One of those conditions required that he provide our office with a scale drawing of his resort depicting the location of all existing structures, existing campsites, and the exact location of the 4 new campsites. January 28, 1994, our office received such a drawing from Mr. Felton. On Upon review, it appeared that Mr. Felton intended to add manufactured home sites rather than campsites. There were also several Shoreland Management Ordinance requirements not addressed on the drawing as required. Since this was the case, I contacted Mr. Felton (telephone) on March 4, 1994. During our telephone conversation I indicated that several of the Ordinance requirements had not been met and that it appeared he was planning to put manufactured homes onsite rather than campsites. Mr. Felton replied that he did intend to place at least 2 manufactured homes onsite. I informed Mr. Felton that he could not place manufactured homes on the approved campsites. I also informed him that he would have to apply for a new Conditional Use Permit if he wanted to place manufactured homes onsite. The reason for this tardiness is that we just returned from our winter location and found your letter in the mailbox at our house. Our correct mailing address is P.O. Box 251, Wahpeton, ND 58074. In regard to improvements in the Spruce Lodge area, we are totally in favor of any and all proposed improvements to that area as long as they meet current regulations. For many years the previous owners of that property have done an excellent job of letting the property run down and let the place look like a junk-yard. We have not met the current owners, but during last year they seemed to be making an honest effort to clean up the place, keep it mowed, and make a few improvements.
