Exempt Permit Application
Motion by Lee, second by Nelson, and unanimously carried to approve, with no waiting
period, the LG220 Application for Exempt Permit, as submitted by Pelican Rapids Area
Chamber of Commerce for an event scheduled to be held on Saturday, October 7, 2006, at
The Club.
Recess & Reconvene
At 10:54 a.m.. Chairman Froemming declared the Otter Tail County Board of Commissioners
meeting recessed for a short break. The meeting was reconvened at 11:01 a.m.
Planning Commission Recommendations
Preliminary Plat & Conditional Use Permit - “South Shore’YBIuebill Shores, LLC:
Motion by Froemming, second by Mosher, and unanimously carried to approve a Preliminary
Plat known as “South Shore” consisting of 11 lots for single family residential use and a
Conditional Use Permit to construct a road to service the plat, with conditions as
recommended by the Planning Commission. The property is described as GL 2 ex trs (16.19
Ac) & pt of GL 3. ..(3.98 AC) Section 7 of Otter Tail Township; Long Lake (56-210).
^ ^ Conditional Use Permit - Woodland Beach Resort Assoc., LLC:
Motion by Mosher, second by Froemming, and unanimously carried to approve a Conditional
Use Permit to install new footings and foundation under an existing cabin and install new roof
as presented. The property is described as Pt GL 3, Section 2 of Everts Township; Otter Tail
Lake (56-242).
Amendment of Conditional Use Permit - Woodland Beach Resort Assoc., LLC:
Motion by Mosher, second by Block, and unanimously carried to allow a rotation of the roof
lines to run east and west to match the previously approved request and approve this
amendment to CUP #6151. The property is described as R GL 3, Section 2 of Everts
Township; Otter Tail Lake (56-242).
Preliminary Plat and Conditional Use Permit - “Johnson Lake Estates First Addition7Pinnacle
Land Deyelopment Inc:
Land & Resource Director, Bill Kalar, stated that this request was recommended for denial by
the Planning Commission for various reasons as documented. Glen Freeland, President of
Pinnacle Land Development, LLC, stated that, contrary to the Planning Commission's
problems with the storm water drainage plan, he felt it was a very well done plan that follows
all Shoreland Ordinance regulations and stated that there is adequate building area on Lot 4.
He requested approval of the plan as presented. Motion by Mosher, second by Lee, to deny,
as recommended by the Planning Commission, the Preliminary Plat known as “Johnson Lake
Estates First Addition” and the Conditional Use Permit to service the plat for the reasons as
stated in the May 10, 2006, Planning Commission minutes. Chris McCann of Interstate
Engineering, stated that the MPCA rules must be followed in the erosion control plan and the
plan was acceptable to them. Mr. Kalar expressed concern with the erosion control plan and
the buildability of Lot 4 and the likelihood of a buyer of the property actually building in the
area(s) indicated. Chairman Froemming called for a vote on the motion for denial. Motion
carried unanimously. The property is described as Lot 2 ex tr. Lot 3 & pt S]4 NE% lying
NWLY of Twp Rd ex N 6 rds of W 20 rds & ex tr. Section 9 of St. Olaf Township; Johnson
Lake (56-393).

Motion: A motion by Amo, second by Schwartz to table, at the Applicant’s request, to
June 14, 2006 allowing the Applicant to provide an Engineer’s scaled plan of the project.
This plan must include the slopes, water drainage, amount(s) of fill, and an erosion control
plan (Note, the Applicant is encouraged to use as much vegetation as possible and to
reduce impervious surface.) The information must be received by Land & Resource
Management no later than May 26, 2006. Voting: All members in favor.
Woodland Beach Resort Assoc., LLC - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): Woodland Beach Resort
Association LLC (Cabin #8) owners, Brian & Teresa Fiskum would like an approval for a
Conditional Use Permit for the following repairs: Place new footings and foundation under
existing cabin. Install new trussed gable roof system. The property is described as Pt GL
3, Section 2 of Everts Township; Otter Tail Lake (56-242), GD.
Jeff Harms and Brett Hopponen represented the Application.
Motion: A motion by Estes, second by Boyer to approve as presented. Voting: All
members in favor.
Amendment of Conditional Use Permit #6151:
Motion: A motion by Wilson, second by Estes to allow a rotation of the roof lines to run
east and west to match the previously approved request. Voting: All members in favor.
“Johnson Lake Estates First Addition” / Pinnacle Land Development. Inc. - Denied:
A Preliminary Plat titled "Johnson Lake Estates First Addition” consisting of 4 lots, 1 block
for single family residential use; and a Conditional Use Permit Application (as stated by the
Applicant): Construction of a road, conforming to Otter Tail County specifications, to be
dedicated for public use. Total length to be approximately 1000 feet. The property is
described as Lot 2 ex tr. Lot 3 & pt SI/2 NE1/4 lying NWLY of Twp Rd ex N 6 rds of W 20
rds & ex tr. Section 9 of St. Olaf Township: Johnson Lake (56-393), NE.
Motion - April 12. 2006: A motion by Wilson, second by Maske, to table, at the Applicant’s
request, to May 10, 2006, provided the Applicant provides Land & Resource Management,
(no later than April 21, 2006), the following: 1. A storm water drainage plan including
erosion control measures. 2. A map with the proposed building sites, including the
driveways, (preferably with a maximum of 3 lots). 3. A plan showing the drainage (water)
from the proposed road. The existing road (309*^ Ave.) is to be restored to its previous
condition.
Rod Boyer excused himself and left the room.
Glenn Freeland (Pinnacle Land Development, LLC), Mike Fletchall, / Chris McCann
(Interstate Engineering) represented the Application.
Diane Kimball expressed concerns regarding traffic, extra development (small lake),
disturbance of a quiet area and wildlife. Rod Stroud stated he was not in favor of the
proposal and expressed concerns regarding water drainage. Lois Stroud expressed
concerns regarding water run-off, disturbance of a quiet area, and also indicated that there
is another road that could be used to access the development.
