Motion by Nelson, second by Froemming, and unanimously carried to approve the
Preliminary Plat known as “Joyces Addition” consisting of four (4) non-residential backlots as
presented. The property is described as GL 2 ex platted ex trs & GL 1 ex platted ex trs &
NW!4 SE% E of creek, Section 14 of Rush Lake Township: Rush Lake (56-141).
Conditional Use Permit - Aurdal Township %Otter Tail County Highway Department:
Motion by Lee, second by Mosher, and unanimously carried to approve a Conditional Use
Permit to replace deficient bridge No. L5936 in Aurdal Township over the Otter Tail River as
presented. The location is at the crossing of 245**^ St. and the Otter Tail River, Section 19 of
Aurdal Township: Otter Tail River (56-OTR).
Conditional Use Permit - Silyer Sage Guest Ranch/Joan & Michael Otto:
Land & Resource Director, Bill Kalar, stated that this CUP request is to replace three
campsites with two cabins and a shower/toilet building on this existing resort and the
Planning Commission recommended approval as presented,
expressed concern regarding the lake classification and letters of opposition submitted at the
Planning Commission meeting. Mr. Kalar read three letters from Joe Keep, James Hanson,
and John & Julie Heintz that had been read at the Planning Commission meeting. These
letters stated opposition to approval of this CUP request because of the small size of the
lake, negative impact on wildlife, and increased fishing pressure. Mr. Kalar noted that this is
an existing commercial operation since September of 1996, and this request is not an
expansion of dwelling units. Commissioner Mosher requested that a re-classification for
small lakes in Otter Tail County to Natural Environment lakes be completed. Motion by
Mosher to approve a Conditional Use Permit if the same setback is used as would be
required for a NE lake. A second was not offered and the motion was withdrawn. Motion by
Nelson, second by Lee, to approve a Conditional Use Permit for Silver Sage Guest Ranch to
replace existing campsites with two cabins and a shower/toilet building as presented.

Use Permit to reconstruct an existing township road with conditions as recommended by the
Planning Commission. The property is described as 160*^ Street - 700 feet west of 405*^ Ave
to 1,700 feet east of 405'^ Ave adjacent to parcels 18000010004000, 18000010002000, in
Section 1 of Eagle Lake Township and 180000360237000, Section 36 of Clitherall Township:
Belmont Lake (56-237).

Aurdal Township %Otter Tail County Highway Department - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): To replace deficient bridge
No. L5936, located on 245'^ Street in Aurdal Township over the Otter Tail River in the
SW1/4, Section 19. Bridge to be replaced with a 43’ x 154’ concrete bridge.
Approximately 650 feet of road grading is associated with the project. Corps of Engineers
and DNR Permits are in progress. Plans are on file in the Otter Tail County Engineer’s
Office. The location is at the crossing of 245'^ St. and the Otter Tail River, Section 19 of
Aurdal Township; Otter Tail River (56-OTR), AG.
Charles Grotte (Assistant County Engineer) represented the Application.
Mark Bezek expressed concerns regarding the increase in speed of traffic, & a blind spot.
Keith Lang had questions regarding the proposed elevations; & concerns regarding the
speed of traffic. Terry Gregor agreed with the concerns regarding the speed of traffic and
expressed concerns regarding enforcement.
Motion: A motion by Boyer, second by Maske to approve as presented. Voting; All
Members in favor.
Silver Sage Guest Ranch / Joan & Michael Otto - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): Request placement of 2
cabins, 22 x 16, 24 x 20 and shower/toilet building, 12 x 14 on existing campsites 4, 5, & 6.
Approved now for 11 campsites. Proposed changes would leave 8 campsites with 2
cabins and one shower/toilet building. The property is described as E1/2 SE1/4 (80 AC),

A Conditional Use Permit Application (as stated by the Applicant): Reconstruct approximately
Yz mile of existing township road to correct sight distance, drainage and safety concerns.
Approximately 10,000 cubic yards of excavation/embankment will be utilized from within
the right-of-way and adjacent borrow areas. DNR Hydrologist, Terry Lejcher, has viewed
the site. A DNR Public Waters Work Permit is in process. A 32 foot wide subgrade cross
section will be constructed. An MPCA Storm Water Permit will address temporary and
permanent erosion and sediment control measures for all disturbed areas. The property is

EXPLAIN YOUR REQUEST:
Requesting conditional use permit for camping on our
property. We own and operate a Riding Stable and would
like to allow our guest to stay overnite or a weekend.
This would be open to anyone, but we are one of the first
places in the area to open up an assisted recreation for
the special needs people. We are currently be certified
by the North American Riding for the Handicap and have
hired a new person Certified for the recreation.
For People coming from far away, camping would allow then
to come as a family and stay.
This area has been pasture till now and is so the whole
area around the lake. Only one summer home is on this lake(Neighbor)
In order to properly evaluate the situation, please provide as much supplementary information as possible, such as: maps, plans, information about sur-
rounding property, etc. APPLICANT SHALL BE PRESENT ATTHE SCHEDULED HEARING. I understand that approval of this request applies only
to the use of the land. Any construction also requires a site permit.
