Motion by Portmann, seconded Lee and unanimously carried to approve remodeling of the
Voter's Registration Office including modular offices at an estimated cost of $7,000, as
presented by the Auditor.
CONDITIONAL USE APPLICATIONS/PRELIMINARY PLATS^
Lisa & Ranee Brendefur/Douglas Kramer:Conditional Use Application
Land & Resource Director, Bill Kalar, read a letter from Attorney Thomas L. Johnson,
representing the East Otter Tail Watershed Association, regarding the negative
determination for an EAW and the limited conditions placed upon the conditional use
permit of Lisa & Ranee Brendefur/Douglas Kramer for a plat located on East Battle Lake.
Motion by Portmann, seconded Windels and unanimously carried to delay action of the
Conditional Use Application for Lisa & Ranee Brendefur/Douglas Kramer, East Battle Lake,
for 45 days with the understanding that all parties involved, (developers, watershed
association, and area landowners) make a good faith effort in negotiations to reach a
compromise agreement. The county will not issue the conditional use permit and the
watershed association will not bring a lawsuit against the couinty during this 45 day
negotiation period.
Tom & Darlene Matthev C/O Tavlor Investment Corporation:
Scott Sealy of Taylor Investment Corporation requested that the county waive the
requirement of road construction within the proposed plat of "Ridgewood Estates" on
Sybil Lake (Sec. 6, Twp. 136, Rg. 40, Edna Twp.) because of the time of year. Mr. Sealy
stated that completion of the road is not possible before freeze-up. His request was to
place 200% of the cost of the road with the county in an escrow account until completion
of the road next year. Motion by Windels, seconded Portmann and unanimously carried to
approve the Conditional Use Application and Plat (subject to Planning Commission
recommendations) of "Ridgewood Estates" and allow the plat to be recorded along with the
performance bond of 200% of the contractor's estimated cost of road construction.

Log Haven Resort. Paul Pfiefle - Motion Died fLack of Second^;
A Conditional Use Application to remove a cabin on the Lida Lake lot and
replace it by moving or building another cabin (same size) onsite. Would
like to remove the cabin as soon as possible and would like permission to
put a RV (camper) on the premises until the funds become available. License
is currently for 4 cabins. The cabin will be moved up on the hill and used
for storage. The proposal is located in Crystal Lida Beaches - Lot 4 ex E
50', Lots 5 & 6, Blk 2 and Pt. GL 4 & 8; Sections 10 & 11 of Lida Township;
Lake Lida (56-747), GD.
Paul Pfiefle represented the Application and indicated that they are
currently licensed for 4 cabins and 4 campsites,
questions regarding the resort and the definition of a garage; Donna
Campbell had questions regarding the use of the lot up on the hill and the
garage.

cabin be no larger than the current cabin (19' x 32') and be placed in the
same location (no closer to the lake than the stringline, similar to the
approval granted by the Board of Adjustment on November 7, 1991). 2. The
old cabin is not placed on Mr. Pfiefle's property. 3. Mr. Pfiefle may use
the blue storage building for commercial (storage) use.

is locate in Reserve Lot A of Hatfield Addition, Section 32 of Maine
Township; West Lost Lake (56-481), NE.

I have made several attempts to telephone you after the Planning
Commission's July 5th meeting. Since I was unsuccessful, I am writing this
letter.
Enclosed you will find a copy of the minutes pertaining to your request to
use an existing surveyor's drawing when applying for a Conditional Use
Application. As you can see, the Planning Commission indicated that they
would allow you to use your existing drawing with your structures hand
drawn, to scale, on this drawing.
I have also enclosed a copy of the cut-off dates for the Planning
Commission's meetings. If you have any questions regarding this matter,

In checking the records in the Auditor's and Recorder's Offices, it has been
determined that you are not the recorded owner of Reserve Lot A of Hatfield
Addition,

They have informed me that Stephen and Barbara Brigman are the
