Conditional Use Permit - Riverfront Lounge Land & Resource Director, Bill Kalar, reported that he has received a letter from Beatrice Richardson, owner of the Riverfront Lounge, requesting that her name be removed from the Conditional Use Permit allowing tube rentals from the business. County Attorney, David Hauser, researched the issue and reported that the language of the statute states that once granted, the Conditional Use Permit exists unless conditions are violated. The Conditional Use Permit runs with the land and it is not issued to the individual. The County Attorney will draft a letter in response to her request. Recess and Reconvene At 12:05 p.m.. Chair Froemming recessed the meeting of the Otter Tail County Board of Commissioners for lunch break and a committee meeting. The meeting was reconvened 1:28 p.m. with Commissioner Nelson, Lee, Froemming, and Block present and Commissioner Dennis Mosher absent. Approval of Payment Motion by Nelson, second by Block, and unanimously carried, to approve payment to the Otter Tail County Humane Society, in the amount $557.50, for costs incurred under Minnesota Statute 343.23 (Compliance checks and removal costs - Ken Teeters). Authorization for Exemption for Lawful Gambling Application A motion by Nelson, second by Froemming, and unanimously carried, to approve, with a 30 day waiting period, the St. Lawrence Church’s application for exempt permit for an event scheduled for August 5, 2001. Four campsites are cun-ently operational as allowed without state license. The additional sites will permit us to accommodate the increasing numbers of requests we receive for campsites - some of which are family groups also renting cabins. The additional campsites will not crowd the area, as plenty of open, natural space remains. The resort property is approximately 12.2 acres, or 531,432 fp . Buildings, roads and other impervious spaces account for approximately 27,893 fp, or only about 5.25% of the total grounds. If approved, the resort would consist of 1 residence, 7 rental cabins, and 10 campsites. The property is described as S 550’ of GL 4, Section 16 of Dead Lake Township; Dead Lake (56-383), NE. No Formal Action: Bill Kalar informed the Planning Commission of the following: 1. After the last Meeting, he contacted Bruce Winterfelt, DNR Trails & Waterways and found that there are 25 public accesses on lakes of 51 to 289 acres (Belmont Lake (56-237) is 275 acres) in Otter Tail County. 2. After the last Meeting he contacted Russ Schultz, DNR Shoreland Hydrologist and found that when the density calculations for cluster developments are calculated in Otter Tail County, our Shoreland Management Ordinance is more restrictive than the State standards. Mr. Schultz informed Mr. Kalar that he does calculate the density correctly (requiring the doubling of lot size for the 2’*' and beyond tiers on all lakes).
