Correspondence was read into the record. Bay Dear Otter Tail County Commissioners, On behalf of J and K's Sunset Bay, Inc. (dba Sunset Bay Resort) located in Richville, MN, we submit to you the attached Expansion Plan Proposal Summary, as well as drawings done by Anderson Land Surveying, Inc. dated August 9,2017 showing density calculations, and showing the resort as it is situated today with proposed placement of new buildings inserted. We are asking for a Conditional Use Permit to add 1 cabin, 4 campsites, and a storage building in Tier 2 of parcel 14000160135001. This proposal would include all site work, driveway, septic system and well to service the project. Currently, Sunset Bay Resort has 8 cabins and 4 campsites. Since purchasing the resort in late 2012, we have completed many improvements to the resort (painting/staining, carpets, playset, roofs, commercial water softener, office, updated game room, amenities, etc.). These improvements have brought Sunset Bay back to life as a resort vacation destination within the county. This has caused a significant increase in the demand for rental space during our primary rental season of mid-May through September, in order to continue to meet our guest demand, and grow our business within the county guidelines, we are asking for approval of this proposed expansion. All expansion of livable square footage is proposed in Tier 2 which currently has no livable square footage in it. It also includes some improvements to the current Tier 1 situation by removing/eliminating a 128 S.F. storage unit and eliminating all items from the current garage and placing them in the new garage/storage building in Tier 2. We would then convert the old garage into a guest amenity as an expanded game room/guest lounge. Finally, we would remove the camper trailer owned by Sunset Bay Resort stored in Tier 1 (192 S.F.) and place it permanently on one of the new RV sites proposed in Tier 2. This cabin would include approximately 1,416 S.F. of living area ((24X34)+(12X12)=960 S.F. foundation, and a 456 S.F. loft). Jim and Kristin Wherley (owners), would then reside in this new cabin on resort property as the owner's home. This will enable the resort to maintain its tax classification as a Ic Ma and Pa resort now and into the future. NOTE: The intention would then be for our current home (owned by the Kristin Wherley Trust on parcel 14000160135000) to be occupied by our son during a portion of the year and rented as a VRBO the remainder of the year. In addition, build 4 RV sites (each with a living area of 400 S.F.) in Tier 2 on the south side of the access road with full hook ups to water, electric and septic. One of these sites would then permanently house the stored camper trailer (192 S.F.) belonging to Sunset Bay Resort (currently in Tier 1 when not in use), clearing out this area. The construction would include site work, driveway, septic system and well to service this entire project. Phase 2 (to be completed by fall 2020)-Build a new garage/storage building approximately 24X30 (720 S.F.) on the north side of the service road in Tier 2. The current garage in Tier 1 would be converted into an expanded game room/guest lounge creating another amenity for the entire resort. Eliminate current storage trailer from Tier 1 (128 S. F.) and place those items in the new garage/storage building in Tier 2. Phase 3 (completion date year end 2023)-Build a deck of not more than 400 S.F. onto the cabin built in phase 1. Grand total of livable S.F. in Tier 2 once all phases are complete will be 3,016 with 5 proposed units at an average livable square footage of 603 S.F. each. Once this expansion is complete Sunset Bay Resort will have 8 cabins, 8 campsites and 1 owner residence on parcel #14000160135001.
