The design proposes to enhance an existing and somewhat level area behind the riprap shoreline for an elevated sand sitting area (287sf). Boulder outcropping with fabric will help to ensure stabilization of the toe of the slope. This design could serve as a model for future lakeshore development whereby eliminating the constant desire by property owners to continually dump sand onto the lake shoreline to replace what has eroded away. By creating an elevated sand area behind the riprap the shoreline is protected from sand or similar materials from continually eroding into the lake. Total excavation/fill = 35cy. The property comprises +/- 20 acres within the NW Va of section 10 as shown in Figure 1. 2.0 Wetland Determination/Delineation Methodology Wetlands present within the above referenced area were identified and delineated using the procedures described in the Army Corps of Engineers (ACOE) Manual for Identifying and Delineating Wetlands, 1987 edition. This is the preferred method of wetland delineation stated in the Minnesota Wetland Conservation Act which applies to all wetlands, except those identified on the DNR Protected Waters and Wetlands Inventory. This method utilizes the standard multi-parameter approach (vegetation, hydrology and soils) for wetland identification as outlined in the Corps of Engineers Data Forms. In general, an area is considered a wetland if the Hydrophytic Vegetation, Wetland Hydrology and Hydric Soils are present. The definition and methodology for each of the three parameters are outlined below: Hydrophytic Vegetation Definition: The prevalence (>50%) of dominant plant species that are adapted to life in saturated soil conditions. To determine whether vegetation is hydrophytic, the dominant plant species are identified and listed in each wetland data form (Appendix A) where WCEC has cited the common name, scientific n^e and wetland indicator status. Dominance refers strictly to Method: Equal Opportunity Employer the spatial extent of a species that is directly discernible in the field. The most abundant plant species that immediately exceeds 50 percent of the total dominance for a given stratum, plus any additional species comprising 20 percent or more of the total, are considered dominant species for that stratum. In cases where 50% or more of all dominant species are hydrophytic, this wetland parameter is satisfied. Wetland Hydrology Definition: Inundated or saturated to the surface for a minimum of 5% (in consecutive days) of the growing season. Wetland hydrology is determined by observing the presence arid/or absence of primary or secondary hydrology indicators in each sampling location. If any one of the primary indicators Or two of the secondary indicators are identified, the wetland hydrology parameter is met. Please note that the hydrology indicators are listed on the wetland data form in descending order of reliability. Method: Hydric Soils Definition: Soils that are saturated long enough during the growing season to develop anaerobic conditions in the upper part (!'). Method:WCEC references the hydric soil definition, criteria, and lists from the U.S.D.A. Natural Resources Conservation Service (NRCS). Soils from each sample location are characterized and classified with the Munsell Soil Color Charts used to determine soil chroma, mottle color and gleying color (when present) to determine reducing conditions indicative of hydric soils. If one or more of the hydric soil indicators are identified, the soil is considered hydric. Please note the hydric soil indicators are listed on the wetland data forms in descending order of reliability. Resources referenced in identifying and delineating wetland boundaries included the uses 7.5 minute topographic base maps. Farm Service Administration aerial photographs, USDA soil surveys, U.S. Fish and Wildlife Service National Wetland Inventory (NWI), and the DNR Protected Waters and Wetlands map (Appendix B). WCEC’s wetland delineation followed the ACOE procedure for identifying wetland boundaries by completing the appropriate number of transects, investigating the required wetland criteria, and identifying the boundary between the wetland and upland. A soil sampling auger was used to check the soils and hydrology at periodic intervals throughout the delineated boundary to confirm accuracy and/or adjust the boundary accordingly. The boundary was flagged with fluorescent wetland delineation tape or wire flags at close intervals to accommodate efficient inspection by the Lxjcal Governing Unit (LGU) and land survey crew. To confirm delineation accuracy, WCEC completed two transects Consisting of at least two sampling points (Figure 2). Information collected for each transect was placed on the Army Corps of Engineers (ACOE) Data Forms for Routine Determination (Appendix A). WCEC coordinates delineation plans with the Otter Tail County LGU responsible for Wetland Conservation Act enforcement. The Otter Tail County Land and Resource Management staff has been notified of the delineated wetland boundaries and will inspect the flagged wetland lines as time allows. 3.0 Wetland Assessment Results/Conclusions The subject property comprises +/- 20 acres in the NW Vi of section 10 in Dunn Township. The property land use/land cover is primarily wooded with wetlands in the topographic lows (Figure 2). In WCEC’s professional opinion, three (3) areas were identified that meet the wetland criteria defined in the Army Corps of Engineers (ACOE) 1987 Manual. Wetland area #1 is located in the eastern portion of the property and was flagged along the entire boundary within the property (Figure 2). This area is a small Type 3 (Shallow marsh) wetland and is classified on the National Wetland Inventory Map as Palustrine Forested Broad-Leaved Deciduous Seasonally Flooded (PFOIC, See NWI map in Appendix B, Figure 5). Runoff and drainage of upland areas provide the primary source of hydrology for this wetland. Wetland area #2 is in the saine basin as Wetland #1 but is separated from wetland #1 by a narrow road. This area was flagged along the entire boundary within the property (Figure 2). This area is also a Type 3 (Shallow marsh) wetland and is classified on the National Wetland Inventory Map as Palustrine Scrub Shrub Broad-Leaved Deciduous/ Emergent Seasonally Hooded (PSSl/EMC, See NWI map in Appendix B, Figure 5). Runoff and drainage of upland areas provide the primary source of hydrology for this wetland. Wetland area #3 is located in the northwest comer of the property and was flagged along the southern edge. This wetland area may not extend into the property boundary but was flagged due to the close proximity to the property line. This area is a Type 3 (Shallow marsh) wetland and is classified on the National Wetland Inventory Map as Palustrine Scrub Shirub Broad-Leaved Deciduous/ Emergent Seasonally Flooded (PSSl/EMC, See NWI map in Appendix B, Figure 5). Runoff and drainage of upland areas provide the primary source of hydrology for this wetland. None of the wetlands identified during this investigation are listed pn the DNR Protected Waters and Wetlands Inventory. Pelican Lake is listed on the DNR Protected Waters and Wetlands Inventory (See Appendix B, Figure 5). Two transects were completed during this investigation. Transect 1 was completed on wetland #1 and Transect 2 was completed on wetland #2 (See Figure 2 for transect locations and Appendix C for photos of the transect locations). Specifics of observed vegetation, hydrology and hydric soil characteristics are included in the data forms in Appendix A. The wetland boundary was observed between transect plots 1 and 2 and flagged accordingly (Figure 2). Flagged wetland boundaries were gedlocated using GPS technology for data archival purposes and do not represent legally defined boundaries. Flagged lines should be surveyed by a licensed land surveyor to legally define the wetland boundaries. , Boundaries of all wetland areas were marked accordingly with flagging at close intervals to accommodate field inspection by the Otter Tail County Land and Resource Management staff and the subsequent surveying crew. CTS-AGG-ROP 04/1999 HASLIE SERIES The Haslie series consists of very deep, very poorly drained soils that formed in organic material over coprogenous earth on glacial moraines, glacial outwash plains, glacial lake plains and flood plains. They have moderate to moderately rapid permeability in the upper material and moderately slow to slow permeability in the coprogenous earth. Slopes are 0 to 1 percent. Mean annual precipitation is about 25 inches. Mean annual air temperature is about 41 degrees F. TAXONOMIC CLASS: Coprogenous, euic, frigid Limnic Haplosaprists TYPICAL PEDON: Haslie muck, on a south facing, plane, 1 percent slope in a pasture at an elevation of 1380 feet. (Colors are for moist soil unless otherwise stated.) Oal—0 to 12 inches; black (lOYR 2/1) broken face and very dark brown (lOYR 2/2) rubbed muck; about 20 percent fiber and 5 percent rubbed; weak medium and fine subangular blocky structure parting to weak fine granular; very friable; many fine roots; mostly herbaceous fiber; few snail shells; neutral; gradual wavy boundary. Oa2-12 to 30 inches; black (lOYR 2/1) broken face and very dark brown (lOYR 2/2) rubbed muck; about 30 percent fiber and 5 percent rubbed; weak fine and medium subangular blocky structure; very friable; common fine roots; mostly herbaceous fiber; few snail shells; neutral; abrupt smooth boundary. TYPE LOCATION: Polk County, Minnesota; about 3/8 mile east and 1/4 mile north of Lengby; about 1600 feet north and 2160 feet west of the southeast comer of Sec. 28, T.147 N., R.39 W.; USGS Fosston East quadrangle; Lat. 47 degrees 31 minutes 3 seconds N. and long. 95 degrees 37 minutes 40 seconds W., NAD27. RANGE IN CHARACTERISTICS: The depth to coprogenous earth (sedimentary peat) ranges from 16 to 51 inches. The fiber is derived primarily from herbaceous plants. Some pedons contain up to about 15 percent, by volume, woody fragments that range from 1/8 to 3 inches in diameter. In some pedons hemic soil material totaling up to as much as 10 inches in thickness is in the surface and subsurface tiers. The Oa horizon has hue of 7.5YR, lOYR, 2.5Y or is neutral, value of 2 or 3 and chroma of 0 to 3 broken face or rubbed. The content of fiber is less than 35 percent in the undisturbed condition and less than 10 percent after mbbing. Reaction ranges from moderately acid to slightly alkaline. The Cg horizon has hue of 5GY, 5Y, 2.5Y, lOYR or is neutral, value of 2 to 7 and chroma of 0 to 3. Values of 5 or more are considered as marl and allowed in the range of the series. Coprogenous earth has a low bulk density (0.1 to 0.5 gm/cc). It commonly contains snail shells and in some layers the shells and fragments occupy up to 15 percent of the volume. It ranges from slightly alkaline to moderately alkaline. COMPETING SERIES: The Yamsav series is the only competing series. It formed in stratified and intermixed organic and limnic material. GEOGRAPHIC SETTING: Haslie soils are on plane or concave areas in bogs on glacial moraines, glacial outwash plains, glacial lake plains and flood plains. The bogs evolved from former area of open water. Haslie soils formed in organic material from grasses, sedges, and reeds over coprogenous earth (sedimentary peat). Slope gradients range from 0 to 1 percent. Mean annual air temperature ranges from 38 to 45 degrees F. Mean annual precipitation ranges from 20 to 28 inches. Frost-free days range from 88 to 140 days. Elevation above sea level ranges from 1000 to 1600 feet GEOGRAPHICALLY ASSOCIATED SOILS: These are the Cathro. Markey. Rifle. Rondeau and Seelveville soils. Cathro and Markey soils have mineral substratum above 51 inches. Rifle and Seelyeville soils do not have coprogenous earth above a depth of 51 inches. Rondeau soils contain marl layers in the control section. Other mineral soils are associates at the margins of bogs. DRAINAGE AND PERMEABILITY: Very poorly drained. Surface runoff is low or very low. Permeability is moderate to moderately rapid in the sapric material and moderately slow to slow in the coprogenous earth (sedimentary peat). An apparent seasonal high water table is +1 to 0.5 feet at some time during November to July in most years. The ponded phase has a water table at +3 to 0 feet from January to December in most years. USE AND VEGETATION: Most of this soil remains in native vegetation. Some is used for pasture or hay. Native vegetation primarily is sedges and grasses, with some areas having scattered willows or tamarack. DISTRIBUTION AND EXTENT: Northwest and west central Minnesota. These soils typically have 2 to 15 percent gravel throughout the profile. The soil moisture control section is not dry in any part for as long as 90 cumulative days in most years. The A and Ap horizons have hue of lOYR, value of 2 to 4, and chroma of 1 to 3. Texture is sandy loam or fine sandy loam. Reaction ranges from strongly acid to neutral.I The E horizon has hue of lOYR, value of 4 to 6, and chroma of 2 or 3. Texture is loamy sand, loamy fine sand, sandy loam, or fine sandy loam. The Bt horizon has hue of 7.5YR, lOYR or 2.5Y, value of 3 to 5, and chroma of 3 or 4. Texture is typically sandy clay loam but includes fine sandy loam, loam, sandy loam or clay loam. Reaction is moderately acid or slightly acid. The sand content ranges from 45 to 70 percent and the clay content ranges from 18 to 30 percent. The Bk and C horizon has hue of lOYR or 2.5Y, value of 5 or 6, and chroma of 3 or 4. Texture is sandy loam, coarse sandy loam, fine sandy loam or loam. Reaction is slightly alkaline or moderately alkaline. Calcium carbonate equivalent ranges from 5 to 20 percent. The sand content ranges from 45 to 70 percent and the clay content ranges from 7 to 18 percent. COMPETING SERIES: These are the Alderon. Allens Park. Baverton. Bondoe (T), Bonfri. Elbeth. Elmark (T), Fairport. Forelgft(T), Ferball (T), Gateson. Haugan. Lakoa. Lengbv(T~). Lumpgulch (T), Nebish. Onaway. Plome and Rule(T) soils. The Alderon, Allens Park, Bayerton, Bonfri, Elmark (T), Fairport, Gateson, Lumpgulch (T), and Rule(T) soils have a lithic or paralithic contact within depths of 20 to 40 inches. Elbeth soils are strongly acid to neutral throughout the series control section and contain less than 1 percent calcium carbonate. Bondoe, Haugan, Foreleft, and Lakoa are dry soils in some or all parts of the soil moisture control section for more than 90 cumulative days in most years. Lengby soils have stratified sandy and loamy material in the lower part of the series control section. Nebish soils have less than 45 percent sand in the Bt and C horizons. Onaway soils have Bs horizons and redder hues in Bt horizons. Ferball soils have redder hues in the Bt horizons. Plome soils have hue of 5YR or redder throughout the series control section. GEOGRAPHIC SETTING: The Snellman soils have very gently sloping to very steep convex slopes on ground and end moraines in uplands. The slope gradients range from 1 to 50 percent. The soils formed primarily in a loamy glacial till of Wisconsin Age. Mean annual air temperature ranges from 38 to 45 degrees F. Mean annual precipitation ranges from 20 to 26 inches. Frost-free days range from 100 to 145. Elevation above sea level ranges from 1000 to 1800 feet. GEOGRAPHICALLY ASSOCIATED SOILS: These are the poorly drained Clotho soils that are calcareous throughout; the poorly drained Egglake(T) soils in concave areas; the very poorly drained Runeberg soils that are in concave swales and depressions; and the moderately well drained Wvkeham that are in a drainage sequence with the Snellman soils. Organic soils may occur in depressions. DRAINAGE AND PERMEABILITY: Well drained. Surface runoff is medium to rapid. Permeability is moderate. USE AND VEGETATION: A large part is forested. Some areas are in pasture or are cropped to com, small grains and hay. Native vegetation was mixed deciduous and coniferous forest. DISTRIBUTION AND EXTENT: West central and north central Minnesota.
