Dear Hr. Heit, On June 9, 1993 our office received a complaint that you were moving a Mobile Home on to Wee Villa Resort without a permit. The Mobile Home was described as a light blue & white Marshfield. It was supposedly being located facing Highway #27. I investigated this situation on June 15, 1993 & it seems to me that this Complaint is valid. I did find a light blue & white Marshfield Mobile Home located as stated in the Complaint. It appeared that this Mobile Home was recently moved on to the property as Indicated by tracks left in the soil by the site. Therefore by June 26, 1993, please indicate to our office the Permit number under which this structure was placed on the resort, cooperation in this matter. He informs me that you restrict your building to a 10 foot deck addition including the landing and stairs you will not need a variance. A representative from his office measured from your deck and found it to be slightly over 100 feet and therefore they are requiring a variance. Once again, you would be permitted to build a 10 foot enclosed deck on top of and over the existing deck which you have. If restricted to 10 feet in width no variance is needed. You will however, have to get a building permit from the Shoreline Office in Fergus Falls prior to commencing construction. I anticipate no problem for you in getting that building permit. This permit is required. Inasmuch as no variance is needed as determined by the Shoreline Office, I am prepared to return the contents of your file to you. These cabins were granted a variance when they were moved fran the frontage directly on the lake, which was about thirty feet from the water and moved to higher ground and set back from eighty five feet to one hundred feet from the lake. We do not feel that the people who bought these cabins should be reguired to have another variance to screen in their existing decks. Your attention to this matter would be greatly appreciated. Effective February 1, 1991, prior to the Shoreland Management Office Issuing the required permit, you will need to provide them with a complete plan review form from the Health Department. (Copy Enclosed). The addition of permanent rooms and screened porches to recreational vehicles is not consistent with the Otter Tall County Recreational Campground Ordinance, however this construction has been permitted by the Shoreland Management Office. This policy interpretation error has resulted in recreational camping vehicles being altered to the extent that they no longer meet the definition of a recreational camping vehicle. (Copies Enclosed). The existing construction will be allowed to remain as is and will be evaluated by the County Health Department on an Individual basis during routine inspections. This Department will work with the campground owners in an effort to bring these structures into compliance with current regulations. Such structures may need to be reclassified as cabin instead of a recreational vehicle.a The construction of permanent accessory structures on recreational ^ camping sites will no longer be permitted.
