Bid WETLAND BANKING Rick West reported that in the last year we have had two requests from private parties regarding purchasing wetland credits from the county’s wetland bank. We don’t have any opposition to this as long as we recover our costs and these situations are minuscule, as we need these credits for highway projects. One request is on Rush Lake and the second request is on Twin Lakes with both requests approved by the County Planning Commission. In the future before the Planning Commission will consider conditional use permits involving wetland activities, the applicant(s) will have to demonstrate that they have worked through the sequencing process as required by the Minnesota Wetland Conservation Act (WCA). Motion by Nelson, second by Stone, and unanimously carried to approve sales of county wetland credits to Mr. Neil Johnson and Mr. Phillip Foster. GPS SERVICES FOR S.P. 56-624-10, RECONSTRUCTION OF CSAH NO. 24, WEST OF ERHARDThe County Engineer presented to the board two (2) quotations that were received for GPS services on this project. Fandrick Land Surveying New Rockford, ND $5,170.00 Anderson Land Surveying Fergus Falls, MN $11,740.00 Motion by Portmann, second by Lindquist, and unanimously carried to approve bid of $5,170 for Fandrick to provide GPS services on CSAH No. 24, West of Erhard. State Rail Bank Meeting Scheduled Mr. West has been contacted by MnDOT on a forthcoming meeting on State Rail Bank Issues on local trails. Meeting is scheduled for July 30, 1998 at 1:00 p.m. in the Commissioner’s room. Request For Contracted Part-Time Licensure Temporary Position The Highway Engineer requested approval from the board for contracting a licensure part-time project temporary position not to exceed $1,250. Erickson R.R. 2 Box 122 Battle Lake, MN 56515 July 9, 1997 Attention; Variance for fill in low spot at Twin Lake Landing as requested by Luverne Foster. History; For many years the proposed area was hayed completely. Just in recent years has the wet spot developed. I Overhead View; Looking at the attached Farm Service Agency map, note the land surrounded in pink. Water moves from the east side of the road (TwirvLake Landing access) to the west. There are over 3^40 acres of catch basis to the west of Twin Lake Landing to handle this excess water. As administrator of Delora Erickson Estate, I have no problem in allowing this to happen. For the above reasons, history and the ablility to filter the excess water conviently elsewhere, this plan should meet the committee's approval. Sincerely, Charles H. Erickson
