Chairman Froemming declared the meeting of the Otter Tail County Board of Commissioners recessed for lunch break. The meeting was reconvened at 1:08 p.m. Public Hearing Established Motion by Mosher, second by Block and unanimously carried to establish a Public Hearing at 1:00 p.m. on Tuesday, June 13, 2006, to consider enactment of an Otter Tail County Business Subsidy Policy. Otter Tail County, Planning Commission May 10, 2006, Page 3 Motion: A motion by Zimmerman, second by Arno to deny for the following reasons: 1. The storm water drainage plan is marginal regarding its construction. 2. The buildable site on lot 4 is marginal. 3. The erosion control measures are too marginal for the protection of a Natural Environment Lake. Voting: All members in favor, except Boyer abstained. Otter Tail Beach Club, Inc. - Approved As Presented: A Conditional Use Permit Application (as stated by the Applicant): Replace flat roof on existing patio with 3/12 pitch gable, extend roof over existing patio foundation on south side, also sidewalk and steps. Extend roof on the north side with gable 3/12 pitch over both entry ways and existing sidewalk. The property is described as Pt GLS 3 & 5 (2.50 AC), Section 12 of Amor Township; Otter Tail Lake (56-242), GD. Rick Wasdorp represented the Application. Voting: All Edna Township - Approved With Clarification: A Conditional Use Permit Application (as stated by the Applicant): To locate 42” new culvert (of the same size & elevation) under Engstrom Beach Road (an Edna Twp. Road) to divert water from Big McDonald, McDonald and Berger Lakes to Archie Lake and down stream through Otter Tail County Ditch 25. The purpose for this is due to beavers constantly damming the reeds & rushes prior to the present culvert necessitating volunteer dam busters! This will be a direct drain from Big McDonald to Archie Lake. The new culvert would be located approximately 280’ west of the existing culvert. We have written to and spoken to Terry Lejcher on this issue. Mr. Lejcher indicates that no DNR Permit is necessary to replace the existing 42” culvert provided that it stays at the elevation of 1351.10. The cut on the 1000 ft from lake will be about 4 ft, one low spot will be 6 ft filled: total dirt moved will be 12000 cubic yards. Road will be built to Twp. And Co. specs. We have owned the house since 1994. ^. I have enclosed Plats of the area of the house to have construction work done on it. 1. A new gable roof to be put on the existing Patio, that now has a flat roof, this roof to be extended over the existing sidewalk and steps to the West of the Patio. 2. The existing roof on the bungalow part of the house to be extended over existing Patio concrete. i’ The prior projects ^e on the South side of the house 3 . Gable roofs to be constructed over the two-entry ways on the North side, along with ejrtending the bungalow roof over the existing sidewalk on the North side of the house. i:' 4.
