To change the speed limit from 55 MPH to 30 MPH, in the area shown, would require that a speed study be conducted by the Mirmesota Department of Transportation (Mn/DOT) and be approved by the Mn/DOT Commissioner of Transportation. It is doubtful that Mn/DOT would approve lowering the speed limit by 25 MPH in this area. 2. It appears that an existing field approach is proposed to be used for the entrance into the Campground. The existing field approach will need to be upgraded. The owner will need to obtain an Approach Permit from our Department for that work. 3. We assume the motorized and pedestrian traffic will be crossing CSAH 4 to get from the campground expansion to the lake. This section of CSAH 4 has an average daily traffic count of 1,200 vehicles per day. The owner needs to make provisions for the safe movement of vehicles and people across CSAH 4. I hope the planning commission takes a serious review of this project from a safety aspect. The traffic on County Road 4 that comes from the north is entering a curve to the right and a curve left and heads downhill on a fairly sharp grade. The existing traffic doesn't start slowing down until they reach the existing 30-mile sign, and rarely reach 30 miles an hour for another 500 feet. The Anderson proposal states to moving the sign 200 feet north. This would move It closer to the base of the downslope going south on County Road 4. The Anderson Land Surveying Company Certificate of Survey shows the 30 miles an hour sign moving 800 feet up the hill, which would leave the sign in the middle of the downgrade hill. Which are they proposing? Neither of these proposals are safe or desirable. a 'The "Existing Approach" on County Road 4 will be a virtual "blind driveway." The addition of 32 campsites will not only increase entering slow-moving traffic on County Road 4, but 32 campsites will result in a large increase in pedestrian traffic, including young children crossing County Road 4 to "get to the lake."
