OTTER TAIL COUNTY BOARD OF ADJUSTMENT
July 6, 1989
The Otter Tail County Board of Adjustment met Thursday, July 6,
1989, with the following present:
George Walter, Chairman
Craig Anderson
John Everts
Cecil Femling
Carl Johnson
Daniel Oehler
Wn. Kalar, Land A Resource
David Hauser, Assistant County Attorney
Chairman Walter called the meeting to order at 7:00 p.m., and hearing
no corrections to the minutes of the June 1st meeting, declared same
approved as mailed.
The following applications for variance were considered:
Joseph A. Rumpca, Maplewood, MN, requested permission to place a lA'
X 56' mobile home on Lot 6, Block 3, Pischke & Taylor Add'n, Spitzer
Lake, in Leaf Mountain Township, 40 feet from lake and 12 feet from
road right-of-way. After consideration, motion was made by Carl
Johnson to (rant an 8 foot variance from road set-back, to 12 feet
from road right-of-way, a 160' variance on lake setx-baok to no closer
than 40' from lake, hardship being a substandard lot of record, and
should be able to enjoy the same rights and privileges as the neigh
bors enjoy. The motion was seconded by Craig Anderson and carried
unanimously.

RUMPCA - APPROVED
FLADHAMMER - APPROVED Art Fladhammer, Fergus Falls, MN, requested permissin to split a
parcel called Lot C, Tysdal Survey Lots of the NEljNWl, of Section
17, Aurdal Township, containing 4.1 acres, into two parcels, one
93,053 square feet, the other 88,372 square feet. Arthur Johnson
appeared and spoke to the issue. After listening to the various
interested parties, motion was made by Daniel Oehler, seconded by
Cecil Femling and unanimously carried, to approve, has previous
approval of Aurdal Township, and there are other smaller lots in
the area, subject to a surveyor's drawing.
Roger E. Haugse, Underwood, MN, requested permission to expand camp
ground fran eight campsites to 20 campsites, on 27 , 000 square feet
of area and 300 feet of lakeshore, in G.L. 4, Section 36, Township
of Sverdrup. Jerry Stine appeared and spoke to the Issue. After
consideration, motion was made by John Everts, seconded by Craig
Anderson and unanimously carried, to deny, no hardship unique to
this property, with already being licensed to the maximum.
Virgil Heldt, Moorhead, MN, requested permission to build dwelling
eight feet from lotline, 75' from lake, on Lot 5, Skybbe Water Beach,
Lake Six, in Hobart Township. After consideration, motion was made
by Craig Andersop, seconded by Daniel Oehler and carried, to grant
approval, as requested, hardship being a revine running through the
center of the lot, building on the adaptable side, replacing an
existing cottage resulting in an improvement of the lot.
HAUGSE - DENIED
HILDT - APPROVED
Duane A Judith Fraki, Henning, MN, requested permission to split a
200' lake frontage parcel in G.L. 2. Section 14, Edna Township, on
Paul Lake into two parcels of 100' frontage. Craig Anderson was
excused from discussion and participation due to conflict of Interest.
Earl Miller appeared and spoke to the issue. After consideration,
motion was made by Daniel Oehler, seconded by Cecil Femling and car
ried, Anderson absent and not voting, to approve the split as proposed,
making changes as requested, building no closer to lake than 50',
or whichever distance is greater, utilizing the string test, no
closer to the lake than a line drawn between the neighbors dwellings
on either side.
