October 25, 2006, indicating the prior approval of the proposed development by both the Planning Commission and
the Otter Tail County Board of Commissioners as there reason for supporting and approving the variance as
requested.

On October 11, 2006 the Planning Commission passed a motion to recommend approval of
your request. Their motion Is as fbitows:
A motion by Erickson, second by Maske to approve as presented, provided a variance is
granted for the number of units. ^
On October 17, 2006 the County Board of Commissioners passed a motion to approve the
request as recommended by the Planning Commission.
As you can see, there is a condition placed on this approval. Onc% the condition is met, our
Office will process your Conditional Use Permit

Marilyn Harbaugh - Approved the variance as requested. (6:48 p.m.)
Marilyn Harbaugh, part of Government Lot 5, Section 2 of St. Olaf Township by Long Lake, requested a
variance of 10' from the required road right-of-way (easement) setback of 20’ for the construction of an
attached garage 10’ from the road right-of-way (easement). The audience was polled with no one
speaking for or against the variance as requested. After consideration and discussion, Randall Mann
made a motion, second by Paul Larson and unanimously carried, to approve a variance of 10’ from the
required road right-of-way (easement) setback of 20’ for the construction of an attached garage 10’ from
the road right-of-way (easement) as depicted on the drawings submitted with the variance application. The
Board noted that the applicant’s development proposal is very reasonable and the proposed size of the
development is also reasonable. Hardship is a substandard lot of record.
Roger E. Anderson - Approved the variance as requested. (6:54 p.m.)
Roger E. Anderson, Lot 3 Block 1 Prairie Ridge, Prairie Lake in Pelican Township, requested a variance of
5’ from the required side lot line setback of 10’ and a variance of 20’ from the required road right-of-way
setback of 20’ for the placement of a 10’ by 14’ shed 5’ from the west lot line and 0’ from the road right-of-
way. The audience was polled with no one speaking for or against the variance as requested. The
applicant submitted a letter of support signed by 20 individuals. After consideration and discussion, Cecil
Femling made a motion, second by Paul Larson and unanimously carried, to approve a variance of 5’ from
the required side lot line setback of 10’ and a variance of 20’ from the required road right-of-way setback of
20’ for the placement of a 10’ by 14’ shed 5’ from the west lot line and 0’ from the road right-of-way. The
Board noted that the applicant’s proposed development will be an overall improvement to the property as
the existing structure will be moved out of the road right-of-way. Hardship is the terrain and topography of
the property.
Steve and Claire Zukowski - Approved the variance as requested. (7:02 p.m.)
Steve and Claire Zukowski, part of Government Lot 2, Section 34 of Dead Lake Township by Dead Lake,
requested a variance of 25’ from the required ordinary high water level setback of 200’ for the placement of
a 48’ by 42’ structure 175’ from the ordinary high water level. The audience was polled with no one
speaking for or against the variance as requested. After consideration and discussion, Steve Schierer
made a motion, second by James Arno and carried with Michael Harris voting no, to approve a variance of
25’ from the required ordinary high water level setback of 200’ for the placement of a 48’ by 42’ structure
175’ from the ordinary high water level. The Board noted that the variance as approved is consistent with
past Board of Adjustment decisions within this immediate area and the proposed development is behind
the existing building line. The variance as approved will provide the applicants with the ability to enjoy the
same rights and privileges as others in this immediate area.
