The elevation from north northeast property lines are currently higher than the elevations on south property lines, therefor natural drainage has been controlled by slope. Erosion control measures such as green space grass and natural vegetation for erosion will be left in place. During the driveway rode work we will install silt fence along south Lake Lida to protect the wetlands. The rode entrance and driveway to the property will be dug 4" deep and 18' wide and be filled with class 5 to help with traffic. The driveway and rode will not exceed the current elevation in order to keep the natural drainage current. There will not be any leveling of the hills or bluffs during thjsgracess. Specifics include the following: 1. Applicant states that the building and RCU sites will be 100 feet or more from North Lida Lake. I measured from the stake labeled 'shower' to what I believe to be the OHWL and found the distance to be less than 100 feet. 2. The number of RCU sites appears excessive given the area. For example, the Certificate of Survey shows RCU unit #15 with an irregular shape against the wetlands and user entry to this site at an angle against the wetlands. This RCU unit does not seem justifiable. 3. Signage (number, size, lighting, and location) is listed as one of the 16 points in the Ordinance. It is not addressed in the Applicant's request. Signage needs to be defined upfront that is in character with preserving the area, views from the lake and the peaceful enjoyment of adjacent homes and cabins. 4. Lighting is listed as one of the 16 points in the Ordinance. It is not addressed in the Applicant's request. For example, would there be lights out after a certain time, how would lighting be buffered from cabins and homes, would there be lighting on the north side of MN HWY 108 next to the North Lake Lida or next to the dock area? Would signs have lights and be lit at night? How would lights be buffered from adjacent properties and the lake? 5. Amount of noise generated is listed as one of the 16 points in the Ordinance. It is not addressed in the Applicant's request. For example, would there be quiet time after a certain hour to be compatible with surrounding homes and cabins? 6. There is an existing dock and gas pump. It is not addressed in the Applicant's request. The Applicant's Certificate of Survey shows a single dock. Is the gas pump to be eliminated, added to the dock or will there be two docks? 7. The Certificate of Survey shows a dock and lists 15 slips. The distance is approximately 85 feet from the existing gas pump dock to our property line. It is unclear how 15 slips would fit into this space, especially if the slips need to accommodate pontoons. The end of the dock is very near where our family cabin property line is and opens on our side. Would boats be on both sides of the dock and need to come in front of our property to enter? That would impact our peaceful enjoyment of our cabin. iI Nf'"-! f The dock with 15 slips is incompatible with the surrounding area because it is too big. On June 13'^ I walked along MN HWY 108 to get a sense of compatibility and a 15-slip dock doesn't fit with the individual boat docks along that stretch of roadway. To me, it has a detrimental impact to the view people traveling on the highway receive. There is negative environmental impact with the extent of vegetation that would likely need to be removed to accommodate a dock with 15 slips. The frequent mallards we see in this area would likely decline as part of the impact on fish and wildlife. I am concerned that users of the boat slips will park on our adjacent property while loading or unloading large items to the shore since the RCU sites are across the highway and our property is easy to access. We have frequently observed people parking on our property when gas pump is being checked or the gas pump dock is put in or taken out. The Certificate of Survey shows the swimming area to be near the boat slips. This could be a safety issue. The gas pump in the same area is an additional risk. Since the bank is rather steep, it is unclear whether a change to the shoreline bank would be necessary. 8. t' i> -i 9. 10. L- ■! i-11. In summary, this Conditional Use Permit Application is both incomplete and doesn't meet the general purposes of the Ordinance and therefore should be denied. My interest in appropriate development goes back many years. I was a founder of our voluntary neighborhood organization 25 years ago covering 200 homes where I live today with a mission to improve the quality of life of our residents. We worked with the City to bring redevelopment that helped increase the City's tax base and compatibility with our existing residences. Today we remain very active and are looked upon as a model by the City of Brooklyn Center. I previously participated on Brooklyn Center's Task Force to come up with a long-range comprehensive plan. The proposed campground will certainly improve the property and become the best use of the space as long as it fits the county shore land management guidelines. We are confident that the design and plan as presented by the Escobar family and Anderson Land Survey is actually conservative in space development. In the past, Minnesota was always a destination for people because of the access to our beautiful lakes. Over the past 50 years access has become limited as property values increased and resorts and campgrounds disappeared. A campground with access for additional families allows people to experience lake life and possibly become a stepping stone for lake property ownership in the future. It would seem that the County might appreciate the proposed land use and management as opposed to leaving it undeveloped. We are sure there is some concern about traffic but the state highway has a 30 mph speed limit now and there is a destination located next door in the Maple Beach Resort cafe access. Minnesota has a wonderful resource in its lakes and rivers. Lake property owners are great at protecting this resource but occasionally the OVER PROTECTION makes the lake associations appear as though they own the whole lake and all access to it. Please consider this as you review this plan. Each individual property owner conducting their business within the law should be given the support of the government entity in charge.
