Motion by Nelson, second by Froemming, and unanimously carried to approve an extension of one'
year for Conditional Use Permit #6160, issued in September of 2003 with a 5 year plant This
extension is approved until September, 2009 to allow more time for construction of the pole barn. The
property is known as Shady Grove Resort on Rush Lake (56-141). '*
Motion by Erickson, second by Nelson, and unanimously carried to approve extension of Conditional
Use Permit #6467 (Carol Martinson & Juanita Gronda) for the road building time until October 15,
2007. Land & Resource Director, Bill Kalar, stated that erosion should not be an issue with this
project. The property is located on Rush Lake (56-141).
Mr. Kalar reported that a Conditional Use Permit was approved in year 2000 for Otter Tail Beach Club
on Otter Tail Lake; however the CUP was not issued because they were unable to meet the
requirements of the 25% rule. All conditions including the 25% rule were later met in 2003 or 2004. A
landowner would like to replace a trailer and the Land & Resource Office is unable to issue a site
permit without the issuance of the CUP. Motion by Froemming, second by Erickson, and unanimously
carried with Nelson abstaining, to approve issuance of a Conditional Use Permit for Otter Tail Beach
Club with conditions as applied in Year 2000. The property is known as Otter Tail Beach Club in
Amor Township on Otter Tail Lake (56-242).
Approval of Final Plat
Motion by Froemming, second by Block, and unanimously carried to approve the Final Plat of Donald
Heisler entitled “Roberts Addition”, a 2 lot non-shoreland subdivision located in Section 4 of Otter Tail
Township.
Land Surveyors Certificate of Correction to Plat
Motion by Erickson, second by Block, and unanimously carried to approve the Land Surveyor’s
Certificate of Correction to the Plat of Perrin Subdivision as prepared by Barton G. Ahrens,
Professional Land Surveyor, Minnesota License No. 19162.

tear down the little house across the street and put up our pole building in 2009 and not in 2008,
because of the other work we are doing in 2008, we feel that we can not get this all done.

Permit to remove taper by construction of retaining walls with a condition as recommended

Motion by Lee, second by Block, and unanimously carried to approve the Final Plat of Bothan

A Preliminary Plat titled "The Palms of Lida”, consisting of 17 Single Family Residential
Lots, 3 Blocks and a Conditional Use Permit Application (as stated by the Applicant): To build a
road to service the Preliminary Plat of The Palms of Lida. Road is to be approximately
4600 ft in length and built to Appendix III Standards of the Subdivision Controls Ordinance
of Otter Tail County. Work is to be done by October 31, 2004. The property is described
as Pt of Lots 5, 6 & 7, Sec 9; Lot 1, 2 & Pt NW1/4 NW1/4, Section 16, and Pt NE1/4 NE1/4
& SW1/4 NE1/4 & Lot 1, Sec 17, Lida Township; Lake Lida (56-747), GD.
Darrel Forsgren, Chris Heyer, Bruce Qvammen & Brant Beeson represented the
Application.
Brett Haake stated he was satisfied with the situation and that he wanted some assurance
of the proposed backlots and their access. Lois Schultz expressed concerns with the
future development, traffic & safety. Glen Ahrans had questions regarding his access to
the road. Steve Kantrud spoke in favor & stated that it should benefit everyone, he had
some questions regarding the proposed deeds & the final drawing. Dale Steenblock had
questions regarding the new road, electrical/phone lines & existing sewers.
Motion: A motion by Wilson, second by Boyer to table, at the Applicant’s request, to
September 15, 2004 to allow the Applicant to provide a new drawing to address the issues
discussed. Voting: All Members in favor.
Shady Grove Resort/Wes & Theresa Jeltema - Approved With A Condition:

cabin 10 - put new foundation; 2005 - raise cabin 14 - put new foundation, add upstairs
