andy Lindquist ard unanimously carried. MINNESOTA HEARTLAND George Walter, Ditch Viewer, appeared before the Bocurd relative to County Ditch #21, stating when the viewers submitted their report, it was correct at the time; however with the change in conditions since then, it could be different at present. COUNTY DITCH #21 No action taken. Larry Krohn, County Coordinator, reported on the Ackling Building in Perham recently purchased and various uses of unfinished portions of the building, for the nursing service, land & resoiarce and the Perham police department. Krohn and Mike Kirk were instructed to research and report back to the Boeird on the 13th of November. ACKLING BUILDING Motion was made by Bert Hovland, seconded by Sydney Nelson and unani- itously carried, to adjust the rent figures for the Ackling Building with the County receiving the rent frcm the date of closure. ACKLING BUIUDING RENT Motion was made by Andy Lindquist, seconded by Sydney Nelson and unani­ mously carried, to atprove payment in the amount of $9,329 to the Association of Minnesota Counties, representing dues for 1987. FORGIVENESS OF PENALTY Motion was made by Bert Hovland, seconded by Andy Lindquist and unani­ mously carried, to deny the application of Karen Beyer for forgiveness of penalty on l^te payment of the second half of the 198.7 tax in Dunn Township. Motion was made by Bert Hovland, seconded by Sydney Nelson and unani­ mously carried, to allow forgivenss of penalty on late pai^ment of tax by Phillip and Elaine Geary, Dunn Township, due to an erroenous assess­ ment with corrected statement mailed too late for payment on time. Cecil Femling, Frank Lachovitzer, Seba Lee, Bert Olson, Victor Petterson, Richard Portmann, June Ryan, Robert Schwartz, Tom Stringer and David Trites. Wally Senyk, Assistant County Attorney and Tim Griep, Land & Resource Management were also present. Members Present; None.Members Absent; A motion by Ryan, second by Lachovitzer to approve the minutes of the October 1, 1986 meeting as mailed. Voting: All members in favor. A motion by Stringer, second by Femling to approve the conditional use application of Daryl Sutter. Wall Lake, No. 56- 658, GD, on Lot 33 of Mike's Wall Lake Beach, Section 34 of Aurdal Township as presented. Voting; All members in favor. A motion by Trites, second by Femling to approve the conditional use application of Eugene Floersch. Otter Tail Lake, No. 56-242, GD, on Pt. of G.L. 3, Section 32 of Everts Township to allow 16 additional units providing: 1. There is an adequate 50 foot buffer zone established around the proposed new development. 2. This use will be reviewed in 2 years if there are any complaints registered with the Land & Resource Management Office. 3. The privilege for these additional units is not to be automatically transferable to subsequent o%mers. of Adjustment for an acreage and a frontage variance is obtained. 5. Approval from the DNR is obtained. Voting; All members in favor, except Ryan. Approved: * Approved; 4.Approval from the Board A motion by Trites, second by Schwartz to approve the conditional use application of Charles Borchert. West Battle Lake, No. 56- 239, GD, on Lot 5 of Grace-Etta Beach, Section 20 of Girard Township as requested, provided the fill is 1 inch below the level of the driveway, the work may be done this fall.
