Conditional Use Permit - Leslee Olson:
Motion by Froemming, second by Block, and unanimously carried to deny a Conditional Use
Permit for this after-the-fact request as recommended by the Planning Commission and for
the reasons cited in the November 14, 2007, Planning Commission minutes. The property is
described as Auditors Subdivision 101 Lot O, Section 36 of Girard Township: East Battle
Lake (56-138), RD.
Conditional Use Permit - Pine Beach Resort/Lee & Karen Ombero:
Motion by Nelson, second by Erickson, and unanimously carried to approve a Conditional
Use Permit to expand a dwelling on the resort and to do some landscaping as presented.
The property is described as Pt of GL 1 (3 Acres), Section 6 of Perham Township: Devils
Lake (56-245), GD.
Annual Lakes Country Service Cooperative Board Election
Motion by Mosher, second by Froemming, and unanimously carried to vote for Bob Block and
Mike McCarthy for LCSC Board Membership for four-year terms ending December 31,2011.
LCSC Annual Membership
Motion by Nelson, second by Erickson, and unanimously carried to authorize payment, in the
amount of $250, for LCSC 2008 membership dues.
Resolution Authorizing Execution of Agreement
Otter Tail County Resolution No. 2007 - 86
Upon a motion by Froemming, second by Nelson, and unanimously carried, the following
resolution was adopted:
BE IT RESOLVED, that Otter Tail County will enter into a cooperative agreement with the
Office of Justice Programs in the Minnesota Department of Public Safety.
Sheriff, Brian Schlueter, is hereby authorized to execute such agreements and amendments,
as are necessary to implement the project on behalf of the Otter Tail County Sheriffs Office.

Pierre and Mary duCharme - Tabled to January 9, 2008:
A Conditional Use Permit Application (as stated by the Applicant): A proposed 45 unit RV Park
with three common buildings, the construction of two approaches and approximately 2400
feet of private drive containing approximately 1000 cubic yards of dirt. The property is
described as NW1/2 NE1/4 except pt lying N of the centerline of the township road and GL
3, Section 9 of Star Lake Township: Star Lake (56-385), GD.
Scott Walz (Meadowland Surveying) and Pierre & Mary duCharme represented the
Application.
Jerry Johnson spoke against the project and expressed concerns regarding the need for
protecting the lake and the density (too many units proposed). Jeff Birch had questions
regarding the notification process and expressed concerns regarding the effect on the
environment, stating that 45 units is too many. Bob Weatherly expressed concerns
regarding the use of the proposed boat slips, boat traffic, the environment, density,
compatibility, stating he was opposed to the request. John Millerhagen stated he is opposed
to the request and agrees with what has been said, he expressed concerns with the density
(number of units proposed and boat traffic).
Motion: A motion by Estes, second by Wilson to table to January 9, 2008, as requested by
the Applicant to allow the Applicant time to provide a more detailed plan, reduce the density,
work with the DNR regarding the docking, and address the Planning Commission
Considerations listed in the Shoreland Management Ordinance. Voting: All Members in
favor, except Olson.
Pine Beach Resort/Lee & Karen Ombera - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): 14’ x 4T addition to our house
- used for office in home & game room are for guests at our resort. Also 3 lakeside stumps
removed to improve sandy beach. No change in number of units. The property is described
as Pt of GL 1 (3 Acres), Section 6 of Perham Township: Devils Lake (56-245), GD.
Motion: A motion by Gill, second by Erickson to approve as presented, including the
proposed roof repair as received at the November 14, 2007 Planning Commission Meeting.
Voting: All Members in favor.
Adjourn: At 11:10 P.M., Chairman Olson set the Meeting. The next Meeting is scheduled
for 6:30 P.M. on December 12, 2007.
