Motion by Mosher, second by Froemming, to approve to build approximately 1,600 feet of roadway
(Part of Government Lot 4, Section 28 of Tordenskjold Township; Stalker Lake (56-437), RD), with
conditions as recommended by the Planning Commission. Motion carried.
Conditional Use Permit - Gerald & John Schultz/Ten Mile Lake Resort:Motion by Mosher, second
by Froemming, to approve a Conditional Use Permit, as presented, to replace an existing mobile
home with a newer mobile home. This is an After-The Fact request (Pt GL 3 (27.80 Acres),
Section 21 & Pt Lot 1, Section 28 (1.30 Acres) of Tumuli Township: Ten Mile Lake (56-613), RD.
Motion carried.
Conditional Use Permit - Hovev’s on Star/ Douglas Hovev/Dan Workman:
Motion by Lee, second by Froemming, to approve a Conditional Use Permit to put a new truss roof
on a trailer house (Pt SW Va, SW % & GL 5...Section 34 of Dora Township and Pt GL 2..., Section
3 of Star Lake Township: Star Lake (56-385), GD). Motion carried
Conditional Use Permit-John H. Walsh:
Motion Mosher, second by Froemming, to approve a Conditional Use Permit, as presented, to
grade and fill for the extension and completion of a driveway (Old Town Acres Lot 1 Block 1,
Section 12 of Clitherall Township: Clitherall Lake (56-238), RD). Motion carried.
Conditional Use Permit - Otter Tail County Highway Department:
Motion by Lee, second by Froemming, to approve as presented, a Conditional Use Permit for
Project No. S.P. 56-604-09, Reconstruction of CSAH No. 4 from TH No. 59 East 4.2 miles to
CSAH No. 31 (112.27’ N & 6652.9T E of the S 1/4 corner of Section 11, Pelican Township to a
point 2,133.04’N & 3,711.75’ E of the SW corner of Section 9 of Lida Township: Lake Lida (56-
747), GD / Rush Lake Lizzie (56-760A), NE). Motion carried.
Recommendation of Pilot Program Regarding Borrow Pits:
Motion by Lee, second by Mosher, to approve a pilot project allowing Land & Resource
Management to issue a Grade/Fill Permit for borrow area(s) due to special circumstances. Motion
carried.
Shoreland Management Ordinance Discussion
Bill Kalar, Land and Resource Director, reported that he had discussed with the Planning
Commission the Shoreland Management Ordinance Revision prepared by the County Board of
Commissioners,
regarding the proposals.
He listed the Planning Commissions recommendations and/or rationales
Otter Tail Lakes Property Owner’s Association
Commissioner Mosher reported that he had been contacted by Otter Tail Lakes Property Owner’s
Association for a parade permit. This year it is scheduled for Sunday, July 2, 2000, at 1:00 p.m.
Motion by Mosher, second by Nelson, to approve a parade permit for the West Otter Tail Lake
Independence Parade to be held July 2, 2000, at 1:00 p.m. Motion carried. Notification will be
sent to the Sheriffs Department of this approval.

Motion: A motion by Lachowitzer, second by Schwartz to table the request and
recommend that the County Board order an EAW be prepared. There is to be notification
to the appropriate property owners informing them of the Preliminary Plat/Conditional Use
consideration. The lotlines and center line of the road(s) must be staked prior to the
EAW Hearing. The developer must coordinate this staking with Bill Kalar.
Voting: All members in favor.
"North Stalker Ridge”
LeRov & Mary J. Nelson/Dale & Donna Stine - Approved With Conditions:
A Preliminary Plat of "North Stalker Ridge” consisting of 5 residential lots and 1 block.
Also, a Conditional Use Application to build approximately 1,600 feet of roadway
according to Otter Tail County & Tordenskjold Township specifications to service the plat.
The property is described as Part of Government Lot 4, Section 28 of Tordenskjold
Township: Stalker Lake (56-437), RD.
Dale Stine and Terry Lee Anderson (surveyor) represented the Application.
Gene Eidy questioned the location of the proposal and also the connection of the
proposed road to the existing road.
Tim Millard spoke in favor and indicated that the Nelsons and Stines spoke with
neighboring property owners regarding the project.
Motion: A motion by Sha, second by Schwartz to approve provided: 1. There is a 66’
road right-of-way dedicated (not required to be built at this time) from the proposed cul-
de-sac across Lot 1 to the northerly lotline of Lot 1. 2. Access to the lake is limited to
above ground stainways.
Voting: All members in favor.
Break: At 8:15 P.M., the Commission took a 10 minute break.

Manufactured Home Change - Ten Mile Lake Resort
Mike Schultz of Ten Mile Lake Resort, discussed with the County Board that he purchased a new
manufactured home to replace a manufactured home at his resort; however, he didn’t know that
he needed a permit. He put in a new sewer system in the trailer park last year. The old
manufactured home was 60’ x 12’; the new one is 70’ x 14’. Not realizing he needed a site and
Conditional Use Permit, Mr. Schultz rented the new manufactured home effective May 12"’ for the
summer. He is unable to get on the Planning Commission agenda before May 12'". Discussion
followed. Motion by Mosher, second by Lee, to authorize a temporary site permit for 60 days, for
this circumstance, and allow the new manufactured home to be placed on the site contingent upon
completing the Conditional Use Permit process and that the septic system meets requirements for
the increase in size. If Mr. Schultz would fail to obtain a CUP, the manufactured home must be
removed. Motion carried.
Proposed Shoreland Management Ordinance Amendments
Land & Resource Director, Bill Kalar, presented proposed SMO amendments recommended by
the Planning Commission. Mr. Kalar and commissioners reviewed each proposed change.
Commissioners requested that Mr. Kalar take the following proposed changes back to the
Planning Commission for further consideration and discussion;

Sec. Ill, 4B (Lot Area and Setback Requirements): The language “legally joined to a lakeshore
parcel within 200 feet of the backlot” was discussed regarding the concept of creating substandard
backlots for non-residential use.
Sec. IV, 2 (Sanitation Standards): (Add language requiring an on-site sewage system be brought
into compliance with standards prior to transfer of ownership). Discussion took place regarding
this requirement in shoreland areas only or if the requirement should be countywide and/or if the
requirement should be an issue left with the sellers and buyers of property.

Sec. IV, 3 (Shoreland Alterations): Definition of minor watershed was suggested.
Adjournment
At 2:55 p.m.. Chair Portmann declared the meeting of the Otter Tail County Board of
Commissioners adjourned until Tuesday, May 9, 2000.
