Stowraan Dear Sirs: Thank you for sending me a sketch in response to my request to you of January 24, 1977, regarding the location of the proposed camping facilities. Unfortunately,! am unable exactly to locate it in relation to our cabin. Our property is immediately south of Shady Grove Resort and shares a common boundary. I am unacquainted with Mr. Stowman, but it appears to me that the proposed site is on the west side of old Highway 78 and is between that and new Highway 78. It also appears that this site will be directly across the road from us and a little to the north. If this is so, then I would strongly oppose granting of the permit. It is already very difficult for us to enjoy the use of our private cabin because of the noise and the activity that goes along in the Shady Grove Resort. To add camping facilities immediately across the road would greatly add to the discomfort and the interference with the legitimate enjoyment of our private cabin. I can certainly understand Mr. Stowman's desire to pursue his business as profitably as he can. However, it would seem to me that camping facilities should not be located near private dwellings so as to interfere with their enjoyment. If I am correct in my assumptions, I strongly oppose the granting of the special use permit and would be present at the hearing to express my objection, but I am unable to do so. Stowman for a special use permit to operate a campground with eight campsites. I cannot determine where the property which is subject of the application is located in relation to the property we own or how far away it is from it or where in relation to our property the campsites will be located. Of special use permit-requested by Ov/en L. Stovnnan for 8 camp sites on Lots 3 & 4 Snodgrass,Bassv/ood,Grove addition, I own lot 5 that joins lot 4 to the North, All of above lots are on the West side of service road 78 Ottertail County which runs North & South and i§ a straight road. All lots on this side of the road contain private homes and stunmer cottages, Mr,Stowman now owns a resort known as Shady Grove that contains approx, 15 cabins grocery store and filling station on the East side of 78 or the lake side of Rush lake that is directly across from my cottage* and approx,-g- mile in either direction North & South from Shady Grove resort on the same road there are approx,5 resorts and a resort and trailer park known as Andy’s that contains approx 30-40 trailer and camp sites besides cabins, store,etc,X am recalling this from memory so distances may vary,,but I beleive them to be accurate.This property has a steel fence on both sides. There is also a night club on the same road that attracts large crowds on Friday &. Saturdays nights. All of the above mentioned places attract large groupes of people all summer long,cars racing up and down the road day and night,drunken drivers driving over peoples property screaming and yelling etc« And on the lake side betv/een these places are private homes, I do not beleive we need another commerical project on this road as it is primarily a residential area. There is talk nov/ of Rush lake being contaiminated and every one in the area will h^ve to eventually change their sewer system., I admit I have more reason to complain than probably anyone else as my property joins Mr Stov.mian’s, But I feel I have reason, Mr.Gus Vlelse v/ho owned said property before Mr.Stowman piirchased it from him approx 2 years ago,rented out trailer and tent sites on occassion,as Mr Stowman now does.My cabin sits approx 12 foot from Mr Stowman’s property line and it is nothing imusual to have trailers and motor homes backed up to my property line,and tents pitched,all being'on my bedroom side,and groupes of people drinking beer talking loud,playing radios,and children running all over the place till the early hours of the morning, I have on many of occasions had to clean up beer cans,and debris from my yard. And I l^ve had minor thefts and acts of vandalism occur. Due to above mentioned objections and distances involved I do not feel this permit should be issued, I understand there is a 50 foot buffer zone required on operations such as this and I do not see how this can be maintained as I recall now ther® is approx 100 foot betv/een the house that is on Mr,StoTvman’s property and mine. And there is no way m.otor homes and trailer; can be backed into these sites v:ithout them being next to my property line* and next to my bedroom v;indow. V I purchased this property in 1969,and have spent several thousand of dollars improving it,and I am presently contemplating spending several more This v/as a nice place to spend my vacation, approx To get away from the hustle and bustle 'to continue improvements• 6 weeks'a year at the present tim.e# of city life. Next year I am scheduled to retire after 29 years on the St, Joseph,Missouri Police Department, And I intend to spend the entire summer there, I feel this permit if issued v/ill devaluate my property and will ad problems to an area that is becoming over commericalized at the preseht time. I talked to Mr,Sto\>raian on several occasions,in early Oct, 1976 and he at no time mentioned or consulated me of his intentions'. If hov/ever you deem it necessary to issue said permit over my objections,'! feel it should be required a 6 foot steel chain link fence be erected by Mr Stov.mian to seperate the property lines. As the property line is releativly open there are approx 5 trees,some small bushes seperating approx 400 feet of property line. I would like to advise that I will be unable to attend this hearing, however, I would like to present my opinion in letter form for your consideration. Vie are the owners of Lot 6 in this same addition on the west side of the road north of Lot 3 and 4. We spend 4 to 6 v/eeks each summer in our cottage at this location with the balance of the year the cottage being closed. ¥e are against this permit as at the present time they have been using lots 3 and 4 to park 3 or 4 recreational vehicles. In the past this has not been properly supervised by the owner, whereby the guests have trespassed on our property leaving trash and debris and other acts of vandalism. In our opinion this could not be properly supervised by Mr. Stovman who is the owner of Shady Grove Resort across the road and would not be on the premises to supervise the same. We would also like to ask for your consideration the fact that all of the property on the west side of the road between the two highways is for residential purposes only. There is not any commercial properties on this side of the road in this area. I r Page 2 If the Commission elects to grant this Special Use Permit, we would urgently ask that it be stipulated,that the property be fenced with at least a six foot fence, v;hereby the guest would not be free to roam and trespass on the private propery owners adjoining the same. Stov;man Request for Special Use Permit Dear Mr. Davis: I have been contacted on behalf of Roy and Inez Sibert who live near Rush Lake in Ottertail County and direct adjacent to the west and south of the campground proposed by Mr. Stowman. They have owned the properties west and south of Mr. Stow- man for many years and it is my understanding that Mr. Stowman has purchased his property in the last year. Mr. and Mrs. Sibert strenuously oppose Mr. Stowman's request for a special use permit. They are concerned that the campground will be injurious to the use and enjoyment of their property and will diminish and impair their property values. They are concerned that the development of a campground upon the neighboring pro­ perty will impede normal and orderly development and curtail improvements of the surrounding properties. They are concerned that the location of a campground on the property adjacent to them is not consistent with the planned pattern of devel­ opment in the area as presently all of the homes located to the west of the road which adjoins their property are residential and there is no commercial development in that area. It is my understanding that the issuance of a special use permit would require a 5Q' buffer zone on each side of the property intended to be granted the permit. Mr. Stowman's property meansures 660' x 66*. After deducting the 50' buffer zone from all four sides of Mr. Stowman's property, leaves us with a strip of land 32' wide and 560' long. This certainly does not leave much land left for the development of eight campsites plus existing cottages. I must admit that a 50' minimum between residential zoning and commercial use via a special use permit is minimumal at best. In conclusion, Mr. and Mrs. Sibert respectfully request that you deny Mr. Stowman's request for a special use permit. Very truly yours. BY: JAMES H.
