Preliminary Plat - ‘‘Thalmann Third Addition To South Oaks’YDelbert G. Thalmann:
Motion by Froemming, second by Block, and unanimously carried to approve the Preliminary Plat
entitled “Thalmann Third Addition To South Oaks” consisting of 2 single family residential lots as
presented on the map dated April 22, 2008 that was received by the Land & Resource Management
Office on May 2, 2008. The property is described as GL 4 Ex Platted (15.53 Ac), Section 1 of Otter
Tail Township; Buchanan Lake (56-209), GD.
Conditional Use Permit - Otter Tail County Highway Department:
Motion by Block, second by Mosher, and unanimously carried to approve a Conditional Use Permit to
replace a deficient box culvert on CH No. 128 as presented and extending the project to October 1,
2009 as requested by the Highway Engineer. The project is located at the crossing of CH No. 128
and Balmoral Creek in NW1/4, Section 6 of Girard Township and SW1/4, Section 31 of Otter Tail

Conditional Use Permit - Wee Villa Resort LTD:
Motion by Erickson, second by Froemming, and unanimously carried to approve a Conditional Use
Permit to replace an existing mobile home and replace a roof on a different mobile home as

A Preliminary Plat titled "Deutsch Addition” consisting of 3 Single Family Residential Lots, 1
Block & a Conditional Use Permit Application (as stated by the Applicant): Construct approx
650’ of public roadway to access 3 Lots of Deutsch Addition including approx 100’ within
existing township road easement (T-1086). New construction to be in accordance to Otter
Tail County Subdivision Controls Ordinance, Appendix III and Clitherall Township
standards which increase the roadbed width from 24’ to 28'. Approx 200’ of existing gravel
driveway and 20,000 square feet of existing buildings being removed will be reclaimed and
restored to a vegetated, pervious surface. Temporary and permanent erosion and
sediment control measures will be used. Total excavation 3,000 cy. The property is
described as the NW1/4 SW1/4 & GL 4 ex trs (Doc #1029747), Section 11 of Clitherall
Township; Clitherall Lake (56-238), RD.
Jeff Stabnow & (Paul Jensen), Attorney, represented the Application.
Motion: A motion by Estes, second by Maske, to table, (at the Applicant’s request,
waiving the 60-Day Rule), to July, 9, 2008. The revised material must be received by Land
& Resource Management no later than June 20, 2008. Voting: All members in favor.
