Box 436 Ottertail, MN 56571 Transition from Resort to Cluster Development—CondominiumRE: Dear Mr. Stowman: I am writing to advise you that since you have obtained approval to transform your resort into a cluster development, for sale as a condominium, you no longer have a conditional use permit to operate the facility as a resort. However, I have discussed this matter with the Office of Land and Resource Management, and it is agreed that we will permit you to operate the resort during the 1985 season while you are also attempting to sell the condominium units. This will only be allowed in 1985, and commencing January 1, 1986, the permitted use for the property will only be that of a cluster development. This agreement only relates to the zoning requirements of Otter Tail County, and you will need to obtain whatever other licenses are required for operating a resort. Motion was made by Andy Lindquist, seconded by Mel O. Olson and unani­ mously carried, to hire the firm of Public Financial Systems, as financial consultants for the proposed jail facility, as recomnended by the Jail Study Committee. Lynn Boland of the Association of Minnesota Counties and Mark Christian­ sen of Arthur Young & Co., appeared before the Board relative to the Catparable Worth Program. After considerable discussion, motion was made by Bert Hovland, seconded by Mel 0. Olson and unaniamously carried to retain Arthur Young Agency to examined the current county personnel records at a fee of.not to exceed $500.00 to obtain a cost estimate of v^at the county's cost would be to hire an outside firm to develope a * » Ccnparable Worth program, said study to include all department heads and elected offi­ cials. Al­ though the density here is very high, most all of the building and foundations are in good shape. Mr. Stowman and I have initially agreed that the existing dwellings would be allowed to remain. However, the existing fish cleaning/motor storage building as well as the laundry/shower building will be removed and re­ built no closer than 200 ft. to the lake, i.e. in the second tier. We agreed the buildings will be painted an earth tone color instead of the cactus yellow. We also agreed that the 10 unit campground on the west end of the property will be eliminated. In addition, the land between old highway No. 78 and new highway No. 78 will be sold as a single parcel of land with the year around home on it and it will not have access to the lake. Boat slips would be allowed for the first tier only - i.e. 14 boat slips on 3 docks. We would also require that should any units be rebuilt, they should meet the setback requirement. Although the sewage system is between the two roads west of the site, it would be more desirable if it were in ownership of the development as opposed to being under easement. Last of all, some vegetation along the shore may be needed to screen the resort. These are the conditions 1 expect the Dept, of Natural Resources will require for our approval. Of course, the proposal is subject to Otter Tail County approval. Mr. Stowman requested our preliminary review to be available for your consideration. Sincerely, T e R.
