The plans and specifications appear to be in general compliance with the standards of this department. Please see the enclosed report for additional chaages and/or comments. It isthe project owner’s responsibility to retain the pians at: the.project location. This review does not pertain to the Engineering design (i.e., plumbing, swimming pools, service connections, sewage systems). A separate report regarding the Engineering Review will be sent. Each individual manufactured home shall abut or face on a driveway or clear unoccupied space of not less than 16 feet in width, which space shall have an unobstructed access to a public street or alley. 2. There shall be an open space of at least ten feet between adjacentmanufactured homes including their attachments and closest edge of parking area','and at least> three-feet betweenThpmes ^parkedjendyto end.; : ■ ■ ■ : 3. No,;manufactured home lot shall be smaTJer than 4,.000 square feet when a soil absorption field is used for sewage treatment. Lots may be no smaller than 2,800 square feet when an approved sewage treatment system other than a soil absorption system is used. 4. An adequate supply of water of safe, sanitary, and potable quality shall be provided in each manufactured home park. 5. All systems of plumbing shall be installed in accordance with the provisions of chapter 4715 of the Minnesota State Plumbing Code. 6. The walkways, drives, and other used portions of manufactured home parks shall be lighted during the hours of darkness. 7. Fire protection shall be provided in accordance with the requirements of the state fire marshal. 8. All manufactured home parks with less than ten manufactured homes must have a plan for the sheltering of or the safe evacuation to a safe place of shelter of the residents of the park in times of severe weather conditions, such as tornados, high winds, and floods. The shelter or evacuation plan shall be developed with the assistance of the municipality where the park is located and shall be posted at conspicuous locations throughout the park. The pipe materials used for the water service connections must comply with Minnesota Rules, part 4715.0510. 8. The service connection installation must be tested in accordance with Minnesota Rules, part 4715.2820. 9. The water distribution system shall be disinfected in accordance with Minnesota Rules, part 4715.2250. 10. The construction and location of the water supply well shall be in compliance with Minnesota Rules, Chapter 4725. The project owner, owner's agent or well driller should contact the Minnesota Department of Health, Well Management Unit, at 651/215-0811 before the well construction begins to allow verification that the well is properly sited. NOTE(S): 1. The scope of this project consists of the installation of water and sewer service connections to four new manufactured home sites. 2. These manufactured homes will be served by a new private well and individual sewage treatment system. The sewage treatment system is to be approved by the Otter Tail County Office of Land and Resource Management. Authorization for construction in accordance with the approved plans may be withdrawn if construction is not undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean that recommendations or requirements for change will not be made at some later time when changed conditions, additional information, or advanced knowledge make improvements necessary. The review is limited to the design of this particular project only, and does not cover the water supply source or the sewerage system to which the collection system is connected. The review is based upon the supposition that the data on which the design is based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken by the project designer. Approval is contingent upon satisfactory disposition of any requirements included in this report. Special care should be taken to insure that the material and installation of the service connections are in accordance with the provisions of the Minnesota Plumbing Code and applicable licensing requirements. INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of the Minnesota Plumbing Code. It is the responsibility of the contractor/installer to notify the Minnesota Department of Health when an installation for a state contract job, licensed facility, or project in an area where there is no local administrative authority is ready for an inspection and test. To schedule inspections, contact the state plumbing standards representative for your region, or call the metro office inspection hotline at 1-800-926- 6216 (7:30 a.m. to 9 a.m.), or 651/215-0836 (8 a.m. to 9 a.m.) on Monday, Wednesday or Friday. REQUIREMENT(S): The sewer service connections to each of the four manufactured homes were not shown on the submitted plan. Verify that the water service lines are installed at least 10 feet horizontally from any sanitary sewer lines, septic tanks or soil treatment system (see Minnesota Rules, part 4715.1710, subpart 2). 1. 2. The water and sewer service risers located in the individual sites shall be provided with a horizontal separation of at least 3 feet. 3. The sewer risers at the individual sites must be at least 4 inches in diameter, extend at least 4 inches above the ground elevation and be equipped with tight-fitting caps when not in use. 4. The water risers at the individual sites must extend at least 4 inches above the ground elevation. Adequate provisions shall be made to prevent freezing of service lines, valves, and riser pipes. 5. Verify that an approved backflow preventer is provided on the water connection at each site. If the system is operated under continuous pressure (more than eight hours of continuous connection), then an approved backflow preventer rated for continuous pressure must be used (see Minnesota Rules, part 4715.2100). 6. The pipe materials used for the sewer service connections must comply with Minnesota Rules, part 4715.0530.
