Upon motion made by Hub Nordgren, seconded by Bert Hovland and unani
mously carried, the following resolution was adopted:
WHEREAS, the counties in the West Central Minnesota Region 4 have
been asked by the Minnesota Department of Trade and Economic Develop
ment to select a member to the Regional Advisory Committee of the
State Rural Development Board, and
WHEREAS, Pursuant to Minnesota Statutes 116N.05 the Chairs of the
County Boards in regions, where Regional Development Commissions
(RDC's) do not exist, shall by majority vote, select a member to the
Regional Advisory Committee of the State Rural Development Board, and
WHEREAS, in accordance with M.S. 116N.05 counties are encouraged to
give preference to persons that hold an elected office, and
WHEREAS, the minimum public notification requirements for this appoint
ment have been met by placing public notice in the Regional and Otter
Tail County's Official newspaper for two consecutive weeks and
WHEREAS, in the absence of the Regional Development Commission in
the Nine County West Central Minnesota Region 4 it is not practical
to call a meeting of all county boards to act on this matter, and
WHEREAS, the Otter Tail County Board of Commissioners considers it
essential that the appropriate person is appointed to the Regional
Advisory Committee to the State Rural Development Board to effectively
represent the interest and concerns of the 9 County West Central Min
nesota Region 4;
NOW, THEREFORE BE IT RESOLVED, that the Otter Tail County Board of
Commissioners recommends the appointment of Clay County Commissioner
Arvid Thompson to the Regional Advisory Committee of the State Rural
Development Board,
Adopted at Fergus Falls, MN this 10th day of February, 1988.
Larry Krohn, Coordinator, informed the Board the Veterans Service van
is having difficulties starting in the cold weather. Under general
consent of the Board, it was determined to have a heater plug installed
and have one of the service officers take the vehicle home when it is
cold for the purpose of plugging it in.
Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani
mously carried, to place a $50.00 ad in the Otter Tail Lake Property
Owners Association directory, to be paid from the Economic Development
budget.
Motion was made by Berton Hovland, seconded by Andy Lindquist and unani
mously carried, to grant a step increase for Kim Mark, Assessor's
office from a Range 13, Step 4 of $1,230, to Range 13, Step 5, of
$1,315.00, and for Melanie Swanson from Range 11, Step 4, of $1095,00
to Range 11, Step 5 of $1,172.00.
TELEPHONE SYSTEM UPGRADE Krohn reported on the telephone system upgrade, tentative schedule
for bidding, needs, choices of switching systems, stating the specifi
cations will be available for inspection by the Board by March 7th,
installion of equipment by about June of 1988.
Motidn was made by Hub Nordgren, seconded by Sydney Nelson and unani
mously carried, to approve a conditional use permit for Ken Anderson,
Girard Township, to excavate for walkout basement, with limited filling
for landscaping purposes, subject to conditional requirements.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani
mously carried, to approve a conditional use permit for Roland Olson,
Hobart Township, to re-open an existing resort adding 10-12 campsites
with central bath house, subject to conditional requirements.

This is to inform you that at the February 3, 1988 meeting of the Otter Tail
County Planning Commission a motion was passed to approve your conditional
use application allowing a total of 18 units (including the dwelling), there
must not be any fill placed in the low area; reasons being it was a resort
before, the crowding potential for Rose Lake is low (in the 20's), that the
campsites and resort are compatible to this area and that there is adequate
frontage and area for these units.
The Otter Tail County Board of Commissioners will consider this application
on February 10, 1988 at 1:30 P.M.

Meeting of the Otter Tail County Planning Commission was held on February 3,
1988 at 7:00 P.M. in the Commissioners Room, Court House, Fergus Falls,
Minnesota 56537.
Members Present: Mike Ackley, Cecil Femling, Noble Hatling, Frank
Lachowitzer, Reba Lee, Bert Olson, Victor Petterson, Jr
Robert Schwartz Tom Stringer, David Trites. David Hauser,
County Attorney's Office and Malcolm K. Lee, Land &
Resource Management Office were also present.

A motion by Lachowitzer, second by Schwartz to approve the
minutes of the January 6, 1987 meeting as mailed.Approved:
Voting: All members in favor.
A motion by Schwartz, second by Petterson to approve the
conditional use application of Ken Anderson, East Battle Lake,
56-138, RD, on Lots 6 & 7 of Sanda's Beach, 1st Addition,
Section 24 of Girard Township subject to: staying 9" below the
ice ridge, there being a 3-1 slope towards the neighbor to the
east (so that there is not any run-off), allowing a maximum cut
of 36", and the small divots west of the ice ridge can be
filled to a maximum of 9" below the ice ridge; reasons for
approval are that it is not incompatible to this area and that
there will not be any adverse effect on the lake, reason for
staying 9" below the ice ridge is to protect both the ice ridge
and the lake.

Voting: All members in favor.
A motion by Lachowitzer, second by Femling to approve the
conditional use application of Roland Olson, Rose Lake, 56-360,
RD, on Part of Government Lots 1 & 2, Section 17 of Hobart
Township allowing a total of 18 units (including the dwelling),
there must not be any fill placed in the low area; reasons
being it was a resort before, the crowding potential for Rose
Lake is low (in the 20's), that the campsites and resort are
compatible to this area and that there is adequate frontage and
area for these units.

New Construction Plan ReviewRE:
Consultation with the Shoreland Management Office has resulted in
the following policy concerning remodeling or new construction at a resort
or recreational campground* Effective February 1, 1991, prior to Che
Shoreland Management Office issuing Che required permit, you will need to
provide them with a complete plan review form from the Health Department.
(Copy Enclosed).
The addition of permanent rooms and screened porches to recreational
vehicles is not consistent with Che Otter Tail County Recreational
Campground Ordinance, however this construction has been permitted by the
Shoreland Management Office. This policy interpretation error has
resulted in recreational camping vehicles being altered to the extent that
they no longer meet the definition of a recreational camping vehicle.

The existing construction will be allowed to remain as is and will
be evaluated by Che County Health Department on an Individual basis
during routine Inspections. This Department will work with the campground
owners in an effort to bring these structures into compliance with
current regulations. Such structures may need to be reclassified as a
cabin instead of a recreational vehicle.
The construction of permanent accessory structures on recreational ^
camping sices will no longer be permitted. Any temporary accessory
structure such as attached awnings, carports or individual storags facilities
and accessory structures on manufactured home sites must meet all sec
back requirements of the County Manufactured Home Park and Recreational
Camping Area Ordinance. __ ___
