Tuffy’s Pet Foods Tax Abatement Request Perham City Administrator, Bob Louiseau, reviewed the Tuffy's Pet Foods abatement request. County Attorney, David Hauser, stated that he has reviewed the development agreement and it is consistent with the proposal. He advised two additions to the proposed resolution; 1) the proposed tax abatement should only be effective so long as the property is operating as a pet food production facility, and 2) the Development Agreement needs to be specifically adopted within the resolution because the resolution should set the terms of the abatement. Mr. Hauser read, for the record, comments from the County Auditor regarding the requested abatement. Motion by Nelson, second by Froemming, to accept the tax abatement as proposed by the Tuffy's Pet Foods business and approve the resolution with the two additions suggested by the County Attorney. Lengthy discussion followed regarding the County's policy and financing issues. Chair Froemming called for a roll call vote; Conditional Use Permit - Girard Township: Motion by Froemming, second by Lee, and unanimously carried to approve a Conditional Use Permit to fill a flooded roadway with conditions as recommended by the Planning Commission. Conditional Use Permit - Ruby & Robert Murray: Motion by Nelson, second by Mosher, and unanimously carried to deny a Conditional Use Permit to excavate and fill parts of this lot to establish a buildable site as recommended by the Planning Commission. Minutes of September 12. 2001: A motion by Schwartz, second by Zimmerman to approve the Minutes of September 12, 2001 as presented, with the correction regarding Lake Hovland Estates / Larry & Helen Scheffler on Page 2. The motion should indicate “the access problems due to the proposed road construction of CSAH 24” (not 4). Voting: All members in favor. If approved, I will have 67 manufactured home sites, 6 RCU sites, 1 lodge, 8 privately owned cabins and 1 commercial zoned building (Used Car •Dealership). Mary Boqenreif presented a petition (27 signatures) opposing the request for a used car business and stated that she, as a neighbor, opposes the request. Charles Vigen agreed with Ms. Bogenreif, expressing concerns (the used car business) regarding the effect on property values. Roxanne Vigen had questions regarding the used car dealership and just how it would be operated. The signees of this letter are in opposition to the request, (#3) to change the 40' x 64' garage to a commercial use for a used car license dealership, |even if the vehicles will be contained within the existing building. 2) Long Lake is a small recreational fishing lake, 2 miles long, Vz mile wide which means that a used car dealership would not enhance the beauty, serenity, and pastoral atmosphere of this area. What could happen, is that lives could be endangered when drivers test drive up and down Highway 27, noise levels will increase, and a used car dealership is not compatible with the residential nature of the property owners of Long Lake. 3) As property owners our convictions are that the use of the land around Long Lake should be strictly regulated to resort and country living; and any business should not enviromnentally impact the lake. We believe that this type of business should be conducted where there is commercial allocated spacing, proper disposal of gasoline, oil, and body parts of vehicles that are no longer needed. 4) Request number “1" requests replacement for a manufactured home. Some of the questions that arise include, “Is the purpose of the manufactured home to be a family dwelling?’’; “Is the purpose of the manufactured home to be an office to conduct used car business, or is the manufalctured home to be both an office and home?” 5) If the screened in deck is for “one of the privately owned cabins” is there a reason that Wee Villa is requesting a 10' variance for the screened in deck?
