This project was originally approved on January 8, 1992, the Otter Tail County Planning Commission for 22 units prior to the County amendment of the Shoreland Management Ordinance. The project was never submitted to this office for approval, which was required at that time. On February 5, 1992, Otter Tail County adopted an amended ordinance which authorizes the County to make the final decision regarding cluster developments such as this. You contacted me in December of 1992 to advise me the property had reverted back to you and that you wanted to pursue approval for the 22 units, and you asked how to proceed. After discussion with Otter Tail County Attorney Wally Senyk, you were informed that two options existed. They were as follows: (1) You could resubmit the proposal to Otter Tail County and it would be reviewed under the new ordinance; or (2) You could continue under the old procedure requiring both Otter Tail County approval and Department of Natural Resources approval. My understanding is that you have decided to pursue option 2. In January of 1993 you visited this office and dropped off an incomplete set of plans. You were given a Department of Natural Resources booklet entitled "A Description of Shoreland Management Guidelines for Cluster and Planned Unit Developments". Project review procedures that should be followed are on pages 3 and 4 of this document. A review of the rest of the document will be helpful to you also. In order to evaluate your proposal we will need the following information: A plat of the land you own showing dimensions and land area owned property. K you are planning an entirely new development, we would like to see a plat showing where the new condominium units are located and their dimensions, and any other related structures or facilities such as garages, recreational facilities including docking and swimming areas.
