Explain your problem here: We wish to convert a seasonal shopping mall to 8 condominium units
and construct 2-4 stall garages. The cluster building requirements limit the conversion
to 6 plus units. The 0. T. County Planning eommission has refused to allow the full 8
units. All building permits have been issued. For economic reasons, the project can not
be scaled back. Because this is a conversion and not new construction, we feel that a
variance should be granted.

MINUTES OF THE MEETING
OF THE
OTTER TAIL COUNTY BOARD OF ADJUSTMENT
May 5, 1988
The Otter Tail County Board of Adjustment met Thursday, May 5, 1988
in the Commissioners Room of the Otter Tail County Courthouse with
the following persons in attendance:

Craig Anderson
John Everts
David Trites
Daniel OehlerDavid Hauser, Assistant County Attorney
Bill Kalar, Land & Resource Management Office
Chairman Walter called the meeting to order at 7:02, and hearing no
corrections or additions to the minutes of the April 7th meeting,
declared same approved as mailed.
The following applications for variance were considered:
Howard Wergeland, Moorhead, MN, requested permission to construct a
24' X 32' garage three feet from lot line on Lot 30, Provan Beach,Dunn Township on Pelican Lake. A letter from Barbara & Lavern Johnson
was read. After consideration, motion was made by Craig Anderson to
grant variance, hardship being a substandard lot of record, with
cooperation with the neighbors in meeting the health requiraments in
the placement of a drain field, allowing this space for placement of
the garage. The motion was seconded by Daniel Oehler and carried
u nanimously.
Ralph Schumacher, Detroit Lakes, MN, requested permission to allow a
25' trailer house to remain as a second dwelling on lot 9, Block 7, Pelican Heights, Dunn Township on Little Pelican Lake,
sideration, motion was made by John Everts to deny, no adequate hardship shown. The motion was seconded by Craig Anderson, and amended
by Everts and Anderson to have the trailer house removed by June 15th.
The motion carried unanimously.

Paul Thompson, Milan, MN, requested permission to convert a seasonal
shopping mall (Balmoral Mall) located in G.L. 3, Section 31, Otter Tail
Township, into an eight condominium unit for dwelling purposes. Gary
Oster appeared and presented a petition which was acknowledged as re
ceived and filed. Robert Madsen appeared and spoke. After listening
to the various interested parties, motion was made by Craig Anderson
to approve a seven unit condominium as recommended and approved by
the Planning Commission, hardship being working with an existing
structure, no lakeshore involved, if he were outside the 1,0D0' of
lake, no permit would be required, with no other variance requirement
on this property, side lot, set back, or any other variance. The
motion was seconded by David Trites and carried unanimously.

APPROVED
Jesse Just, Fergus Falls, MN, requestdd permission to construct IdJ'x
24’ addition to house, in front of garage 7%' from property line,
on Lot 3 & 4, Tollefson's Survey Lots inG.L. 4, Section 24, Elizabeth
Township on Jewett Lake. After consideration, motion was made by
Daniel Oehler to approve, hardship being in order to do anything
different, he would have to cut up the house substantially, and there
is sufficient room between his structure and the neighbor's structure.
The motion was seconded by Craig Anderson and carried unanimously.
