Again we protest and for the same reasons stated on the previous letter,Again I state,our side of the road is private homes,and we don,t see why we should have put up with campers,approx 15'20’,from our bed room window,Destroying our proper and lowering property values,and having that many more people put into an allrea overcrowded community,Hr,Davis would you please read the last letter I sent you with this one at the Commission meeting? Stowman. For.your/information, I am enclosing a copy of my letter to you of January 25, 1977. . ' ' Mr. and Mrs. Sibert remain strenuously opposed to Mr. Stowman's renewed request for a special use permit. In his special use permit request, *ir. Stowman is stating that there are presently existing four (4) campgrounds sites. It is the position of the Siberts that in accordance with the Ottertail County shoreland management ordi­ nance, Mr. Stowman does not presently have any valid existing campground sites. It is Mr. and Mrs. Sibert's position that r.Ir. Stowman put these campground sites on his property after the ordinance was passed and without a special, use permit. As I stated to you in ny previoias letter, since there is a 50 foot buffer zone required on all sides of the property, this would leave us with a strip of land 32 feet wide for a campground. This certainly does not leave a very adequate space for utilitization as a campground. Mr. and Mrs. Sibert are requesting that a permit application be denied, the alternative, Mr. and Mrs. Sibert are requesting that Mr. Stowman errect a fence between his property and the Siberts which would deny users of the campground visual access to the Siberts' property. I am enclosing a copy of a letter I sent you January 27, regarding a previous hearing on a Permit for this same property, and feel that all the statements that I stated in this letter are still valid. In reviewing these two requests I can find only the Second Request being to expand this to six in lieu of four rather than eight in lieu of four locations. However, nothing is being stated that there also is a residential property on these lots which I presume to still be true, I feel that in granting this Special Permit you would only be adding to the problem we have at the present time and not helping in anyway. Again we urgently ask that you review these letters enclosed and feel it pertains to the present hearing. JoMph A««Ui« St Joteph, Mhtauri 54505 January 27, 1977 Mr. Charles Davis, Commission Chairman OtterTail County Planning Fergus Falls, Minnesota 56537 Dear Mr. Davis; I am in receipt of a Notice of Hearing for Special Use Permit regarding lots 3 and: 4 Snodgrass Addition, Basswood Grove, Rush Lake, Minnesota. I would like to advise that I will be unable to attend this hearing, however, I would like to present my opinion in letter form for your consideration. We are the owners of Lot 6 in this same addition on the west side of the road north of Lot 3 and 4. We spend 4 to 6 weeks each summer in our cottage at this location with the balance of the year the cottage being closed. \’Ie are against this 'permit as at the present time they have been using lots 3 and 4 to park 3 or 4 recreational vehicles. In the past this has not been properly supervised by the owner, whereby the guests have trespassed on our property leaving trash and debris and other acts of vandalism. In our opinion this 'could not be properly supervised by Mr. Stovnnan who is the owner of Shady Grove Resort across the road and w^mld not be on the premises to supervise the same. V.'e would also like to ask for your consideration the fact that all of the property'on the west side of the road between the two highways is for residential purposes only. There is not any commercial properties on this side of the road in this area. f'-it *t. •1?•( ; i > ' Page 2 If the Commission elects to grant this Special Use Permit, we would urgently ask that it be stipulated that the property be fenced with at least a six foot fence, whereby the guest would not be free to roam and trespass on the private propery owners adjoining the same. Of soccial use permit-icquested by Owen L, Stovmian for 8 camp sites on Lots 3 & ^ Snodgrass,Basswood,Grove addition, I ovm lot 5 that qoias lot 4 to the North, All of above lots ar^ on the West side of service road 73 Ottertail County which runs North & South and is a straight road. All lots on this side of the road contain private homes and summer cottages, Mr,Stowman now owns a resort knov.n as Shady Grove that contains approx, 15 cabins grocery store and filling station on the ^.ast side of 7^'' or the lake side of Rush lake that is directly across frr'~' my cottage* an'^ approx,^ mile in either direction North & South from Shady Grove resort on the same road -there are approx,5 resorts a'"d a resort and trailer park known as Andy’s that contains approx 30-40 trailer and camp sites besides cabins, store,etc,T recalling this from memory so distances may vary,but I beleive them to be accurate. This property has n steel fence on both sides. There is also a night club on the same road that attracts large crowds on Frl'^ay d Saturdays nights. All of the above mentioned nlaces attract large groupes of people all summer long,cars racing up and dovm the road dav and night,drunken drivers driving over uf'oples property screaming and yelling etc. And on the lake side betv/een these places are private hemes, I do not beleive we need another commerical project on ■^his road as it is primarily a residential area. There is trolk nov/ of Rush lake being contcoiminated and e^rc^ry one in the area will h^ve to eventually change their sewer system, I ndmit I have reason to com’^l-.ir •‘•h-an ’^robably ^nyo f-ise -'-s mv property join^ !'r Stovmian’s, But I feel I have reason, Ar.Gus Weise who owned said pronerty before Mr.Stcwman purchased it from him approx 2 years ago,rented out trailer and tent sites on occa:'sion,as Kr 3to\vraan now does.My cabin sits approx 12 foot from Mr Gtowman's property line and it is nothing unusual to have trailers and motor hom*es backed up to ray property line,and tents pitched,all being on, my bedroom, side,and groupes of people drinking beer talking loud,playing radios,and children running ail over the place till the early hours of the morning, ; I have on many of occasions had to clean up beer cans,and debris from my yard'. And I h?,ve had minor thefts and acts of vandalism occur. Due to above mentioned objections and distances in^^olved I do not feel this permit should be issued, I understand there is a 50 foot buffer zone required on operations such as this and I do not see how this can be maintained as I recall now the:r^ is approx 100 foot netvfee" the house that i on Mr.Sto’VTnan’s p'^operty and mine. Next year I am scheduled to retire after 29 years on the St, Joseph,Missouri Polj.ce Department, And I intend to spend the entire summer there, I feel this permit if issued will devaluate my nrnperty end will ad problems to an area that is becoming over com^ericalized at the present time, I talked no Mr,Stowman on several occasions,in early Oct,1976 and he at no time mentioned or consulated me of his intentions. If however you deem it necessary to issue said permit over my objections,I feel it should be required a 6 foot steel chain link fence be erected by Mr Stov.mian to seperate the property lines. As the property line is releativly open there are approx 9 trees, some small biishes seperating approx AOO feet of property line.
