Request for Tax Abatement for Mark Sand & Gravel
City of Fergus Falls officials presented information as it relates to Mark Sand & Gravel
Company. Economic Development Executive Director, Lee Danielson, reported that Mark
Sand & Gravel is being asked to exit their current space because Minnesota Motors is
planning to expand. He stated that Mark Sand & Gravel is a good payer, good provider of
benefits, and a good purchaser in the county and community. They have purchased property
outside of the city limits where they wish to expand. The City of Fergus Falls needs to annex
the property and provide city water and sewer to that location. Mr. Danielson explained that
this would be an expensive project and requested assistance from the County in the form of a
fifteen-year tax abatement. Lengthy discussion followed regarding tax abatement, tax
deferral, special levy, TIF financing, and orderly development. Several commissioners
expressed support for keeping Mark Sand & Gravel Company in Fergus Falls for the
economic benefit of the employees, community, and county.
Planning Commission Recommendations
“Kellogg’s Paradise Point” /Les Kellogg:
Motion by Nelson, second by Mosher, and unanimously carried to approve the Preliminary
Plat known as “Kellogg’s Paradise Point” consisting of 7 single family residential lots with
conditions as recommended by the Planning Commission. The property is described as Pt.
of GL 6, Section 27 of Hobart Township; Long Lake (56-388).
Conditional Use Permit / James & Betty Spanswick:
Motion by Froemming, second by Block, and unanimously carried to approve a Conditional
Use Permit to add a second home to this farm as requested. The property is described as Pt.
of GL 1, of GL 2, of NE% SE% & of SVk SE% in Section 21 of Otter Tail Township: Otter Tail
Lake (56-242).
“Scott’s Subdivision’’ / William & Patricia Scott:
Motion by Mosher, second by Block, and unanimously carried to approve the Preliminary Plat
known as “Scott’s Subdivision” consisting of 2 lots for single family residential use as
presented. The property is described as Pt of GL 2 (7.6 Ac) in Section 34 of Tordenskjold
Township; Stalker Lake (56-437).
Conditional Use Permit/ Otter Tail County Highway Department
Motion by Froemming, second by Block, and unanimously carried to approve a Conditional
Use Permit for State Project No. 56-605-06, reconstruction of CSAH No. 5, with conditions as
recommended by the Planning Commission. The property is described as from 400’ N of the
SW corridor. Section 5 to 775’ S of the NW corridor. Section 8 (CSAH No. 5 from TH 210 S,
3.2 Miles; 1,175 feet within shoreland area) Sections 5, 6, 7 & 8 of Nidaros Township;
Bullhead Lake (56-171).
Conditional Use Permit / David Koppe:
Motion by Froemming, second by Mosher, and unanimously carried to level and reclaim an
existing gravel pit with conditions as recommended by the Planning Commission. The
property is described as Lot 5 (34.2 Ac) in Section 24 of Otter Tail Township; Gourd Lake
(56-139).

1 would like the house, where I marked, (copy on file at Land & Resource Mgt.) so son &
family can watch out for us. I am disabled. My wife & I are diabetic & the water &
electricity is here & we are across the road from the lake so parking is no problem. It would
not be feasible to go some where else as I would have to drill well & etc. (Currently one
dwelling & we are proposing two on this property.) The property is described as Pt of GL
1, of GL 2, of NE1/4 SE1/4 & of S1/2 SE1/4.....Section 21 of Otter Tail Township: Otter
Tail Lake (56-242), GD.
James & Betty Spanswick represented the Application.
Motion: A motion by Estes, second by Bergerud to approve as requested. Voting: All
Members in favor.
“Spanswick Second Addition” / Richard Spanswick - Tabled With Conditions:
A Preliminary Plat of "Spanswick Second Addition” consisting of 9 Lots 1 BIk for Single
Family Residential Use. Also, to build approximately 1400 feet of road for the proposed
development of “Spanswick Second Addition”. The road will be built to the minimum road
standards of Appendix III of Otter Tail County Subdivision Ordinance. The property is
described as Pt of GL’s 2 & 3, Section 4 of Girard Township: Hanson Lake (56-197), NE.
Richard Spanswick and Jim Peterson (Anderson Land Surveying) represented the
Application.
Jim Adameitz (Chairman Girard Townboard) expressed concerns regarding the size of the
lake (small) & the increase in lots.
Motion: A motion by Bergerud, second by Boyer to table (at the Applicant’s request) to
April 9, 2003, subject to a new drawing indicating the following; 1. The proposed road
extending to County Highway 5. 2. Identification of the burial sites (along with a 50’
boundary). 3. A reduction in the number of lots. Voting: All Members in favor.
Break: At 8:00 P.M., the Commission took a 15 minute break.

Otter Tail County Highway Department-Approved:
Project No. S.P. 56-605-06, reconstruction of CSAH No. 5 from TH 210 South
approximately 3.2 miles to 180*^ St. This 3.2 mile segment of CSAH 5 was graded in 1958
and surfaced with asphalt in 1959 which is the last date any major work has been done on
this roadway. The existing highway is deficient in vertical alignment, cross-section and
pavement section structure. The proposed project will be constructed to current MN/DOT
State-Aid Standards and will provide a safer and more efficient highway. Wetland
mitigation is in progress. (Project Location Map and Typical Section Sheet are on file at
Land & Resource Mgt.) Detailed project plans will be available at the Otter Tail County
Highway Dept. Prior to construction, appropriate construction easements will be obtained.
