EXPLAIN YOUR REQUEST:
Swan Lake Resort is a small, family owned business consisting of 5 cabins and 30 campsites. We
have been in business for 10 years and the resort industry has changed greatly in that time. Our guests
are always expecting to see improvements and more comforts in the cabins that they rent from us. All of
our cabins currently have decks on them, so our customers can enjoy the sights and sounds of our lake
country atmosphere. Decks are great, but only to a certain point. When the mosquitos come out the
atmosphere is gone and the people go inside We are applying for this permit to add screen porches
onto 2 of our cabins, one to be completed this spring, 1997, on Cabin 5 and the other to be completed
by spring 1998 on Cabin 3 The porch to be added to Cabin 5 will be 10' x 28’ and the porch to Cabin 3
will be 10' X 24' These proposed screen porches will not only add to the comfort of our guests, they will
also add to the beauty of our lesort. This will allow us to be more competitive in our business.
Maps and drawings of proposals are included separate to this application
In order to properly evaluate the situation, please provide as much supplementary information as possible, such as: maps, plans, information about sur
rounding property, etc. APPLICANT SHALL BE PRESENT AT THE SCHEDULED HEARING. I understand that ^proval of this request applies only
to the use of the land. Any construction also requires a site permit.

categories. Rental rates were determined by soil type and the amount of rent being charged in specific
areas. WOT average rent was reported at $42 per acre and $35 per acre for EOT.
Local Water Plan Update
Bill Kalar, Land & Resource Administrator, provided copies of the Otter Tail County Comprehensive Local
Water Plan Update (July 1, 1997 to June 30, 2002). Mr. Kalar reported that the plan has been sent to the
BWSR for the 90 day state review period.
Sewage System Inspection List
Motion by Lee, second by Nelson, and unanimously carried to place the Star Lake Property Homeowners
Association (#56-385) on the Sewage System Inspection List as requested by the Association.
Monitoring Gypsy Moths
Motion by Lee, second by Stone, and unanimously carried to approve 35 hours of Ag Inspector,
Tiny Holm’s, time to complete technical training, then trap, and monitor the Gypsy Moth in our area. This is
a pilot project request received from the MDA.
Planning Commission Recommendations
Land & Resource Administrator, Bill Kalar, reviewed the Planning Commission recommendations. Motion
-by Portmann, second by Stone, and unanimously carried to approve the following Conditional Use Permits
as presented:
Otto Township, do Otter Tail County Highway Dept. (Sec. 6, Twp. 135N, R. 38W, Otter Tail River)
Dennis L. and Stephanie A. Frahm, (Sec. 29, Twp. 132, R. 42, Swan Lake)
Amendments to the Shoreland Management Ordinance
The Land & Resource Administrator reported that the Planning Commission discussed proposed SMO
provisions which were referred back to the commission at the public hearing of March 25, 1997.
Specifically, the provisions reconsidered by the Planning Commission from the 3/17/97 summary were as
follows:
Item #23 as proposed on 3/17/97 draft:
“RCU’s in a cluster development must be currently licensed and no appurtenant structures are allowed.”
The alternative proposal recommended by the Planning Commission:
“RCU's in a cluster development must be currently licensed and no appurtenant structures are allowed
except open, not enclosed decks, no larger than 200 square feet, and storage buildings not to exceed 20
square feet in size with a maximum height of 6 feet.”
Item #26 as proposed on 3/17/97 draft:
“ Clarifies that a prohibited nonconforming use may not be expanded, improved, or repaired.”
The alternative proposal recommended by the Planning Commission:
“Clarifies that a prohibited nonconforming use may not be expanded or improved.”
The above two recommendations were the only proposed revisions that were changed. The Planning
Commission has heard the publics’ comments and recommends the proposed SMO revisions dated
3/17/97 with the above changes.
The Land & Resource Administrator presented a letter to the board from the Ten Mile Lake Association.
The letter did not agree with the rules/revisions and included the idea that the lake associations deal with
shoreland ordinance rules.

Otto Township %Otter Tail County Highway Dept. - Approved As Presented:
A Conditional Use Permit Application involving the removal of an existing bridge
which has deteriorated extensively and replacing it with 3 lines of 169" span x
107" rise reinforced concrete arch pipes. The roadway approaches to the crossing
will be reconstructed and rip rap will be placed at the inlet and outlet ends of the
pipes. The proposed project will be constructed to current MN/DOT State Aid
Standards and will provide a safer and more efficient roadway. Detailed project
plans are available at the OTC Highway Dept. The property is described as
Township Road No. T-173, (Project No. S.A.P. 56-599-04), Section 6 of Otto
Township; Otter Tail River, (56-OTR), Transition.
Rick West (OTC Hwy. Engineer) represented the Application; also present from the
Townboard was Ron Pollard, Wendell Dreyer and Dean Schultz. Jerry Huebsch
(Township Resident) expressed concerns indicating that the bridge is in need of
repair (kids could fall through holes in the bridge) and then he read a story that he
wrote referring to the bridge. Ron Pollard spoke on behalf of the Townboard and
indicated that they strongly support his project and that they are not aware of
anyone being opposed.
Motion:
A motion by Lachowitzer, second by Zimmerman to approve as presented provided
the existing drain tile is protected.
Voting: All members in favor.
Dennis & Stephanie Frahm, "Swan Lake Resort" - Approved As Presented:

Meeting of the Otter Tail County Planning Commission was held on April 2, 1997
at 7:00 P.M. in the Commissioner's Room, Courthouse, Fergus Falls, Minnesota.
Roll Call:
Members Present: Linda Bergerud, Les Estes, Fred Marker, Carl Johnson, Frank
Lachowitzer, Bert Olson, Robert Ronningen, Robert Schwartz, David Trites and
Leona Zimmerman.
Member Absent: None.
Wally Senyk represented the County Attorney's Office (arriving at 7:55 P.M.) and
Bill Kalar represented the Land & Resource Management Office.
Minutes From February 5th, March 5th, March 10th & March 12th, 1997 Meetings:
A motion by Olson, second by Estes to approve the above mentioned Minutes as
mailed. All members voted in favor.
D & J Estates Second Addition - Tabled As Requested:
A Preliminary Plat consisting of 5 Residential Lots with 1 Block called "D & J
Estates Second Addition. The property is described GL 7 Ex Tr Ex Platted in
Section 9 of Star Lake Township; Star Lake (56-385), GD.
Clem Hendrickson (Surveyor) represented the Application.
Motion:
Motion by Estes, second by Lachowitzer, as per the request of the Applicant's
representative, to table the Preliminary Plat to May 7, 1997; reason being that the
property is unable to be viewed with the current snow cover.
Voting: All members in favor.
