J 2 - October 29, 1987County Board Upon motion made by Andy Lindquist, seconded by Mel 0. Olson and unani­ mously carried, the following resolution was adopted; RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS in accordance with a Procedural Agieement between the Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Ser­ vice, dated May 23, 1962, certification by the County Board of Commis­ sioners for acquisition of lands by the U. S. Fish and Wildife Service is requested, and WHEREAS representatives of the U. S. Fish and Wildlife Service met with the County Board on October 29th and informed said Board that waterfowl easements had been secured from Mr. and Mrs. Alvin F. Buck- meier on the SW'aSW'j of Section 17-133-42, and from Mr. and Mrs. Orris Kenneth Langseth on the SJjNW^SW^ of Section 17-133-42, NOW, THEREFORE BE IT RESOLVED, the County Board does hereby approve the aforementioned waterfowl easement acquisition by the U. S. Fish and Wildlife Service. .S. FISH & WILDLIFE JCHMEIER & LANGSETH Lloyd Wooldridge, representing the Minnesota Counties Insurance Trust, reported on the proposed self-funding hospitalization program. Mr. Wooldridge was instructed to meet with the Blue Cross-Blue Shield representative and the personnel committee, the employees committee and department heads for a full explanation on how the self-funding pi an works. Joe Egge, representing the tourism department in the State of Minnesota, appeared before the Board supporting Minnesota Heartland urging the county to appropriate the sum of per capita, or $2,748.50 for Heartland promotional activities. Motion was made by Andy Lindquist, seconded by Mel 0. Olson and unanimously carried, to appropriate the sum of $1,000 for Minnesota Heartland for the year 1988, requesting the association make their request prior to the setting of the budget for the next year of 1989. 3SPITALIZATI0N PLAN :lf-funding INNESOTA HEARTLAND 3PR0PRIATI0N ONDITIONAL USE PERMIT The application of Terry Bennett for conditional use permit, tabled from the October 15th meeting was again brought before the Board. Motion was made by Sydney Nelson, seconded by Mel 0. Olson and carried with Bert Hovland voting "no", to uphold the decision of the Planning Commission and deny the request for a conditional use permit. ENIED - BENNETT The application of Kevin Moore for conditional use permit, tabled from the October 15th meeting was again brought before the Board. Motion was made by Hub Nordgren, seconded by Andy Lindquist and unanimously carried, to delay action on said application until the 12th of November. ONDITIONAL USE PERMIT ABLED - MOORE Larry Dorn of Dorn & Co., Inc., appeared before the Board and gave a detailed report on the county's investments of the State Ai?l''H*gh- way bond funds. Paul Hoff of Park Region Telephone Company and Joe Peloquin from the Sheriff's Department appeared before the Board and reported the Emergency System 911 is in place except for one small exchange in Otter Tail County. As soon as that exchange has completed the necessary switching operation,made by Hub Nordgren, seconded by Andy Lindquist and unanimously car­ ried, to continue the monthly rate for the Public Safety Answering Equipment with Park Region Mutual Telephone Company at $350.00 per month.Peloquin for the purpose of indentification and instruction. Olson and unani­ mously carried, to approve a preliminary plat of Boe's Beach, First Addition, to be located in Sections 30 and 31 of Dunn Township. Motion was made by Hub Nordgren to grant approval of the two to four foot cut requested by Ross Stone, Girard Township, on the condition it is drained away from the lake, permit denied by the planning com­ mission with no reason for the denial . The motion was seconded by Bert Hovland but failed with Commissioners Nelson, Olson and Lindquist voting "no". Motion was then made by Sydney Nelson, seconded by Andy Lindquist and unanimously carried, to refer the request back to the Planning Commission for review Motion was made by Sydney Nelson, seconded by Andy Lindquist and unani­ mously carried, to table action on the denial by the Planning Commis Sion conditional use permit of Terry & Sharon Bennett, for 20 camping sites, bath house, boat access and removal of ice ridge in G.L. 9, Section 8, Hobart Township, until 1:30 p.m., Thursday, October 29th. Dead Lake, 56-383, NE, on Lillis Survey Plat in G.L. 2 - known as Lot G, Section 8 of Dead Lake Township as presented reason being lack of adequate lakeshore to justify additional cabins, represented the applicant. Denied: Fred Bauck. contractor Voting Yes; Femling, Lachowitzer, Lee, Olson, Schwartz, Trites. Voting No; Petterson and Stringer. A motion by Stringer, second by Trites to approve the conditional use application of Wesley H. Gray, Stalker Lake, 56-437, RD, in G.L. 4, Section 27 of Tordenskjold Township to build a road so that no part of the road is closer to the lake than 225'; may terminate the road at the westerly end where he wishes and there must be a cul-de-sac built to county specifications; the easterly end of the road must abut the existing road. There is not any approval granted for excavation of a waikout basement. Approved; Voting; All members in favor.
