Motion by Froemming, second by Lee, and unanimously carried to amend the Conditional
Use Permit application of David L. Wieser to allow 7 parking spots for his real estate business
rather than 8 parking spots. The property is described as S.L. 4 of Gov. Lot 4 (.81Ac) Section
32 of Amor Township: Otter Tail Lake (56-242).
Planning Commission Per Diem
Motion by Mosher, second by Lee, and unanimously carried to allow a per diem for a
Planning Commission member to attend County Board meetings when considering Planning
Commission recommendations.

Otter Tail County Resolution No. 2002 - 60
Commissioner Froemming offered the following and moved for its adoption:
WHERAS, the Commissioner of Transportation of the State of Minnesota has made available
certain Trunk Highway right-of-way as shown in red on exhibit “A” and exhibit “B” in green in
Limited Use Permit, attached hereto, and made part thereof, for the purpose of constructing,
maintaining, and supervising a snowmobile trail, and
WHEREAS, the County of Otter Tail desires to make available to its citizens and visitors,
such an area for the aforementioned purposes, in harmony and keeping with its recreational
plan, and.

Stuart S & Corinne D Peterson:
On November 13, 2002 the Planning Commission passed a motion to approve your request
as presented. We have received notification that the County Board of Commissioners
passed a motion to approve your request as recommended by the Planning Commission.
Since this is the case, our Office has processed your Conditional Use Permit (#5993), which
is enclosed.
Please be aware that the Conditional Use Permit specifies the use of the land, a Site Permit
is required for the construction of the structure. Since your drawing (provided with the
Conditional Use Permit Application) indicates a 65’ lake setback (Cabin #2), a Variance must
be obtained from the Board of Adjustment before our Office can issue a Site Permit.
If you, have any questions regarding the Site Permit or Variance process, please contact our
Office.

Motion: A motion by Sha, second by Estes to deny as there were too many unanswered
questions to revise that would be within the limits of the hearing, for example:
1. Inadequate dedicated public road access to the proposed plat. 2. If the right-of-way
leading to the plat is acquired, it is unclear if the remaining parcel meets County
requirements. 3. The adequacy of building sites in respect to the topography
(specifically proposed lots 3 & 4). 4. The proposed location of the cul-de-sac and
inadequate access to the adjacent property. 5. The lack of a plan showing conformance
to the letter (dated November 12, 2002) from the DNR. 6. The uncertainty of existing
wells and their abandonment. 7. Removal of the solid waste onsite. Voting: All
Members in favor.
“Johnson Lake Subdivision” / Doris A. Johansen - Approved With Conditions:
A Preliminary Plat of "Johnson Lake Subdivision” consisting of 14 Single Family
Residential Lots, 3 BIks. Also a Conditional Use Permit Application to construct
approximately 2400’ of road for ingress/egress to proposed subdivision of “Johnson Lake
Subdivision”. Road will be constructed to meet County Specifications. The property is
described as NE1/4 SW1/4 & Lot 4 (67AC), Section 9 of St. Olaf Township; Johnson

yds) - 90 yds remainder. Request permission to build up driveway 110’ x 18’ W x 36” to
48" high (251 to 335 yds). Also build up turn around in front of garage 36” high x 1800
sq. ft. (approx. 228 to 304 yds). Also Class #5 gravel to top off driveway and turn around
(approx. 90 yds). Request to haul in 500 - 700 yds over and above the 570 yds taken

REQUEST: We are seeking approval to rebuild/replace an existing seasonal cabin on
Star Lake which will become our permanent year round residence. The existing
building (Cabin #2 on survey drawing) includes a large field stone fireplace. The intent
is to save, at a minimum, the fireplace as a part of the rebuilding process.
PROPERTY USE: The property has been used by our immediate family for the past 20
seasons. There has been no commercial activity conducted on the property since 1978.
Agricultural activity includes tree plantings, selective hardwood harvests and a small
maple syrup operation. The tree farm designation includes registration with the
American Tree Farm System and an approved forest management/replanting plan from
the Department of Natural Resources.
PROPERTY: The 180+ acre parcel was formerly operated as a commercial private
camp for boys (1947-1978). Since 1983 it has been a noncommercial single family
property which has evolved into the Peterson Tree Farm.
BUILDINGS AND IMPROVEMENTS: When we purchased the property in 1983
there were 25+ seasonal structures best described as rustic “bunk house” sleeping cabins
and related old storage and special use buildings.
A total of 12 buildings remain on the property today:
• Four small one-room seasonal “bunkhouses”, built appx. 1935.
• One small cabin (#1 on survey drawing) with water and sewer, built appx .1910.
• One utility building with water and sewer, built appx. 1935.
o Three small one-room storage buildings, built appx. 1935.
® One large uninhabitable former “lodge” ( #3 on survey drawing)
used only for storage, built appx 1910.
• One pole barn storage building constructed in 1994.
