SinceMly, Pat Eckert Inspector mis Re; Site Permit 13122 1-9-95 Site inspection- Of the original cabin only the foundation/footings and floor remained. I told Jim Lafond (Building Contractor) to call our office the next morning before doing any more work. I needed to check Joe Rogness's (Property Owner) lake file because there could be a problem involving the building's setback from the OHWL and/or string test. 1-10-95 File review- The drawing submitted along with permit application shows that the NE corner of the M.H. on the lot to the W, and the NW corner of the cabin which is now gone were used for the string test. This was OKed by Bill Kalar (L&R Office Administrator) and Tim Griep (L&R Office Asst Administrator). I reviewed the current situation with Bill. Since we would now consider the cabin as being gone, the string test as shown on the drawing can not be used. A variance is now required to replace the cabin and for the addition. I then called Jim. Informed him of the above and told him to stop work until the matter was resolved. Bill returned a call from Joe Rogness. Bill wrote "495-2873 Art Ellis- concrete contractor supposedly called in Nov. -footings approved -structure was still standing @ that time, footings were OK -started construction -found the rest of walls rotten therefore knocked them down"Bill then had me call Art to confirm. Art said that normally he lets the carpenter call in, but Footings were I called.since one had not been hired yet he had his wife call in. poured on 11-14-94 and call was made on 11-17-94. 1-11-95 Art Ellis, Jim, Joe, Bill, and myself met onsite. Art restated to me: -told his wife to call us for an inspection. -concrete was poured on Friday 9-14-94. -she called us on Monday 9-17-94. I could not find anything that indicated we were notified. According to the calendar, 9-14 was a Saturday and 9-17 was a Tuesday. Bill and I measured 100' back from the OHWL and 10' from the lot line on the next lot to the east. The MH on that lot was over 100' from the lake so Bill looked at using the other location for the string test. Apprx 12' of the cabin was in front of that line. Bill allowed the project to continue since: -Permit was issued because of a loose interpretation of the string test.-Possible office error in not marking permit as ready for inspection, if such call was made. **This is contingent upon Joe supplying us with: 1. Letters from the next two neighbors to the east saying they have no objection of having the cabin replaced in the same location. 2. A copy of Art's phone bill confirming we were called on the day specified.
