Motion by Froemming, second by Nelson, and unanimously carried to approve a Conditional

Conditional Use Permit - Larrv Scheffier:
Motion by Nelson, second by Erickson, and unanimously carried to table this request until
September 12, 2007, as requested by the Applicant in a letter dated August 10, 2007,
provided Land & Resource Management receives a 60 Day Waiver (in writing) no later than
August 28, 2007. The property is described as Lot 1 BIk 2, Crystal Springs 1®* Addition &

Conditional Use Permit - Wee Villa LTD Partnership:

Motion by Nelson, second by Froemming, and unanimously carried to approve a Conditional
Use Permit to construct a new screen porch and storage shed with conditions as
recommended by the Planning Commission. The property is described as Ryan’s Beach

Preliminary Plat - “Collins Landina”/Tom & Jodie Collins et al:
Motion by Block, second by Erickson, and unanimously carried to approve a Preliminary Plat
entitled “Collins Landing” consisting of a one (1) lot plat as shown on the revised plan
received at the August 15, 2007 Planning Commission meeting with conditions as
recommended by the Planning Commission. The property is described as R of GL 3 (3.24
AC, 2.51 AC & 4.67 AC), Section 34 of Star Lake Township; Dead Lake (56-383), NE.
Conditional Use Permit- Kevin & Michelle Moore:
Land & Resource Director, Bill Kalar, reported that the Moore’s have hired a new contractor
who indicated that the plan approved last year could not physically be constructed on site.
After discussion regarding a new proposal, it was decided that the new proposal was a
substantial change from what was approved and probably a reduction in what was allowed.
The Planning Commission recommended that the new proposal be brought before the
Planning Commission and secondly, work this fall in this area is not recommended. The
County Board concurred with the Planning Commission’s clarification on this project.

A Conditional Use Permit Application (as stated by the Applicant): Narrative For Permit
Description - Please consider this application a request for landscape topographical
alterations. The design proposes to provide a gazebo with perennial/vegetable gardens
complimented with accent rock outcropping as well as to install rock outcropping at the
foundation to provide a transition to the yard and to help protect the existing wetlands on
site. Walkways with patios are proposed for access to the dock and gazebo areas. The
project includes a new entry drive with turnaround. The property is described as Lot 1 BIk
2, Crystal Springs 1®‘ Addition & vacated road adj., Section 3 of Lida Township; Franklin
Lake (56-759), RD.
A letter dated August 10, 2007 was read into the record requesting the Application be
tabled to September 12, 2007.

Robert llg (Moore Engineering), Jay Peplie (Architect) and Ted Engelstad (Midwest
Testing) represented the Application.
Motion: A motion by Maske, second by Schwartz to approve the Revised Drawing as
presented, provided the Applicant works with Land & Resource regarding the 2 structures
(cabin & deck) near the lake. Voting: All Members in favor, except Zimmerman.

Motion by Froemming, second by Block, and unanimously carried to approve a Conditional
Use Permit for a 3 unit Common Interest Community on an existing 7.84 acre parcel with
conditions as recommended by the Planning Commission. The property is described as Pt
GL 5, 7.85 Acres, Section 3 of Nidaros Township: Stuart Lake (56-191), RD.
Conditional Use Permit - “Woodland Beach Resort Association”:
Motion by Mosher, second by Froemming, and unanimously carried to approve a Conditional
Use Permit to remove an existing cabin and replace it in the same footprint with a higher roof
of 2T as presented. The property is described as Pt GL 3, Section 2 of Everts Township;
Otter Tail Lake (56-242), GD.
Conditional Use Permit - "Wee Villa LTD”: I

Conditional Use Permit - “Copper Landing on Horseshoe Bay”:
Motion by Mosher, second by Erickson, and unanimously carried to approve a Conditional
Use Permit for a 38 Unit Cluster Development with conditions as recommended by the
Planning Commission. The property is described as Pt NE1/4 of NE1/4, GL 1 & 2, Section 22
of Buse Township: Horseshoe Lake (56-834), NE.
Approval of Extension Requests for Final Plats
Motion by Block, second by Nelson, and unanimously carried to authorize an extension for
filing the Final Plat of Dale Menze known as Quiet Pines Estates until October 1, 2007. The
property is located in Section 29 of Otto Township, Rush Lake.
Motion by Erickson, second by Block, and unanimously carried to authorize an extension for
filing the Final Plat of Charles Kvare known as Kvare’s Beauty Bay South Second Addition
until August 15, 2007. Several extension requests have already been approved for this Plat;
therefore, this is the final extension that will be granted.
Recess & Reconvene
At 11:55 a.m.. Chairman Mosher declared the meeting of the Otter Tail County Board of
Commissioners recessed and reconvened at 12:05 p.m. at the Fergus Falls City Hall to
discuss the Tower Bridge Project. The Joint City/County meeting was recessed at 1:30 p.m.
and reconvened at the Government Services Center at 1:45 p.m. for consideration of the
remaining agenda items with Commissioners Mosher, Block, Froemming, and Erickson
present.
Annual Charity Motorcycle Ride
Bill Cox and Rita Marts presented a flyer advertising the 22"^^ Annual Prometheus M.C. 2007
Zoo Run Event scheduled for June 22^^ through the 24“^. All proceeds of the motorcycle ride
event are given to the Chahinkapa Park Zoo in Wahpeton, ND. Motion by Mosher, second by
Erickson, and unanimously carried to grant a waiver of the Shows and Exhibitions Ordinance
for this 22^^^ annual charity event. There have always been adequate portable facilities and
law enforcement is aware of the event.

A Preliminary Plat of “Lattimore Beach” consisting of 3 Single Family Residential Lots, 1
Block. The property is described as Lot C Registered Land Survey #2, Section 4 of Dora
Township: East Spirit Lake (56-501), RD.
Tim Haugen (Haugen Land Surveying) represented the Application.
Jeff Thompson expressed concerns regarding the ownership of property. Merilyn Fischer
indicated that the culvert should remain.
Motion: A motion by Estes, second by Boyer to table (at the Applicant’s request) to
August 8, 2007, to allow the Applicant to: 1. Address the issue (overlapping of ownership
of land) identified in the Jeff Thompson Letter dated June 7, 2007. 2. Provide details (i.e.
information from the County Highway Department) regarding access to proposed lot 3. All
information must be received by Land & Resource Management no later than July 20,
2007. Voting: All Members in favor.

of the existing cabin but rather than being 13’ high to the peak of the roof, the new peak
would be 20’ high. Currently 44 units - will remain as 44 units. The property is described
as Pt GL 3, Section 2 of Everts Township: Otter Tail Lake (56-242), GD.
