Scott & Stephanine Boucher- Variance Application Approved (6:35 p.m.)
After consideration and discussion, Michael Donoho made a motion, seconded by Terry Marthaler and
carried by roll call vote to approve the variance request as follows;
* Cabin #2 - move back 4 feet from the present loeation (away from the ordinary high-water level) and
add an addition to the north side of the cabin (square it off). The loft to cabin is not approved.
• Cabin #3 - move back 4 feet from the present location (away from the ordinary high-water level),
structure off the lotline 1 foot to the west from the present location, add an addition to themovenorth side of the cabin and the patio size approved is 10’ x 18’.
• Cabin #4 - add addition to the north side of the cabin as presented.
• Dock Ramp/Sidewalk - add a 4’ x 4’ ramp for dock by the lake.
• Main House - The main house is the only dwelling on the property and the proposed patio will not
extend beyond the existing well.
• The shower house and fish house will be removed.
This decision is also based on the Findings of Fact and Decision Form, which contains the criteria reviewed
and the Board’s finding have been attached to and incorporated as an official part of the minutes which have
been placed on file with the Land & Resource Management Department.

A variance may be granted only where the strict enforcement of county land use controls will result in a "practical difficulty". A
determination that a practical difficulty exists is based upon consideration of the following criteria:
The applicant identified the following practical difficulty: Want to clean up the old resort. Will be bringing the property into
compliance for impervious surface coverage, as currently it is over 40% coverage.

Scott & Stephanine Boucher, property owners and Wayne Johnson, Contractor represented the variance application remotely. The
audience was polled with no one speaking for or against this application. An email was received from Mark & Holly Jensen opposing
the variance request and an email from John & Jodie McCutcheon addressing concerns that they have regarding the application. The
emails were forwarded to the board for their review and read for the record.

We are nearby neighbors to the above referenced property. We are one of many nearby neighbors with year round
homes along the north side of North Lake Lida. We do not support this Variance Request.
The 4 cabins/structures that are referenced in this Variance Request are all located along the east and west property
lines. Two of these 4 cabins/structures are also about 1 foot off the ripped rapped shoreline.
We are concerned that increasing the size or height of any of these cabins/structures would greatly limit lake views for
nearby lakeside neighbors and may negatively impact nearby lakeside home values.

This is John and Jodie McCutcheon and we own 26446 County Hwy 4 which is the neighboring property to the East. We
recently retired and are now year round residents on Lake Lida. We are very happy with the work that Scott and
Stephanie have done to clean up what was formally the North Shore Resort. The work they are doing will greatly
improve the aesthetic views from both the street and the lake.
There are 2 primary pieces of the proposal:
1. Add 4 feet to the back of the 2 cabins directly on the lake. Add a foundation under each structure and raise the
structures up to 14 ft.
Our feedback: Both of these cabins are very close to the neighboring property lines (1-2 feet). Cabin 3 that sits on the
east side nearest the lake (and our property) is so close that there is no roof overhang. If a standard roof overhang was
in place, it would overhang into our property. Both of these cabins are extremely close to the lake as well. The east
cabin (Cabin 3) sitting on our property line is much closer to the lake than the west cabin (Cabin 4). In current state,
many neighbors have an impaired view of the lake due to the location of these 2 cabins. These cabins are very small and
we understand why the request is being made to add to them. We support adding to these cabins, assuming the
following adjustments are made.
Adjustment: The front of the east cabin (Cabin 3) be pushed back an additional 5-10 feet from the lake and
also be pushed over an additional 5-10 feet from the lot line.

2. Add a loft above cabin #2 not to exceed 20 ft.
Our Feedback: In talking to Scott and Stephanie, it sounds like they are no longer pursuing this. We do not support
having a 20 ft structure 1-2 feet from our lot line as it would restrict our view and box us in. This would have a negative
impact on our property and we were relieved to hear that this was not moving forward. If the decision is made to go
forward with rebuilding this cabin, we would ask that this cabin be moved and additional 5-10 feet from our property
line. Assuming this could be accomplished, we would totally support cabin #2 adding a foundation and going up to 14
feet versus 20 feet. We would also support them adding 4 feet on the street side or west side as we understand their
need for more space.
3. Add a patio on the west side of Cabin 3.
Our Feedback: In talking to Scott, the proposed patio would be placed on the west side of Cabin 3. We have no issue
with this as the cabin would shield us from the noise coming from the patio.
We have shared our thoughts with Scott and Stephanie. We are very happy with the improvements that they have
made to the property so far.
