Johnson, representing the East Otter Tail Watershed Association, regarding the negative determination for an EAW and the limited conditions placed upon the conditional use permit of Lisa & Ranee Brendefur/Douglas Kramer for a plat located on East Battle Lake. Motion by Portmann, seconded Windels and unanimously carried to delay action of the Conditional Use Application for Lisa & Ranee Brendefur/Douglas Kramer, East Battle Lake, for 45 days with the understanding that all parties involved, (developers, watershed association, and area landowners) make a good faith effort in negotiations to reach a compromise agreement. The county will not issue the conditional use permit and the watershed association will not bring a lawsuit against the couinty during this 45 day negotiation period. Tom & Darlene Matthev C/O Tavlor Investment Corporation: Scott Sealy of Taylor Investment Corporation requested that the county waive the requirement of road construction within the proposed plat of "Ridgewood Estates" on Sybil Lake (Sec. 6, Twp. 136, Rg. 40, Edna Twp.) because of the time of year. Mr. Sealy stated that completion of the road is not possible before freeze-up. His request was to place 200% of the cost of the road with the county in an escrow account until completion of the road next year. Would like to remove the cabin as soon as possible and would like permission to put a RV (camper) on the premises until the funds become available. License is currently for 4 cabins. The cabin will be moved up on the hill and used for storage. The proposal is located in Crystal Lida Beaches - Lot 4 ex E 50', Lots 5 & 6, Blk 2 and Pt. GL 4 & 8; Sections 10 & 11 of Lida Township; Lake Lida (56-747), GD. Paul Pfiefle represented the Application and indicated that they are currently licensed for 4 cabins and 4 campsites, questions regarding the resort and the definition of a garage; Donna Campbell had questions regarding the use of the lot up on the hill and the garage. The "replaced" cabin be no larger than the current cabin (19' x 32') and be placed in the same location (no closer to the lake than the stringline, similar to the approval granted by the Board of Adjustment on November 7, 1991). 2. The old cabin is not placed on Mr. Pfiefle's property. 3. Mr. Pfiefle may use the blue storage building for commercial (storage) use.
