Conditional Use Permit - Otter Tail Beach Club, Inc:
Motion by Froemming, second by Block, and unanimously carried to approve a Conditional
Use Permit to replace a roof as presented. The property is described as Pt GLS 3 & 5 (2.50
AC) Section 12 of Amor Township; Otter Tail Lake (56-242).
Conditional Use Permit - Edna Township:
Motion by Nelson, second by Lee, and unanimously carried to approve a Conditional Use
Permit to install a new culvert subject to clarification of the October 7, 2005, letter from the
DNR that this is an installation of an additional culvert not a replacement culvert. The
property is located at Engstrom Beach Road (41680 Engstrom Beach Road) Section 30 of
Edna Township; Archie Lake (56-1629) & Big McDonald Lake (56-386).
Conditional Use Permit - Alien & Marion Antonsen:
Motion by Nelson, second by Lee, and unanimously carried to approve a Conditional Use
Permit to construct a road as presented. The property is described as SWA ex 2 rds.
Section 9 of Hobart Township; Rose Lake (56-360).
Conditional Use Permit - Otter Tail Aq. Enterprises, LLC:
Motion by Mosher, second by Lee, and unanimously carried to approve a Conditional Use
Permit for construction of storm water drainage improvements and cooling water discharge
for the proposed ethanol facility as presented. The property is located in Sections 17 through
20 of Fergus Falls Township; Pelican River (56-PR) and Unnamed Lake (56-859).
Highway Contracts and Bonds
Motion by Lee, second by Block, and unanimously carried to authorize the Chairman’s
signature to execute a contract between Otter Tail County and Morris Sealcoat & Trucking,
Inc. for the 2006 Countywide Seal Coat Project (S.A.P. 56-604-13, Etc.), contingent upon the
approval of the County Attorney.
Motion by Nelson, second by Lee, and unanimously carried to authorize the Chairman’s
signature to execute a contract between Otter Tail County and AAA Striping Service Co. of
Rogers, MN, for 2006 Countywide Traffic Marking, CP 06;TM & Etc., contingent upon the
approval of the County Attorney.
Motion by Lee, second by Mosher, and unanimously carried to authorize the Chairman’s
signature to execute a Contract between Otter Tail County and UAP Distribution, Inc. of
Kasota, MN, for the 2006 Seasonal Supply of Herbicides. The purchase of Herbicides is from
the State Bid, Contract #427847.
Recess & Reconvene
At 11:51 a.m.. Chairman Froemming declared the meeting of the Otter Tail County Board of
Commissioners recessed for lunch break. The meeting was reconvened at 1:08 p.m.
Public Hearing Established
Motion by Mosher, second by Block and unanimously carried to establish a Public Hearing at
1:00 p.m. on Tuesday, June 13, 2006, to consider enactment of an Otter Tail County
Business Subsidy Policy.

Motion: A motion by Zimmerman, second by Arno to deny for the following reasons: 1.
The storm water drainage plan is marginal regarding its construction. 2. The buildable site
on lot 4 is marginal. 3. The erosion control measures are too marginal for the protection of
a Natural Environment Lake. Voting: All members in favor, except Boyer abstained.
Break: At 8:25 P.M., the Commission took a 10 minute break.
Otter Tail Beach Club, Inc. - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): Replace flat roof on existing
patio with 3/12 pitch gable, extend roof over existing patio foundation on south side, also
sidewalk and steps. Extend roof on the north side with gable 3/12 pitch over both entry
ways and existing sidewalk. The property is described as Pt GLS 3 & 5 (2.50 AC), Section
12 of Amor Township; Otter Tail Lake (56-242), GD.
Rick Wasdorp represented the Application.
Motion: A motion by Wilson, second by Erickson to approve as presented,
members in favor.
Voting: All
Edna Township - Approved With Clarification:
A Conditional Use Permit Application (as stated by the Applicant): To locate 42” new culvert (of
the same size & elevation) under Engstrom Beach Road (an Edna Twp. Road) to divert
water from Big McDonald, McDonald and Berger Lakes to Archie Lake and down stream
through Otter Tail County Ditch 25. The purpose for this is due to beavers constantly
damming the reeds & rushes prior to the present culvert necessitating volunteer dam
busters! This will be a direct drain from Big McDonald to Archie Lake. The new culvert
would be located approximately 280’ west of the existing culvert. We have written to and
spoken to Terry Lejcher on this issue. Mr. Lejcher indicates that no DNR Permit is
necessary to replace the existing 42” culvert provided that it stays at the elevation of
1351.10. The property is located at Engstrom Beach Road (@ 41680 Engstrom Beach
Road), Section 30 of Edna Township; Archie Lake (56-1629), RD & Big McDonald Lake
(56-386), RD.
Keith Brokke represented the Application.
Motion: A motion by Schwartz, second by Estes to approve, subject to clarification of the
October 7, 2005 letter from the DNR regarding the installation of an additional culvert.
Voting: All members in favor.
Allen & Marion Antonsen - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): Request permit to build road,
24 ft width wide, 8 ft ditch bottom. Most of the fill will be on the north end of road which is
over 1000 ft from lake. The cut on the 1000 ft from lake will be about 4 ft, one low spot will
be 6 ft filled: total dirt moved will be 12000 cubic yards. Road will be built to Twp. And Co.
specs. The property is described as SW1/4 ex 2 rds. Section 9 of Hobart Township; Rose
Lake (56-360), RD.
Allen & Marion Antonsen represented the Application.
Jill Peterson had questions regarding the removal of trees. Chris Peterson expressed
concerns regarding the earthmoving damaging tree roots.

Land Management :
My wife, and I are the owners of the house that is located within the property owned by
Ottertail Beach Club Inc. We have owned the house since 1994.

I have enclosed Plats of the area of the house to have construction work done on it.
1. A new gable roof to be put on the existing Patio, that now has a flat roof, this roof to be
extended over the existing sidewalk and steps to the West of the Patio.
2. The existing roof on the bungalow part of the house to be extended over existing Patio
concrete.

The prior projects ^e on the South side of the house
3 . Gable roofs to be constructed over the two-entry ways on the North side, along with
ejrtending the bungalow roof over the existing sidewalk on the North side of the house.

4. The rock wall that is on the South side of the Patio has to be repaired also.
5. The iWork is to be done by, Rick’s Renovations of Ottertail, Mn. Tele No. 218-367-
2657, Rick Waasdorp and Dallas Wipps
