Conditional Use Permit - “Whispering Pines Resort’YRobert Corbin: Motion by Nelson, second by Lee, and unanimously carried to approve a Conditional Use Permit to replace a cabin and remodel other cabins at the resort with conditions as recommended by the Planning Commission. The property is described as Lewis Ward Martin’s Perfect Beach Lot 8 - Lot 13, Section 31 of Corliss Township, Big Pine Lake (56-130). Conditional Use Permit - Dan & Steph Baker: Motion by Nelson, second by Block, and unanimously carried to deny a Conditional Use Permit for Dan & Steph Baker for the reasons stated by the Planning Commission. The property is described as Lot 9, Block 1 of Rose Acres, Section 17 of Hobart Township, Rose Lake (56-360). Conditional Use Permit - Galen L. & Laura A. Youngsma: Land & Resource Director, Bill Kalar, reported that the Planning Commission recommended denial of a CUP for Galen & Laura Youngsma. Laura Youngsma requested that this CUP request be tabled until the May, 2002, Planning Commission meeting to allow time to address the water run-off and soil condition issues. Lengthy discussion took place regarding the length of time to be tabled, notification of neighbors, the 60-day rule, and whether or not this would be considered a different plan. Mr. Kalar stated that there are some positives in the current plan as the existing cabin and a portion of the driveway to be removed are currently very close to the lake. Mr. Kalar did share concerns with surface water run-off issues. Motion by Froemming, second by Nelson, to table the Conditional Use Permit request of Galen and Laura Youngsma until May, 2003, subject to the applicant waiving the 60-day rule. Barb Hanson represented the County Attorney's Office and Bill Kalar represented the Land & Resource Management Office. “Whispering Pines Resort” / Robert Corbin - Approved With A Condition: A Conditional Use Permit Application request to replace cabin 5 (24’ x 32’ with a 12/12 roof pitch), change the roof pitch to cabin 9 (12/12), drop plans (CUP 5984)) to alter cabin 7, tear down cabin 12, relocate cabin 6 to the second row of cabins and construct a replacement cabin (24’ x 40’ with a 12/12 roof pitch) in the old cabin of cabin 6. The changes result in no increase in dwelling units. The property is described as Lewis Ward Martin’s Perfect Beach Lot 8 - Lot 13, Section 31 of Corliss Township: Big Pine (56-130), GD. Lyle Krieg indicated that he has lowland on his lot also and stated that he thought the wetland was supposedly manmade. John Bunnell questioned the possibility of a negative effect resulting from filling as requested, he expressed concerns regarding the unknown impact on neighboring lots. Motion: A motion by Sha, second by Lachowitzer to deny; reasons as follows; 1. An adequate building site is available onsite where disturbance of the wetland could be avoided. 2. There is potential negative impact on the neighboring lot. Voting: All Members in favor. The County Commissioners also subsequently followed the recommendation of the Planning Commission and approved this original request. The approved change was to add a 20’ by 16’ addition to cabin 9, a 20’ by 12’ addition to cabin 7, and a 24’ by 6’ addition to cabin 5. We have worked with a local contractor to plan the construction. In his opinion, the cabin 5 foundation should be rebuilt before the addition to that cabin is constructed. In order to rectify the issue, 1 am seeking permission to tear the cabin down, rebuild the foundation, and rebuild the cabin to the 24’x32’ size approved in the recent conditional use permit process. Tearing the cabin down, in my opinion, is a more economical and practical alternative than trying to lift the structure and redo the foundation. We also did some work with the contractor on the cabin design. We would like to change the roof of cabins 5 and 9. The existing cabins have a 3/12 pitch roof We would like to change the roofs to a 12/12 pitch. The existing cabins are both 2-bedroom structures. After the cabin changes are complete, cabins 5 and 9 would be a 1-bedroom and 2-bedroom, respectively, each with a sleeping loft at the back of the cabin, with the front of the cabin being an open design, floor to roof The revised design will allow us to improve the living room, kitchen, and bathroom size and the overall aesthetics of the cabin. We are temporarily dropping our plans to alter cabin 7 and have developed an alternative plan after working with the contractor. We would like to tear down cabin 12, which is located within the 50’-foot setback from the North edge of the property.
