We plan to remove the existing 28'x42' single story cabin*in it's entirety and replace
it with a 28'x42' cabin with a "A" frame type loft 28'x21'. The structure would be placed
on the precise footprint of the existing cabin but rather than being 13' high to the
peak of the roof, the new peak would be 20' high.

Conditional Use Permit - “Sisters Three’VJane R. Meads etal:
Motion by Froemming, second by Block, and unanimously carried to approve a Conditional
Use Permit for a 3 unit Common Interest Community on an existing 7.84 acre parcel with
conditions as recommended by the Planning Commission. The property is described as Pt
GL 5, 7.85 Acres, Section 3 of Nidaros Township; Stuart Lake (56-191), RD.
Conditional Use Permit - “Woodland Beach Resort Association”:
Motion by Mosher, second by Froemming, and unanimously carried to approve a Conditional
Use Permit to remove an existing cabin and replace it in the same footprint with a higher roof
of 2T as presented. The property is described as Pt GL 3, Section 2 of Everts Township:
Otter Tail Lake (56-242), GD.
Conditional Use Permit - “Wee Villa LTD”:
Motion by Erickson, second by Block, and unanimously carried to approve a Conditional Use
Permit to increase the size of a storage shed and reroof two existing manufactured homes as
presented. The property is described as Lot 4 Ex Trs, 36.15 Ac, Section 14 of Elizabeth
Township; Long Lake (56-784), RD.
Conditional Use Permit - “Copper Landing on Horseshoe Bay”:
Motion by Mosher, second by Erickson, and unanimously carried to approve a Conditional
Use Permit for a 38 Unit Cluster Development with conditions as recommended by the
Planning Commission. The property is described as Pt NE1/4 of NE1/4, GL 1 & 2, Section 22
of Buse Township; Horseshoe Lake (56-834), NE.
Approval of Extension Requests for Final Plats
Motion by Block, second by Nelson, and unanimously carried to authorize an extension for
filing the Final Plat of Dale Menze known as Quiet Pines Estates until October 1,2007. The
property is located in Section 29 of Otto Township, Rush Lake.
Motion by Erickson, second by Block, and unanimously carried to authorize an extension for
filing the Final Plat of Charles Kvare known as Kvare’s Beauty Bay South Second Addition
until August 15, 2007. Several extension requests have already been approved for this Plat;
therefore, this is the final extension that will be granted.
Recess & Reconvene
At 11:55 a.m., Chairman Mosher declared the meeting of the Otter Tail County Board of
Commissioners recessed and reconvened at 12:05 p.m. at the Fergus Falls City Hall to
discuss the Tower Bridge Project. The Joint City/County meeting was recessed at 1:30 p.m.
and reconvened at the Government Services Center at 1:45 p.m. for consideration of the
remaining agenda items with Commissioners Mosher, Block, Froemming, and Erickson
present.
Annual Charity Motorcycle Ride
Bill Cox and Rita Marts presented a flyer advertising the 22'^'^ Annual Prometheus M.C. 2007
Zoo Run Event scheduled for June 22"^^ through the 24“^. All proceeds of the motorcycle ride
event are given to the Chahinkapa Park Zoo in Wahpeton, ND. Motion by Mosher, second by
Erickson, and unanimously carried to grant a waiver of the Shows and Exhibitions Ordinance
for this 22"'^ annual charity event. There have always been adequate portable facilities and
law enforcement is aware of the event.

“Lattimore Beach” / Phyllis Morton Nichols - Tabled To August 8, 2007:
A Preliminary Plat of “Lattimore Beach" consisting of 3 Single Family Residential Lots, 1
Block. The property is described as Lot C Registered Land Survey #2, Section 4 of Dora
Township; East Spirit Lake (56-501), RD.
Tim Haugen (Haugen Land Surveying) represented the Application.
Jeff Thompson expressed concerns regarding the ownership of property. Merilyn Fischer
indicated that the culvert should remain.
Motion: A motion by Estes, second by Boyer to table (at the Applicant’s request) to
August 8, 2007, to allow the Applicant to: 1. Address the issue (overlapping of ownership
of land) identified in the Jeff Thompson Letter dated June 7, 2007. 2. Provide details (i.e.
information from the County Highway Department) regarding access to proposed lot 3. All
information must be received by Land & Resource Management no later than July 20,
2007. Voting: All Members in favor.
“Sisters Three” / Jane R Meads et al - Approved With Conditions:
A Conditional Use Permit Application (as stated by the Applicant): Proposing a 3 unit Common
Interest Community Plat called Sisters Three on an existing 7.84 acre parcel on Stuart
Lake including a topographical adjustment and construction of two proposed driveways
occurring no closer than 350 feet from the shoreline. The property is described as Pt GL 5,
7.85 Acres, Section 3 of Nidaros Township; Stuart Lake (56-191), RD.
Steve Langlie / Glenn Howe (Anderson, Howe & Langlie, Inc.) represented the
Application.
Motion: A motion by Trites, second by Estes, to approve as presented provided: 1.
Cabin 3 must be removed when unit 1 is built or no later than 5 years. 2. Cabin 4 must be
removed when unit 2 is built or no later than 5 years. 3. All other structures must be
removed as stated on the plan. 4. The water-oriented-accessory structure (WOAS) must
be legally relocated. 5. The well(s) must be legally sealed. 6. The septic system(s) must
be properly abandoned. Voting: All Members in favor.
“Woodland Beach Resort Association” - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): We plan to remove the

Gary Heit and Corey Heit represented the Application.

WITHOUT ENLARGING THE SEPTIC SYSTEM.
