October 23, 1980 Mr. Curtis Sproull Route 2 Fergus Falls, MN 56537 Dear Mr. Sproull: PRELIMINARY PLAN OF WEE VILLA At Terry Lejcher's request, I have reviewed the above referenced plan for converting a resort into a cluster development. Our guidelines generally permit us to allow a development density for a cluster development that is twice as great as would normally be per­mitted in a standard lot-block subdivision. In the case of an existing resort being subdivided in a cluster development, we have permitted a development density three times as great as normal. In your case, ‘there is adequate lakeshore frontage for the eight units you have proposed. However, the total area of 85,400 sq. ft. is not adequate to meet even a threefold increase in development density. The normal lot size requirement is 40,000 sq. ft. on Long Lake which is classified Recreational Development. A threefold increase in density would require over 13,000 sq. ft. per unit, or 107,000 sq. ft. overall. It would be my recornriendation at this point that the Department should not approve the plan unless 107,000 sq. ft. or more be included in the total area of the development. It is my understanding that you may have additional lands available that could be added to the development to meet this criteria. An alternative means of meeting this criteria V^ould be to remove two of the units from the proposal. It should be added that in any cluster development, the purpose of the concept is not to provide a benefit or loophole for the property owner. ; AN EQUAL OPPORTUNITY EMPLOYER vt' / A Hr. At a minimum, a cluster development must include centralized sewage and boat launching facilities, as well as 50% or more of the property being kept in common open space. March 27, 1980 Dear Members of the Planning Commission: It has been brought to my attention that a request for approval of a condominium project on the property of Wee Villa Resort, with access to Long Lake via a channel, is pending before you. I am strongly opposed to this project. Long Lake is small and shallows and rock formations reduce it's size. I believe that four power boats traveling at a safe distance side by side could not travel the length of the lake. Obviously with water skllers this would be even less. During our 14 years as property owners at Long Lake we have seen a steady increase in the number of boats, particularly in the last ~ 5 to 6 years. It's apparent this will continue. If in the future all underdeveloped shoreline were sold at the rate of 100 ft. per single dwelling. Long Lake will be glutted and of little use to anyone. The on-slaught of multiple dwellings and its impact on the lake will not stop normal development. But it will commercialize a lake that is not big enough to take it. You as members of the planning commission will have to weigh the beauty and long term useability of this Minnesota Lake against the profit motive of those who want to construct condominiums along its shoreline.
