MOTION AS FOLLOWS:
Motion was made by Randall Mann, seconded by George Walter and unanimously carried, to approve the variance as
requested. It was noted that the applicant has made many improvement to the resort since acquiring ownership and
has cooperated in all respects with county planning and zoning requirements. It was noted that even with the addition
of a dwelling and the added camp site there will be no appearance on the applicant's property that it is over
developed. The resort improvements have been carefully planned and developed.

NORTHERN LIGHTS RESORT
Variance Request
J’his variance is being requested due to a preliminary meeting with BiQ Kalar from Land
and Resource Management. In that meeting, Mr. Kalar advised us that the proposed plans
for our resort would not meet the density restrictions for our property. At ^fr. Kalar's
suggestion, we are applying for this variance for the following items prior to applying for
the conditional use permit from the Plaiming Commission;
ill: Construct dwelling consisting of 4 bedroom home with walkout basement and garage
to be located on a setback 230' from the OHWL from the north shore and 240' from the
OHWL on the east shore.
Exceptional circumstance; Previous owners' (Ed and Lois Stans) home was
destroyed by fire in February 1992. No new home was constructed prior to our
purchase of the resort. At the time of purchase, Stans' informed us that they had
received tentative approval to build on the same site we now request a variance for,
but had not done so. Since January 3, 1995, we have lived in the existing home that
w as temporarily installed after the fire and have not found it suitable as a winter
residence. Continued occupancy of the exiting residence as a residence would create
a hardship to us in that sufficient space and reasonable human comfort in the winter
is not attainable. Since the proposed site was previously tentatively approved for the
former owners, we request that you affirm the approval at this time.
112: Retain existing home on the foxmdation of original home.
Exceptional circumstance; Prior to the existing residence, a two-story home with
attached garage was located on this site which was 74' from the OHWL at the closest
point. This home was destroyed by fire in February 1992 and a temporary variance
was granted to place the existing mobile home on this site for a residence. Since the
former owners never built a new residence, the mobile home was the only residence
on the resort for us as new owners. At the time of purchase, the mobile home was in
a great state of disrepair. During the course of January 1995 through March 1995,
we dedicated our personal time and effort to refurbish this mobile home into a
liveable dwelling. We were engaged in full time jobs in St. Cloud and used all
available vacation time and weekends to work on this refurbishment. We not only
had to finish helping the wallpaper off the walls, but also had to replace rotted boards
and carpet. Additionally, trim was replace and newer fixtures obtained and installed
as well as appliances and shelving. The time and effort we put into fixing this mobile
home as a place to live gave us a great sense of accomplishment and satisfaction that
our efforts were worthwhile. During the summer, we reinforced the sealant
protection on the roof to enhance the livability of this mobile home. We are
requesting retainment of this mobile home on its current site as to have it ripped off
the property will defeat all we have worked so hard for and would leave us bereft of
ary personal satisfaction thus achieved.
IB: Develop four additional campsites near existing four campsites.
Exceptional circumstances; We are requesting a variance for four additional
campsites located directly behind the existing four campsites. The additional units
would not be seen from the lake when full foliage and leaves are out during Spring,
Summer and Fall.

Michael Edward Harris - Approved
Michael Edward Harris, Richville, MN, requested a variance to increase the density of an existing resort by the
construction of a 4 bedroom dwelling, by the conversion of the existing home on its original foundation to a rental unit
and by the development of 4 additional campsites. The applicant presently has an existing dwelling, nine cabins and
four campsites. Per the requirements of the Shoreland Management Ordinance the applicant’s property would
support an average of 9 units. The property is described as part of Government Lot 9, Section 25 of Dead Lake
Township by Dead Lake. The audience was polled with Duane Donnely, Hillary Barry and Walter Morton speaking in
favor of the applicant’s request. Letters in favor of the applicant’s request from the following individuals were read for
the record: Michael and Judith Weismiller, Elda Kloth, Sandra and Walter Morton, John and Carmen LeBeau, Vernon
and Betty Seiple, Joe Hatcher, Leo Goodman, Richard and Patricia Freeman, Vern and Donna Peterson and Susan
Sabol. A letter from the Dead Lake Township Board supporting the variance requested was read for the record. After
consideration, motion was made by Randall Mann, seconded by George Walter and unanimously carried, to approve
the variance as requested. It was noted that the applicant has made many improvement to the resort since acquiring

Quentin Dale Murray - Tabled
Quentin Dale Murray, Ada, MN, requested a variance of 16’ from the required ordinary high water level setback of
100’ for the location of an 18’ by 20’ garage 84’ from the ordinary high water level and a variance of 18’ from the
required road right-of-way setback of 20’ for the construction of a 24’ by 36’ garage approximately 2’ from the road
right-of-way. The property is described as a tract beginning 74.2’ West of the Northwest Corner of Lot 1, Elmwood,
Northeast 225’, East 119’, Southeasterly 96.4’, Southwesterly 201.3’, Westerly 197.7’ to beginning. Section 34 of
Candor Township by Loon Lake. The audience was polled with no one speaking for or against the request. A letter
from Linda Lee in favor of the variance request, so long as the 10’ property lot line separation is maintained, was read
for the record. After consideration, motion was made by Craig Anderson, seconded by Cecil Femling and
unanimously carried, to table this request until the June 6th, 1996, meeting, to allow the applicant an opportunity to
consider other alternatives and for additional measurement information.
Clemence Ronald Sorgaard - Approved
Clemence Ronald Sorgaard, Fargo, ND, requested a variance of 40’ from the required ordinary high water level
setback of 100’ for the construction of a proposed dwelling, with a three season porch, 60’ from the ordinary high
water level. The property is described as the East 15’ of Lot 12 and the West 67’ of Lot 13, Oak Haven Beach,
Tamarac Lake in Scambler Township. The audience was polled with Jim Venaas speaking in favor of the applicant’s
request. After consideration, motion was made by Craig Anderson, seconded by Cecil Femling and unanimously
carried, to allow construction of the proposed dwelling no closer to the ordinary high water level than the property
identified on the applicant’s drawing as the Iversons.
Edward Wandrie - Approved
Edward Wandrie, Et. Al., c/o Leslie Wandrie, Frazee, MN, requested a variance to subdivide a parcel of less than 5
acres from an existing 106.25 acre parcel. The parcel would be approximately 4.4 acres. The property is described
as part of Government Lots 5, 6, and 7, Section 20 of Hobart Township by Rose Lake. J. H. Thiessen represented the
applicant at the public hearing. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by Craig Anderson, seconded by John Everts and unanimously carried, to approve
the subdivision of a 4.4 acre parcel from an existing 106.25 acre parcel with the condition that a registered surveyor’s
drawing meeting the requirements of the ordinance must be provided at the time of recording.
