Conditional Use Permit - Bryan A. & Pamela J. Odegard: Motion by Lindquist, second by Froemming, and unanimously carried to approve a Conditional Use Permit to build a permanent structure on East Lost Lake (Sec. 1, Twp. 133, R. 41, Sverdrup Township, Lake #56-378) with conditions as recommended by the Planning Commission. Conditional Use Permit - Jim Anstadt: Motion by Lee, second by Froemming, and unanimously carried to approve a Conditional use Permit to put in a retaining wall on Lake Lida (Sec. 14, Twp. 136, R. 42, Lida Township, Lake #56- 747) with conditions as recommended by the Planning Commission. Conditional Use Permit - Laura Johnson: Motion by Nelson, second by Froemming, and unanimously carried to approve a Conditional Use Permit to a fill a hole on Little Pine Lake (Sec. 30, Twp. 137, R. 38, Corliss Township, Lake #56-142) with conditions as recommended by the Planning Commission. Conditional Use Permit - Ronald & Kathleen Barth: Motion by Froemming, second by Lee, and unanimously carried to approve a Conditional Use Permit to repair and remove an existing wall on Clitherall Lake (Sec. 6, Twp. 132, R. 39, Nidaros Township, Lake #56-238) with conditions as recommended by the Planning Commission. Pomme de Terre Watershed Mr. Kalar reported on a recent meeting with several entities regarding the Pomme de Terre Watershed District. Fie provided a handout of statistics (suspended soils, phosphorus & nitrate levels, etc.) relative to the Minnesota River Basin. Discussion followed regarding a previous Joint Powers agreement and a need for Otter Tail County to either rescind or re-sign the agreement by July 1, 1999. Sewage Abatement List Request Motion by Lee, second by Lindquist, and unanimously carried to approve the request from the Jewett Lake Association that Jewett Lake be placed on the sewage system abatement list. Edna Township - High Water Mr. Kalar presented a map showing several areas where water is flooding the roads. There is no immediate chance of the water receding. Edna Township requested permission to go ahead with raising the road levels before the Planning Commission meeting on June 16*^. Discussion followed. No action was taken. Service Fee Appeal Service Fee Systems Administrator, Michele Petterson, presented a request from the Evangelical Lutheran Church in Parkers Prairie to appeal the annual service fee assessment for refuse of $22.50. Motion by Froemming, second by Lindquist, and carried to uphold the recommendation of the Solid Waste Advisory Committee to deny the appeal because other churches are being charged based on the same formula and and the church does generate garbage. Planning Commission May 19, 1999 Page 2 Zane Johnson - Approved With Conditions: A Conditional Use Permit Application for an estimated 450 yards of additional fill from approved mound septic system on lakeside of proposed dwelling to back of lot. Culvert will be installed under driveway approach and water way will be maintained down north lotline. Drawing with proposed elevations are available in the Land & Resource Management Office. The property is described as Lot 12 Stony Bar Estates, Section 32 of Lida Township; Lake Lida (56-747), GD. Kevin Solberg (contractor) represented the Application. Motion: A motion by Schwartz, second by Sha to approve provided: 1. All drainage (including roofs and surface run-off) must be directed to the natural drainage way between Lots 12 & 13. 2. A drainage plan (indicating all impervious surface) is provided to Land & Resource prior to starting the project. 3. The impervious surface must not exceed 25%. Voting: All members in favor. Terry Colton/Scenic Point Resort - Approved As Presented: A Conditional Use Permit Application to re-approve an expired Permit for a lodge and a dwelling as approved under Conditional Use Permit #3402. Approve an addition of 20’ x 22’ to cabin 9 & a 16’ x 32’ addition to cabin 5 as approved by the Board of Adjustment April 1, 1999. Also to build 20’ x 22’ additions to the east side of cabin 1 and to the west sides of cabins 2,3,4,6,7 & 8 as approved by the Board of Adjustment on April 1, 1999. The property is described as Gov Lot 2, Section 13 of Clitherall Township; Clitherall Lake (56-238), RD. Terry Colton represented the Application. Steve Berg expressed concerns regarding the increase in traffic on the cul-de-sac. Polly Berg expressed concerns regarding the change in the aesthetics of the area. Motion: A motion by Lachowitzer, second by Bergerud to approve as presented. Voting: All members in favor, except Schwartz and Zimmerman. Bryan & Pamela Odeqard - Approved With A Condition: A Conditional Use Permit Application to build a permanent structure on property. The house (36’ x 54’) with attached garage requires fill to be moved for basement and walkout. A septic tank with proper drainage will also be installed for requirements. If necessary, a knoll will be cut down by no more than 2’ for backfill purposes. The property is described as N 380’ of GL 10 Ex E 33’ of Section 1, Sverdrup Township; East Lost Lake (56-378), RD. Bryan Odegard represented the Application. Motion: A motion by Sha, second by Maske to approve as presented, provided a silt fence is installed before excavation and left onsite until the area is vegetated. Voting: All members in favor.
