Conditionai Use Permit - Barry & Connie Ronaen:
Motion by Froemming, second by Johnson, and unanimously carried to approve a Conditional Use Permit
to place natural boulder walls on the lake side of the structure with conditions as recommended by the

Conditional Use Permit - Ronald & Barbara Hoffman:
Motion by Huebsch, second by Froemming, and unanimously carried to approve a Conditional Use Permit
to excavate for a walkout basement with conditions as recommended by the Planning Commission. The
proposal is located in Pt GL 5 & 6 (5 Acres), Section 28 of Hobart Township; Long Lake (56-388), RD.
Conditional Use Permit - Roy Munter:
Motion by Huebsch, second by Rogness, and unanimously carried to approve a Conditional Use Permit for
this after-the-fact request to remove dead trees on the shoreline including the washed rock in the root
cavities and to allow restoration of the temporary road back to original grasses. This approval does not
authorize the cleaning out of vegetation or the addition of sand at the beach. This partial CUP approval
and partial CUP denial was recommended by the Planning Commission at their meeting on September 14,
2011. The request is located on Long Lake Shores Lot 6 BIk 1, Section 28 of Hobart Township; Long Lake
(56-388), RD.
Legislative Discussion
Senator Gretchen Hoffman met the Board members and discussed various State financial issues and
initiatives. Discussion took place regarding the County’s loss of state-paid market value homestead credit,
the County’s reduction in workforce, inequity of the formula used to determine schools funding increases,
cost of the recent State shutdown, and the need for the State to make decisions regarding consolidation of
counties.

Motion - August 10, 2011: Motion by Boyer, second by Maske to Table to September 14,
2011 as requested in the Applicant’s August 4, 2011 letter.
Fred Bauck represented the Application.
Motion: A motion by Boyer, second by Maske to approve (plan dated August 2, 2011,
received by Land & Resource August 4, 2011) as presented, provided an erosion control
plan and a drainage plan is submitted to and approved by Land & Resource; project must be
completed by November 15, 2011. Voting: All members in favor.
Barry & Connie Ronqen - Approved With Conditions:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Place 3-5’
tall natural boulder walls on lake side of structure. All walls to meet 100’ set back. Place
boulder wall on east side of structure. Place 100 cubic yards of granular clean fill behind
walls for proper drainage. Top dress & vegetate disturbed areas. Impervious not to exceed
25%. The proposal is located in Star Lake Beach Lot 13, Section 9 of Star Lake Township;
Star Lake (56-385), GD.
Motion - August 10, 2011: A motion by Wilson, second by Schwartz to table (at the
Applicant’s request) to September 14, 2011 to allow time for the Applicant to provide an
Engineer’s drawing detailing the project, drawing must include a drainage plan and the
finished contours. (Drawing must be submitted to Land & Resource by August 26, 2011.)
Matt Hoen (Outdoor Renovations) & Rick Bladow (Bladow Construction) represented the
Application.
Motion: A motion by Wilson, second by Erickson, to approve as presented, provided an
erosion control plan is submitted to and approved by Land & Resource and the project must
be completed by November 1, 2011. Note: This project was certified by an engineer as
requested on August 10, 2011. Voting: All members in favor.
“Pine Beach Subdivision” & Pine Beach Resort / Lee & Karen Omberq - Approved
With A Condition:
A Preliminary Plat titled "Pine Beach Subdivision” consisting of a total of 3 Lots (2 Single
Family Residential Lots and 1 Cluster Development Lot (Pine Beach Resort proposing 5
Dwelling Units) and a Conditional Use Permit Application (as stated by the Applicant on the
Application): We request to downsize our existing resort by removing cabin #5 and Cabin #7
and selling cabin #8 as Lot 1, and cabin #6 as Lot 2. We request keeping existing cabins
#1, #2, #3, without any changes, to continue to rent as part of the resort because these
cabins are rented by the same families year after year as a group. We would also like to
request to move cabin #7, which is a much newer & popular cabin onto cabin #4’s location
as the fourth cabin for the resort and therefore removing the existing cabin #4 off the
property. The house will continue to be used

to continue operating an established family resort that has provided over
40 years of family vacations.
We wish to continue to operate this small family resort to preserve the
family tradition of vacations at the lake while providing income to
support payment of debt subsequent to the sale of Lot 1 and Lot 2. By
selling 2 single dwelling lots, we will reduce the traffic and pressure on
the lake and still keep our Minnesota resort operating as a 4 cabin resort
instead of a 8 cabin resort.
Our intent is to operate the remaining 4 cabins through retirement, to
continue to provide vacations to families that have been coming to the
Perham area for years.
