Chairman Olson opened the meeting at 1:08 p.m. with all menbers present. CALL TO ORDER all present Upon motion made by Andy Lindquist, seconded by Bert Hovland and unani­ mously carried, the minutes of the November 25th meeting were approved as mailed. MINUTES APPROVED Alvin Gehrke, Western Township, appeared before the Board requesting forgiveness of penalty on a late payment of tax, stating payment was mailed at the postoffice on the 15th of November but not postmarked until the 18th. After consideration, motion,was made by Andy Lindquist to deny forgiveness of penalty, stating a precedent would be set in so granting. The motion was seconded by Bert Hovland and carried with Sydney Nelson and Hub Nordgren voting "no". FORGIVENESS OF PENALTY denied Motion was made by Bert Hovland, seconded by Hub Nordgren and unani­ mously carried, to accept the notice of appeal from the Pelican Lake Property' Otmer's Application for Referendum and lake Improvement District and the Chairman of the Board was authorized to execute the acknowledge­ ment of Service on behalf of the County Board. Sanden, we wish to protest the granting of a special use permit for the purpose of allowing the sale of food and possibly later, alcoholic beverages, at the corner of the Cormorant Lake Road and South Shore Drive at Pelican Lake, for the following reasons. The residential zoning should not be violated for one business that will change the residential character of the area. There will be a loss of value to the surrounding residential properly because of the increased traffic, noise, and confusion at this intersection. Damage will be caused to the environment because of grading, digging, and blacktopping. The service is not desired or needed by the residences. We already have two very good stores within a five minute drive and one within a five minute walk from the proposed location. This would be detrimental to these three businesses and to the customers now being served by them. This already dangerous intersection will be made more deadly by the ingress and egress of additional traffic to the proposed business. The property will require more traffic and police protection which in the area are already overworked and undersecured. I don't believe any planning commission would like to impose an unneeded business on a group of lake residences that do not want this business to be approved. I can't believe that a person would be allowed to prepare a site without getting proper permission to do so ahead of time. If he were a tax paying non-resident he would be fined for what he has done thus far. A no decision would certainly be well received by the cottage owners on Pelican Lake. We are unable to attend the hearing scheduled for 7:30 P.M., De­ cember 3, 1986. However, we would like to express our opinions by this letter. My wife Ellen and I have a summer home a short distance from this proposed location and we are strongly opposed to such an establishment for the following reasons. 1) This is primarily a residential area where people have invested not only their money but their recreational needs for escape from commercialization of their city living. This busi­ ness would certainly introduce an unnecessary and undesirable tourist-like atmosphere. 2) This is a dangerous intersection. Motorists, despite the reduced speed signs, are just begin­ ning to slow down as they approach from the west. Turning on to South Shore drive at this intersection is more than a 90 degree turn. Any unnecessary distraction and additional traffic at this point could result in accidents. 3) Less than a mile from this location, on South Shore Drive is Bay View, a resort, store and restaurant combination already. Also, I understand that there is the possibility of a pizza place further around the lake on highway 9 (Simisons Marina). In our opinion there is no need for additional fast food clutter along the West end of Pelican Lake. In this vein I think it is Important that we decide with unyielding determination and fortitude to stop the ongoing commercial exploitation and subsequent escalatlve downgrading of the beautiful areas immediate and adjacent to our tranquil lakes. Surely, for this commercial enterprise, there exists an alternative commercial site of better economic prospect for the proprietors: but which will not impinge upon the quality of the lake area. I would like to express my disapproval of this request for the following reasons; 1, I feel a real need to maintain a "quality of life" on Pelican Lake which allows a freedom of privacy and quietness away from any commercialism very near the lake, I feel that this business would definetely affect this quality and downgrade the area, 2, I am very conserned that approval of such a business would tend to escalate commercial enterprises in the area, such as by creating a "hangout" for people, a sit down food service and beer license later. 3, I am conserned about the heavier traffic that would be created in the corner of Hyw, #9 and the township road. This is a dangerous corner and there has been bad accidents even without the addition of a business on that corner. 4, Those of us who have lake cottages on Anderson Beach have had to "put up" with much undesirable traffic behind our cottages from Bayview Shores Resort, I feel that if this pizza business was approved, it would definetely increase this traffic, especially between the resort and the business. We are concerned that too many commercial businesses in the area would decrease our property value. We are also concerned that a pizza business would be the first step which could be followed by having a beer or liquor license, which would magnify the potential problems already listed. We already have a resort (Bayview Shores) in the immediate area, which has just completed an addition which houses a limited resturant operation, so it would appear that another food establishment nearby would be unnecessary and could be detrimental to the survival of an already existing business.
